Morocco, Mali Strengthen Environmental Cooperation Through Strategic Dialogue

Rabat – Leila Benali, Minister of Energy Transition and Sustainable Development, held extensive virtual talks today with her Malian counterpart Mariam Tangara Doumbia. The discussions focused on strengthening bilateral cooperation to address climate and environmental challenges, advancing joint projects based on solidarity, knowledge transfer, and regional integration. During the meeting, Minister Benali emphasized that under the guidance of King Mohammed VI, Morocco places its relationship with the rest of Africa at the heart of its strategic priorities. She highlighted Morocco's commitment to a new generation of South-South partnerships centered on efficiency, solidarity, and tangible results . Benali also shed light on Morocco's initiatives to promote sustainable development in the region, such as the Royal Atlantic Initiative for the Sahel countries and Mali's active participation in the Sahel Climate Committee, which serves as a crucial platform for regional climate coordination. The Moroccan minister stressed the importance of practical discussions to activate bilateral cooperation, especially in areas of expertise sharing, technology transfer, capacity building, and innovative climate adaptation solutions. She commended Mali's strong commitment to environmental and sustainable development issues, recalling past coordinated efforts, including close cooperation during Morocco's presidency of the UN Environment Assembly. For her part, Minister Tangara Doumbia lauded Morocco's leadership in energy transition, climate financing, and environmental policy governance, recognizing the country's expertise in supporting environmental projects across Africa. She also expressed Mali's keen interest in benefiting from Morocco's experience in renewable energy , waste valorization, and the enhancement of training and capacity-building systems. Tangara Doumbia outlined several pressing challenges facing Mali, notably the energy crisis, solid waste management, water pollution caused by unregulated mining, and rapid degradation of agricultural lands. She emphasized the need for innovative and integrated approaches involving environmental transformation projects and circular economy solutions, particularly converting waste into energy and organic fertilizers to support sustainable agriculture. In response, Minister Benali expressed Morocco's readiness to share its expertise with Mali in these fields and expressed the desire to deepen cooperation in agricultural research, sustainable land management, and the use of renewable energy in agriculture. She pointed to the key role of the OCP Group, through its academic branch with Mohammed VI Polytechnic University and its R&D subsidiary InnoVx, in driving research and innovation related to sustainable agriculture and soil management, including desert soils. Both sides agreed on the urgency of accelerating technical discussions between their ministerial teams to establish a cooperation framework on these priorities, aiming to sign an agreement as soon as possible. They also pledged to launch joint field projects focused on waste valorization, climate adaptation, and circular economy development, reaffirming their shared commitment to building a sustainable environmental future anchored in climate sovereignty.

Parliamentary Meeting Highlights Depth of Bilateral Relations Between Morocco, Zambia

The depth and strength of relations between Morocco and Zambia, in light of the strong political will of the leaders of both countries to promote them across various sectors, were highlighted Monday in Rabat during talks between Deputy Speaker of the House of Councillors, Lahcen Haddad, and a parliamentary delegation from the Public Accounts Committee of the National Assembly of the Republic of Zambia. During these talks, both parties emphasized the importance of exchanging experiences and best practices in public accounting and finance to enhance institutional governance, the House of Councillors said in a press release. On this occasion, Haddad presented to the Zambian delegation, led by the chairman of the Public Accounts Committee of the Zambian National Assembly, Warren Chisha Mwambazi, an overview of the powers of the House of Councillors, including the review of annual reports from the Court of Auditors, the development of finance bills, and engagement with national public concerns. He also recalled the historic visit of His Majesty King Mohammed VI to Zambia in 2017, which marked a qualitative leap and laid a significant foundation for the major transformations experienced in the relations between the two countries by strengthening the legal framework governing bilateral cooperation through a set of agreements. These agreements helped bolster political dialogue and boost economic relations, particularly in the fields of investment, energy, tourism, agriculture, food security, technology, and training, Haddad explained. In this regard, the Deputy Speaker of the House of Councillors stressed the importance of the existing cooperation model between the two countries in reinforcing South-South cooperation, which lies at the heart of the African dimension of the Kingdom's foreign policy. He recalled various Moroccan initiatives aimed at enhancing African integration, including the Royal Atlantic Initiative and the Africa-Atlantic Gas Pipeline Project. After welcoming Zambia's firm position in support of Morocco's sovereignty over its Southern Provinces and expressing Morocco's deep appreciation for this significant step - reflected in the opening of a Consulate General in Laayoune in October 2020 - Haddad emphasized the need to deepen parliamentary cooperation and coordination between the two countries' legislatures within various parliamentary forums and bodies to defend African interests and address common challenges. For his part, Mwambazi praised the excellent Morocco-Zambia relations, marked by a strong track record in political, economic, and diplomatic cooperation. He highlighted the historic visit of His Majesty King Mohammed VI to Zambia and the fruitful outcomes of the High Joint Commission held in Laayoune in December 2024. He also called for further efforts to elevate the level of these relations and capitalize on all available opportunities, particularly in the economic field, noting the key importance of direct air links to make Morocco-Zambia cooperation a model that could strengthen regional integration in Africa. Thanks to the wisdom and foresight of His Majesty King Mohammed VI, Morocco's sovereignty over the Sahara is gaining growing international support, said the President of the Andean Parliament, Gustavo Pacheco Villar. In an interview with MAP on the sidelines of the 3rd International Forum of Young Socialist and Social Democratic Parliamentarians, held in Marrakech on May 2-3, Pacheco Villar emphasized that the foresight of the Sovereign's Vision is reflected in the support of major world powers such as the United States of America, France and Spain for Morocco's sovereignty over its Sahara. In this respect, he noted the growing support of Latin American countries for the Kingdom's position, while reiterating the Andean Parliament's support for Morocco's territorial integrity and sovereignty over its Southern Provinces. He also highlighted the progress and impressive development momentum of these provinces. 'I visited the Kingdom's southern provinces and was impressed by the development projects carried out or launched in the various towns,' stated the President of the Andean Parliament, citing in particular the Faculty of Medicine and Pharmacy in Laayoune and the Dakhla Atlantic Port. In the same vein, he highlighted the Royal Atlantic Initiative, which aims to open up new prospects for Sahelo-Saharan countries and boost a sustainable regional economic dynamic, as well as the Nigeria-Morocco gas pipeline project, noting that these innovative initiatives make the Kingdom a major player in consolidating and promoting South-South cooperation. Morocco's active presence in Africa and its various actions and initiatives in favor of the continent's countries also reflect the Kingdom's unwavering commitment to lasting cooperation, he affirmed. Referring to the various reforms carried out in the Kingdom under the enlightened leadership of His Majesty the King, Pacheco Villar said that Morocco had taken major steps towards consolidating the rule of law, notably through the adoption of the 2011 Constitution and the empowerment of women.

