Bengaluru: As part of its campaign for a national caste census, Congress is exploring a graded internal quota system within Other Backward Classes (OBC) based on their level of backwardness. The proposal was discussed during the party's first OBC advisory council meeting in Bengaluru last week. Led by Lok Sabha opposition leader Rahul Gandhi, Congress is advocating a caste census that captures social, educational, economic, and employment status of every individual to properly identify and empower OBCs. Alongside the census, the party aims to introduce internal categorisation among OBCs to ensure the most deprived receive a larger share of govt assistance. Anil Jaihind, national president, Congress' OBC wing, said the party intends to adopt a data-driven approach. "While the idea is not finalised, the party is considering the slogan 'Jitna Pichada, Utna Madadh', wherein the extent of backwardness of an OBC community will determine the extent of govt assistance. This is what we intend to pursue," Jaihind said. The document was presented during the advisory council's discussions in Bengaluru. Jaihind also said Congress will urge Karnataka to consider the Telangana model of SEEEP (Social, Educational, Economic, Employment, Political) caste survey, which he described as quite scientific. "Everyday science and society evolve. What happened 10 years ago will not be the same today. Today, the Telangana model of SEEEP caste survey is quite good, and we would expect Karnataka to better this model," he said, noting that artificial intelligence had been used to analyse the Telangana data. The Congress-backed council also demanded that the Centre raise reservation ceiling to 75%, pointing to the inclusion of EWS quota as precedent. "The Centre, with the inclusion of EWS quota, has already breached the 50% mark, so there is no hindrance for the Centre to reach 75% in the quota system," it said.

The AICC OBC Advisory Committee on Wednesday urged the Centre to adopt the Telangana model of the social, educational, employment, economic, political (SEEEP) caste survey in the upcoming nation-wide census exercise. The two-day meeting, chaired by Chief Minister Siddaramaiah, wanted the registrar general of census operations to include SEEEP aspects of individuals and different castes in the census exercise. It also sought for reservation in private educational institutions as per Article 15(5) of the Constitution of India. Live Events The CM, addressing the media after the conclusion of the meeting, said it was Rahul Gandhi 's campaign that forced the Modi government to accept the demand for a caste census in India. He called it a milestone, but at the same time only a small step in ensuring social justice. Siddaramaiah said, as CM in 2015, he ordered a socio-economic survey of all communities. In 2018, when the Backward Classes Commission chairman Kantharaju sought more time to submit the report, then CM HD Kumaraswamy rejected the request. He also asked the minister concerned not to accept the report. The Cabinet, last month, ordered a re-survey. The government has asked the commission to give its report in three months and the same will be implemented, he said. `No move to replace CM' AICC OBC cell chairman Anil Jaihind on Wednesday ruled out any proposal before the party leadership to replace Chief Minister Siddaramaiah. Jaihind, responding to a query from the media if the Congress was replacing its only backward class chief minister, said there was no such proposal. 'We all stand with Siddaramaiah.' There have been strong speculations of an impending leadership change in line with a rumoured unwritten agreement between Dy CM DK Shivakumar and the party.
