Only a handful of 130 BC castes enjoying govt sops
Hyderabad: As the BC reservation debate goes on, those with less numerical strength and scattered across Telangana are pushed into disadvantaged positions, when it comes to reservation. From the 130 castes under Backward Classes, only about 20 to 25 castes are historically dominant castes. They have successfully landed various government provisions, while the others have failed to mount pressure on the authorities to get their rightful share. During the public hearing undertaken by the BC Commission across the State as part of the caste survey, it came to light that these handful of select castes have been enjoying the benefits of reservation, while most are deprived of the same privilege. Commission members had to bear some tough questions from some of the disadvantaged castes during the hearing. 'When we were undertaking public hearings some observations by representatives of a caste under BC category intrigued us. One of them wondered if, on the completion of the survey, they will get the benefits in their lifetime,' stated a panel member, while pointing out that over 100 castes are yet to fully enjoy the fruits of reservation. The BC Commission, which awaits the State Government's SEEEPC (Social, Education, Employment, Economic, Political, Caste) survey – Caste Survey report, is hopeful that justice will be rendered this time around. It is also expecting to get a copy of the 300-page report from the Independent Expert Working Group (IEWG) that was recently submitted to the government. Meanwhile, IEWG has analysed and interpreted the survey and ranked different castes across parameters. It calculated a Composite Backwardness Index (CBI) for each of the castes in the survey. A first-of-its-kind analytical model to measure socio-economic backwardness and assigns a CBI score and rank for all castes. 'For the first time we have developed an objective statistical method to calculate how backward each caste is relative to the other castes. It's only relative to the other castes. To put it in simple terms, it is a backwardness ranking of all the castes,' the group members explained. The BC Commission aims to study as to which of these castes are disadvantaged under the current provisions and based on rankings how many benefits reach the deserving castes. 'Based on the ranking, we will be studying and finding out solutions to provide priority to these disadvantaged castes. We must ensure that these castes are getting benefits at least now. Otherwise, this entire exercise would prove futile,' a commission member told this correspondent.

He urged Rahul Gandhi and Mallikarjun Kharge, the Leaders of Opposition in the Lok Sabha and Rajya Sabha, respectively, to lead the battle in both Houses, while Telangana's Congress leaders would build the momentum at Jantar Mantar in Delhi. While giving his power-point presentation in Delhi on the caste survey taken up by the Congress government in Telangana to party MPs, including Rahul, Kharge and Wayanad MP Priyanka Gandhi Vadra, the CM explained how the state government had made 'meticulous efforts' to complete the task within 60 days. Reiterating that the survey would be a 'roadmap' for the nation, he said the survey could be called 'RaRe model'. 'If anyone has an issue calling it as the Telangana Model of caste census, we can call it 'RaRe model', the Chief Minister said. While showing the letter of appreciation from Sonia Gandhi, the chairperson of Congress Parliamentary Pawrty, the CM described it as a lifetime achievement award. 'A letter of appreciation from Sonia Gandhi is an Oscar Award, Nobel Prize and lifetime achievement for me,' he said, to the applause from fellow partymen. With the achievement of the state government's SEEEPC (Social, Education, Employment, Economic, Political, Caste) survey in Telangana, Revanth Reddy felt that the Congress had placed a massive challenge before Prime Minister Narendra Modi and Rashtriya Swayamsevak Sangh (RSS). 'We would have unseated Modiji if the Centre failed to incorporate caste enumeration in the upcoming census. This is the success of Rahul Gandhi, similar to successful withdrawal of farm laws. Modi not only withdrew the three farm laws, but also apologised,' Revanth recalled. The Chief Minister dared anyone to challenge the survey conducted by the Telangana government. '88 crore pages of data are with me now. This is 100 per cent foolproof data which was self-declared by people, and I dare anyone to challenge this,' he stated. Citing the examples of how only few households opted out of the survey, Revanth Reddy said that BRS leaders K Chandrashekar Rao, his son K T Rama Rao and nephew T Harish Rao decided to not to become part of the survey and hence remained 'unaccounted for' in Telangana. 'Since they failed to become a part of the process, they remained unaccounted for,' he said. Rahul, Priyanka laud Revanth Rahul and Priyanka Gandhi lauded the efforts of Revanth Reddy. 'Revanth Reddy and other party leaders exceeded my expectations; they not only did the caste census but did so exceptionally well and in the right spirit. I can say with certainty that the level of competence they have demonstrated is a milestone for social justice in the country. It will set the standard for a nationwide caste census, regardless of whether the BJP likes it or not,' Rahul said, during his address. Priyanka Gandhi said, 'Very proud of you for this achievement and even more for having the political courage to do it.'

