A man beloved by his community has died after a tragic e-bike incident on Saturday evening. Thanh Phan, 51, took a trip into the Perth CBD for dinner, but was struck by an e-scooter at the interception of Murray and King street. The e-scooter rider is a woman who police allege was under the influence of alcohol at the time of the crash. Mr Phan was taken to Royal Perth Hospital for surgery, where he remained in a critical condition before he died on Tuesday. The 51-year-old from Menora had built a loving community in his neighbourhood, with friends of the engineer expressing their condolences. 'On Saturday night, Thanh Phan – a beloved husband, father of two, brother, and dear friend – was struck by an electric scooter and critically injured,' the family said in a statement. 'Yesterday evening, we received the heartbreaking news that Thanh passed away as a result of his injuries. 'We ask that the media respect the privacy of Thanh's family as they grieve their loss. 'We also call for a review of the governance and safety regulations surrounding hired e-scooters to help prevent further serious incidents that put lives at risk. 'The family has no other comment to make on the issue at this time.' Alicia Kemp, 24, is alleged by police to be riding the e-scooter under the influence of alcohol with a 26-year-old passenger, before she hit Mr Phan. The passenger was taken to hospital with non-life-threatening injuries. Ms Kemp is set to reappear in the Perth Magistrates Court on Tuesday after being charged with dangerous driving causing grievous bodily harm – under the influence of alcohol, and dangerous driving causing bodily harm – under the influence of alcohol.

A 24-year-old woman visiting Western Australia has been remanded in custody after allegedly critically injuring a man in an e-scooter crash over the weekend. Police say Alicia Kemp was under the influence of alcohol while riding the e-scooter with a passenger when she crashed into the 51-year-old man on Murray Street in Perth's CBD about 8.40pm Saturday. Emergency services attended and took the man to Royal Perth Hospital, where he remains in a critical condition. The passenger on the scooter, a 26-year-old woman, was also taken to hospital with non-life-threatening injuries. The 24-year-old rider was treated by paramedics for minor injuries. She has been charged with dangerous driving occasioning grievous bodily harm, and bodily harm, while under the influence of alcohol. Ms Kemp, who turns 25 on Wednesday, faced the Perth Magistrates Court on Monday morning and was denied bail. The court heard she was visiting WA and the prosecution argued there was a potential risk of her leaving the state. The magistrate noted Ms Kemp "looks younger than she is". "The surrender of a passport … doesn't stop someone jumping in a motor car on a huge continent and heading off into the ether," he said. Ms Kemp was remanded in custody and is next due to appear before the Perth Magistrates Court on Tuesday.

Harrowing footage shows the moment a Rockingham mother was mowed down on her evening walk and left for dead. The CCTV was released by the husband of the victim, Nicole Naughton, who wants people to see exactly what she endured. It shows Ms Naughton walking her dog on Evinrude Bend about 5pm on May 18, when an SUV turns a corner and swerves onto the wrong side of the road. At that point, Ms Naughton, who was just metres from home, is mowed down, sent sliding down into the dirt. She was critically injured — and the Nissan X-Trail doesn't stop. Ms Naughton, 58, was left alone for ten minutes before police arrive. A couple of minutes later, an ambulance arrives. Ms Naughton was so injured she was rushed straight to Royal Perth Hospital and into an operating theatre. She had 12 broken ribs. Her only saving grace was that her skull was spared. But the mother's face has been stitched back together. Jye Cooper, 36, has been charged over the incident. Crash investigators allege he had alcohol and drugs in his system. He is facing charges of failing to stop and rendering assistance after an incident causing grievous bodily harm, failing to report the incident and dangerous driving occasioning bodily harm under the influence of alcohol and drugs. He will be back before a magistrate in July. In the meantime, Ms Naughton faces more surgeries and rehabilitation.
