Johor to build homes for low-income group excluded from e-Kasih database
ISKANDAR PUTERI: The Johor government will begin constructing subsidised homes in August under the state's Rumah Prihatin Johor (RPJ) initiative, targeting low-income residents previously excluded from the national e-Kasih database. e-Kasih is the country's national poverty database designed to identify and assist low-income households, including those in Johor. It serves as a centralised system to plan, implement, and monitor poverty eradication programmes nationwide. State Housing and Local Government Committee chairman Datuk Mohd Jafni Md Shukor said the move aims to close the gap for low-income individuals who do not qualify for government housing aid due to their absence from the e-Kasih list. "This RPJ programme targets those in need who are not registered in the e-Kasih system but still fall within the low-income and poverty bracket," he said after a state housing development engagement session here today. The pilot phase began in Machap and Bukit Permai and will soon be extended to all 42 state constituencies in Johor. Eligible applicants must own land or have written permission to use family owned land. The new houses, either two or three bedroom units, will be completed within seven months. Two housing options are offered: a three bedroom home priced at RM86,000 and a two bedroom home priced at RM66,000. Both are subsidised by RM30,000 from the state government, with the balance payable through personal financing by the applicants. Applications are now open and can be submitted at the nearest district offices. Jafni said approvals are expected within three months for applicants who meet the eligibility criteria. "This initiative is aimed at those who own land but lack the means to build. With the state subsidy, they will only need to bear RM36,000 or RM56,000 depending on the house type," he said. He added that under a separate scheme Rumah Kasih Johor (RKJ) the state government has committed RM67.5 million to build 500 units between 2023 and 2025. "So far, 50 units have been completed and handed over, 120 are under construction, and another 165 are in the implementation phase," he said. Jafni said both RPJ and RKJ are designed to provide not just housing, but also to significantly uplift the quality of life for Johor's underserved communities. "These are game-changing efforts to help those who have long lived without the dignity of a home to call their own," he added.

ISKANDAR PUTERI: The newly introduced Rumah Prihatin Johor (RPJ) housing initiative to help low-income individuals in rural areas own homes, is expected to begin construction in August. State Housing and Local Government Committee chairman Datuk Mohd Jafni Md Shukor said RPJ is a state government initiative to fill the gap in housing aid for those who are excluded or not listed under the e-Kasih database, but still fall under the low-income category. He said applications are now open for 500 units to be developed with an allocation of RM15 million, offering two categories of homes priced at RM86,000 for three-bedroom units and RM66,000 for two-bedroom units. 'These houses will be built on privately owned land and are expected to be completed within seven months. 'This is one of the fastest and most effective housing programmes ever implemented in Johor, with direct impact on the people,' he told a press conference here today. Mohd Jafni said the state government is also providing a subsidy of RM30,000 and successful applicants are only required to pay RM36,000 or RM56,000, depending on the type of home. He said the RPJ eligibility conditions have also been improved, including considering applicants who share land with family and have not received any form of housing assistance from any agency. Meanwhile, under the Rumah Kasih Johor (RKJ) initiative, construction of 500 housing units has been ongoing since 2023 and will continue until 2026 across all 56 state constituencies, with an allocation of over RM67.5 million. So far, 50 units have been completed and handed over to recipients, while 120 units are under construction and 165 units are in the implementation stage, he said. Mohd Jafni said the RPJ and RKJ initiatives were implemented with strong cooperation from the Johor Housing Development Corporation (PKPJ), local authorities, district offices and elected representatives. He also reminded the public that the state government has not appointed any agents or middlemen for applications involving the Johor Affordable Housing (RMMJ) scheme, and all applications must be made through the 'erumah' portal.

Johor introduces RPJ initiative for rural B40 group
ISKANDAR PUTERI: The Johor government has introduced the Rumah Prihatin Johor (RPJ) initiative to benefit the rural B40 group, starting this year. State Housing and Local Government Committee chairman Datuk Mohd Jafni Md Shukor said the initiative is specifically designed for B40 individuals who are not listed under the e-Kasih database but still require support to own affordable homes on their own land. He said the RPJ unit, which has a built-up area of 660 square feet and comes with three bedrooms and two bathrooms, is priced at RM86,000. The state government will provide a RM30,000 subsidy, while the remaining RM56,000 will be borne by the programme participants. 'Applicants must be 21 years old and above, married, and both the applicant and spouse must be Malaysian citizens. 'The applicant's household income must not exceed RM5,000, and neither the applicant nor their spouse should own a house or have received any housing aid or construction approval from any quarters such as the Johor Islamic Religious Council, district offices, Rural and Regional Development Ministry, ICU, Syarikat Perumahan Negara Bhd and the Prime Minister's Department,' he said. He was responding to a question from Mohd Yusla Ismail (BN-Senggarang) on housing assistance for Johor's rural communities during the state assembly sitting in Kota Iskandar here today. Mohd Jafni said the pilot project would be carried out in Kluang and Kulai, with 10 units each. 'If this pilot project proves successful and receives an encouraging response, the state government will expand it to other districts, particularly in constituencies that still lack Johor Affordable Housing (RMMJ) development. 'To date, the state government has received 20 applications, with six approved in Felda Inas, Kulai,' he added.

Every segment of society will have access to affordable housing, Johor assembly told
ISKANDAR PUTERI: Johor is ramping up its efforts to give every segment of society, particularly those in rural areas and the B40 group, access to quality and affordable housing. Housing and local government committee chairman Datuk Mohd Jafni Md Shukor said the state government has committed to building 100,000 units of Rumah Mampu Milik Johor (RMMJ) by 2030, with 16,845 units already completed as of the first quarter of this year. 'The state government remains committed to achieving our target of 30,000 units by 2026, and the momentum will continue to reach 100,000 units by the end of this decade,' he told the state assembly here on Monday (May 19). He was replying to questions from Muszaide Makmor (BN-Sedili), Mohd Yusla Ismail (BN-Senggarang) and Ng Kor Sim (PH-Jementah). Jafni added that this commitment includes efforts to expand projects under the Rumah Kasih Johor (RKJ) and Rumah Prihatin Johor (RPJ) programmes, to support low-income groups listed under the e-Kasih system as well as those that are not. He said the RKJ programme provides free housing to hardcore poor families on their own land, with 500 units targeted for completion by next year with an allocation of RM67mil. The RPJ programme, launched this year, is tailored for those in the B40 group who own land but are not registered in the e-Kasih database. 'Each RPJ unit costs at RM86,000, of which RM30,000 is subsidised by the state. "Through RPJ, eligible recipients only need to pay RM56,000 for a 660sq ft home with three bedrooms and two bathrooms,' Jafni said, adding that a pilot project involving 20 units in Kulai and Kluang was underway. Jafni also said some 31 RMMJ projects were offered last year, comprising 2,326 units, while the number of eligible applications received via the e-rumah portal stood at 20,276. He said 14 state constituencies currently have fewer than 20 RMMJ units each and this would be prioritised under plans involving government land and strategic partnerships with district offices and local authorities. Among the new strategies being explored are the construction of affordable apartments on waqaf land, the use of land under the South Johor Development Authority (SSI) and Port of Tanjung Pelepas (PTP), and enhanced policies on bumiputra lot pricing. 'We have also activated a state-level housing task force to identify viable land in all 10 districts for future affordable housing projects,' Jafni said. He added that the state government, under the leadership of Mentri Besar Datuk Onn Hafiz Ghazi, remains focused on inclusive development, particularly in ensuring safe shelter for all.