Participants in the second Policy Conference of the Coalition for Autonomy in the Sahara (AUSACO), held Tuesday in Dakhla, called for a redefinition of the United Nations' approach to the regional dispute over the Moroccan Sahara, in light of evolving geopolitical dynamics. In their final statement, known as the Dakhla Declaration, AUSACO members emphasized the need for a renewed understanding of the issue's parameters. They reaffirmed the Moroccan autonomy plan as the only serious and credible basis for resolving the conflict, underscored growing international support for Morocco's sovereignty over the Sahara, and highlighted Algeria's central role in perpetuating the dispute. Participants praised Morocco's ongoing efforts under the New Development Model for the Southern Provinces, which aims to transform the region into a strategic hub connecting Morocco with Africa and beyond. They also commended King Mohammed VI for key continental and regional initiatives, notably the Nigeria-Morocco gas pipeline, the Royal Atlantic Initiative, and the Atlantic seaboard development project. «All of these Royal initiatives are part of a strategic vision to position the Moroccan Sahara as a platform for security, stability, and shared development across the Atlantic, the Sahara, Africa, and the Mediterranean», the Declaration stated. AUSACO members expressed satisfaction with the peace, stability, and development prevailing in Morocco's Southern Provinces, and highlighted the opening of 32 consulates general in Laâyoune and Dakhla by countries from every continent—underscoring what they described as the irreversible momentum behind international recognition of Moroccan sovereignty. Reiterating their firm support for Morocco's territorial integrity, AUSACO members from Africa, Asia, Europe, and Latin America called on countries that have not yet done so to join the 116 nations that have expressed clear support for the Moroccan autonomy initiative. The Dakhla Declaration, read by Ismail Buchanan, also urged Algeria to assume its historical responsibilities and fulfill its obligations under international humanitarian law, in order to end the ongoing lawlessness in the Tindouf camps located on Algerian soil. In this context, Coalition members advocated for the dignified return of the populations held in these camps to their homeland, Morocco, and called for Algeria's constructive engagement in the UN-led political process, in a spirit of realism and compromise.

The audience reflected the depth of Morocco's long-standing relations with the three Sahel countries, founded on genuine bilateral ties, mutual respect, and a spirit of active solidarity. The ministers conveyed heartfelt messages from their Heads of State, who expressed gratitude for King Mohammed VI's constant attention to the Sahel's needs and aspirations. In their remarks, the ministers commended the King's initiative to open Atlantic access to Sahel countries, describing it as a decisive step toward greater economic opportunity and regional integration. They also voiced strong support for the project and affirmed their readiness to work towards its swift materialization. The ministers presented an update on the development of the Alliance of Sahel States. They outlined the efforts underway to strengthen the alliance's institutional and operational foundations, positioning it as a key platform for cooperation among the three countries. This meeting reaffirmed Morocco's role as a trusted partner in the region and underlined a shared determination to pursue deeper integration and sustainable development across the Sahel. Earlier this week, Niger's Foreign Minister called Morocco an 'essential partner' for Sahel countries, including those in the Sahel States Confederation, during a gathering at the Crans Montana Forum in Casablanca. He commended King Mohammed VI's initiative to grant Sahel nations access to the Atlantic, highlighting its importance for the region's landlocked countries. Mali's Foreign Minister also lauded Morocco's 'constructive and respectful approach' in its relations with African partners, particularly through the Royal Atlantic Initiative.
