King Mohammed VI Names Hicham Balaoui as New Public Prosecution Head

Doha – King Mohammed VI named today Hicham Balaoui as Prosecutor General at the Court of Cassation and President of the Public Prosecution Office, according to a Royal Cabinet statement. The appointment comes as former prosecutor El Hassan Daki steps down from his position due to health reasons. The Royal Cabinet commended Daki for fulfilling his duties with 'probity, devotion, integrity, and impartiality' during his tenure, noting his commitment to judicial independence, rule of law, and protection of individual and collective rights and freedoms. During a ceremony at the Royal Palace in Rabat, the monarch received three new members of the Supreme Council of the Judiciary. They included Balaoui, Hassan Tariq who joins as a member in his capacity as Kingdom Ombudsman, and Farid El Bacha who was selected by the King as a council member. The three officials took their oath before King Mohammed VI during the ceremony, which was attended by Mohamed Abdennabaoui, Deputy President of the Supreme Council of the Judiciary. The Supreme Council of the Judiciary, chaired by the King, ensures the implementation of guarantees granted to magistrates regarding their independence, appointment, promotion, retirement, and discipline. The council produces reports on the state of justice and the judicial system and presents appropriate recommendations. It also provides detailed opinions on justice-related matters at the request of the King, government, or parliament, while respecting the separation of powers. According to Article 115 of the Constitution, the Supreme Council of the Judiciary consists of the First President of the Court of Cassation as Deputy President, the Prosecutor General at the Court of Cassation, and the President of the First Chamber of the Court of Cassation. It also includes four elected representatives of the Courts of Appeal magistrates and six elected representatives of first-instance courts magistrates. The council also includes the Kingdom Ombudsman, the President of the National Human Rights Council (CNDH), and five personalities chosen by the King who are recognized for their competence, impartiality, integrity, and distinguished contribution to judicial independence and rule of law.

King Mohammed VI presides over Laylat Al Qadr vigil seated after shoulder surgery

The Ministry of the Royal Household, Protocol, and Chancellery announced that King Mohammed VI will preside over a religious vigil for Laylat Al Qadr on the evening of Thursday, March 27, 2025 (Ramadan 26, 1446 A.H.), at the Royal Palace in Rabat. Due to movement constraints following surgery on his left shoulder, the King will perform the Al-Isha prayer and Tarawih in a seated position, in accordance with the Quranic verse: «Who, standing, sitting, or lying on their sides, invoke Allah». The Royal Cabinet previously announced that the King underwent successful surgery on December 8 after sustaining a humerus fracture during a sporting activity. This Ramadan, he has not presided over the traditional Hassanian religious lectures.

King Mohammed VI appointed on Monday, March 24, new officials to constitutional institutions. The announcement was made through a statement by the Royal Cabinet. Abdelkader Amara was named President of the Economic, Social, and Environmental Council. A Moroccan PJD politician, he has held various key roles in the country's government, including serving as Minister of Equipment, Transport, Logistics, and Water from 2012 to 2021. He also acted as Minister of Health and Minister of Economy and Finance following the ousting of the respective ministers in 2017 and 2018. Mohamed Benalilou was named President of the National Authority for Probity, Prevention, and the Fight against Corruption. He has served as Ombudsman of the Kingdom since December 2018 and is a career magistrate with extensive experience in both the judicial system and administrative roles. Hassan Tariq was appointed Ombudsman of the Kingdom by King Mohammed VI. He holds a PhD in public law and has had a diverse career, including roles as Morocco's Ambassador to Tunisia and a former member of the Chamber of Representatives. «These appointments reflect the king's ongoing commitment to ensuring that these institutions effectively carry out their responsibilities as outlined in the Kingdom's Constitution», reads the statement. «They aim to strengthen their role in promoting good governance, consolidating participatory democracy, and safeguarding rights and freedoms», it added.

Starlink, a US satellite internet provider owned by billionaire Elon Musk, is in talks with Morocco to launch a project in the Moroccan Sahara, press reports said on Thursday. The project could bring significant dynamism to Morocco's southern provinces by providing high-speed satellite-backed internet, the Addis Ababa-based Africa Intelligence news website reported. 'The company is currently in talks with Morocco, relying on Prime Minister Aziz Akhannouch and coordinating with the Royal Cabinet to implement this project,' the report said, quoting sources in Morocco. International reports indicate that Starlink, a subsidiary of Musk's SpaceX, has revolutionised global internet connectivity. The company offers high-speed, low-latency internet services worldwide, particularly in remote and rural areas lacking traditional telecommunications infrastructure. 'This project is particularly suitable for Morocco's southern provinces due to the vastness of the Moroccan Sahara, where extending wired internet networks presents significant challenges and requires substantial financial investments. Starlink's satellite-based solution makes it an attractive alternative to overcome these difficulties,' Africa Intelligence said. The report noted that Starlink has already launched several projects in countries worldwide, including the United States, Canada, Europe, parts of South America, and Australia.