TG committed to mobilise MPs' support for enhanced quota to BCs: CM
Taking strong objections to inordinate delays by the Central government to clear the bills providing 42 per cent reservation to backward class communities in education, employment and politics, Chief Minister A. Revanth Reddy said the Telangana government is committed to mobilise the support from MPs of like-minded parties to mount pressure on the Centre to concede the State's request. The Chief Minister left for New Delhi on Wednesday to meet the heads of Congress and leaders of the INDIA block seeking their cooperation in convincing the Centre to give its approval for the two Bills passed by the Telangana Legislature enhancing reservation of BCs to 42 per cent. The delegation led by Mr. Revanth Reddy had decided to call on Opposition leader in Lok Sabha Rahul Gandhi and his counterpart in Rajya Sabha Mallikarjun Kharge to urge them to raise the issue during the ongoing Monsoon session of the Parliament. 'We will explain the details of the social, economic, education, employment, political and caste survey conducted meticulously by the government in a scientific manner and seek their support,' he said. Mr. Revanth Reddy categorically said that the proposed reservation to Muslims was based on their backwardness and not on religious basis. 'This is not a religious reservation as is being viewed by the BJP leaders of Telangana. Reservation has been finalised based on the backwardness of these communities,' he averred. He dismissed the claims of State BJP leaders including two Union Ministers Bandi Sanjay and G. Kishan Reddy that they would convince the Centre if Muslim were excluded from the Bill. 'The same reservation is implemented in Gujarat, the native State of Prime Minister Narendra Modi, and in Uttar Pradesh from where he represents as MP and Maharashtra where the RSS headquarters is located. Let them scrap the reservations in these three States as also in States like Bihar first before asking the Telangana government to exclude Muslims,' he said. He cited Union Home Minister Amit Shah as saying in an interview that Muslim quota was being implemented in Gujarat. 'Will they remove Mr. Amit Shah from the post for his comments?' he asked, adding the BJP leaders were coming up with lame excuses and pretexts to see that a community was excluded altogether from the list. The Chief Minister recalled that Muslim quota was being implemented in different parts of the country since 1979 and this was based on their backwardness, not religion. He asserted that Telangana had become role model for the country after the methodology it had adopted for SEEEPC survey and Prime Minister Narendra Modi, who was reluctant to include caste enumeration initially, had decided to include the same in the upcoming Census enumeration. 'The 2029 elections will be a litmus test for all the parties in terms of BC reservation,' he said. He accused the BJP leaders of indulging in baseless argument against Muslim community despite knowing that reservation is being provided to certain communities due to their backwardness. The BJP would face a rout in Telangana if they continued to harp on their stand. Replying to queries, he said the expert group had submitted its report after thoroughly examining the modus operandi of the SEEEPC survey recently. The report would be discussed in the State Cabinet and the Assembly before it was made public. He exhorted the BJP and BRS leaders to raise relevant issues in the forthcoming session of the Legislature and said the government was prepared to clarify all their doubts. 'We are ready to share the entire data pertaining to the caste survey. We will give them access to the data, but for some information in view of the individual privacy regulations in place,' he said. To another query, he said the government wanted the Centre to clear the pending Bills as the High Court had set September 30 deadline for holding elections to the local bodies after completion of reservation for them. Replying to another query, he said the government had promulgated an ordinance striking down the amendment made to Panchayat Raj Act by the BRS government in 2018 limiting reservations to 50 per cent. The 50 per cent cap on reservation ceased to exist after introduction of quota for Economically Weaker Sections, he said.

Telangana CM Revanth to present caste survey report to Rahul, Kharge
HYDERABAD: Chief Minister A Revanth Reddy and Deputy Chief Minister Mallu Bhatti Vikramarka will visit Delhi on July 24 to present a detailed report on Socio-Economic, Education, Employment, Political and Caste (SEEEPC) survey and BC reservations to the Congress leadership. Addressing the media at Telangana Bhavan in Delhi on Monday, MP Mallu Ravi said an expert committee report on SEEEPC will be submitted to Leader of Opposition in Lok Sabha, Rahul Gandhi, and AICC chief and Rajya Sabha LoP Mallikarjun Kharge. The parliamentarian from Nagarkurnool said that the chief minister will give a PowerPoint presentation on caste survey and BC reservations to all Congress MPs at Indira Bhavan later in the day. The move is aimed at giving a push for a parliamentary discussion demanding 42 per cent reservations for the Backward Classes. Speaking to reporters along with his party colleagues Ramasahayam Raghuram Reddy, Chamala Kiran Kumar Reddy and Gaddam Vamsi, he expressed disappointment over the repeated adjournments of Lok Sabha whenever discussions are sought on Operation Sindoor. 'It is an attempt to suppress the truth. Why is Prime Minister Narendra Modi silent on the issue?' he wondered.

Expert group submits report on caste survey to Telangana govt
HYDERABAD: The Independent Expert Working Group (IEWG), led by former Supreme Court judge B Sudarshan Reddy, submitted its 300-page report to the state govt on Saturday. The group termed the methodology of the Congress govt-conducted Socio-Economic, Education, Employment, Political and Caste (SEEEPC) survey as scientific, authentic, and reliable, stating that it will become a role model for the nation. Chief minister A Revanth Reddy, along with deputy CM Bhatti Vikramarka, some ministers received the report at a programme at MCRHRD Institute. The CM said the report would be placed in the next cabinet meeting, likely to be held on July 25, for discussion. The 300-page report assumes significance as the govt is set to earmark 42% reservations to the Backward Classes (BCs) in local bodies and is awaiting approval of the ordinance it sent to the governor. The high court had directed the state govt to complete the election to panchayats by Sept 30, including fixing reservations in a month. CM Revanth said, "This is not just data but Telangana's mega health check-up X-ray. As promised by Rahul Gandhi, we successfully conducted a caste survey in the state. This report will be useful for the uplift of the weaker sections in the state and for implementing social justice." "We request the committee to identify the needs of the people and give appropriate suggestions," he added. Sources told TOI that the report submitted by the expert group calculated a composite backwardness index (CBI) for each of the 242 castes in the SEEEPC survey. The report presents a first-of-its-kind analytical model to measure socio-economic backwardness and assigns a CBI score and rank for all 242 castes. The expert group was tasked to study, verify, analyse, and interpret the SEEEPC survey data of various castes. It was appointed on March 12, 2025. Kancha Ilaiah (vice chairman), Praveen Chakravarthy (convenor), Prof Shantha Sinha, Sukhadeo Thorat, Himanshu, Nikhil Dey, Prof Bhangya Bhukya, and Prof K Purushottam Reddy, among others, comprise the expert working group that studied, verified, analysed, and interpreted the SEEEPC survey. 'Make report public' Meanwhile, Telangana BC Commission chairman G Niranjan on Saturday said the independent expert group has submitted its report on the caste survey to the state govt, adding that it will serve as a valuable tool for advancing social justice. He recommended that the report be made public to ensure transparency.
