Bihar Draft Electoral Roll Faces No Party Objections So Far: Election Commission
Bihar Elections 2025: Bihar is preparing for Assembly elections later this year, but there is already political disagreement over the Bihar Special Intensive Revision (SIR) of electoral rolls. Amid the controversy, the Election Commission of India (ECI) clarified on Friday that no political party has submitted any claim or objection to the draft rolls. The commission noted that 6,257 claims have been received so far, but all are from individual voters, not from political parties. As per news agency IANS, after the conclusion of the Enumeration Phase under the SIR 2025, the poll body had asked to submit 'claims and objections" to rectify any errors in the draft electoral roll, which was published on August 1. Furthermore, the ECI also stated in a press note that under the 'claims and objections for inclusion and exclusion received regarding the Draft Roll', a total of 6,257 complaints have been received directly from the electors. It added that the forms received from 'New electors on attaining 18 years of age or above' were 36,060 so far, and none have been disposed of. What Happens to 'Claims and Objections'? The ECI elaborated that, according to the new rules, the claims and objections by electors are to be disposed of by the concerned Electoral Registration Officer/Assistant Electoral Registration Officer (ERO/AERO) after seven days. The Commission has also clarified that, as per SIR orders, no name can be deleted from the draft list published on August 1, 2025, without passing a speaking order by the ERO/AERO after conducting an enquiry and after giving a fair and reasonable opportunity. These include the BJP's 53,338, Congress's 17,549, the RJD's 47,506, and Janata Dal (United)'s 36,550. According to IANS, on July 21-22, lists of Absent, Dead, and Shifted (ADS) voters were provided to BLAs of all recognised political parties in the state. On August 1, with the publication of the draft electoral rolls, booth-wise and constituency-wise lists of unpublished voters were also handed over to political representatives. Notably, the ECI has said that no eligible elector will be left out and no ineligible elector will be included in the final electoral roll of Bihar.

However, Bhushan said that some political parties have been given a list of deleted voters, but they have not further clarified whether the voter is dead or has migrated. On August 1, ECI released the draft electoral rolls for Bihar, following the completion of the Enumeration Phase under the SIR 2025. It said the public has one month to submit claims and objections, assuring that "no name will be removed from the draft voter list without a stated reason". The poll panel said that l.60 lakh Booth Level Agents (BLAs) nominated by District Presidents of 12 political parties actively participated in the process on the ground. The commission enabled electors to verify their names through the official link using their EPIC numbers. They were also allowed to file claims and objections for inclusion or deletion of names through the same portal. In a drive to ensure accurate and updated voter identity cards, the ECI urged all voters to submit new photographs to their Booth Level Officers (BLOs) by September 1, 2025. According to data from the revision exercise in Bihar, around 35 lakh electors have either migrated permanently or could not be traced at their registered addresses.

The Election Commission of India (ECI) on Friday published the draft electoral rolls for Bihar after the conclusion of the first phase of the controversial Special Intensive Revision (SIR), adding that the next month will be devoted to the verification of the claims and objections process. The controversial exercise began on June 25 in Bihar, where assembly elections are scheduled to be held later this year. ECI has said it will hold SIR across the country. ECI said from August 1 to September 1 will be the time of claims and objections. 'During this period, to add the name of any eligible elector or to delete the name of any ineligible elector, any elector or any political party, can file claims and objections in a prescribed form before the concerned ERO,' the body said. 'All eligible electors are appealed to check their names in the draft list, and if their name does not exist in the list, they should fill and submit Form 6 along with the declaration form,' the body added. Separately in Patna, the body published district-wise data, comparing it to the electoral roll before SIR. It showed Patna district saw the highest deletion of 395,500 voters, followed by Madhubani district (352,545), East Champaran district (316,793) and Gopalganj district (310,363). ECI said of the 6.5 million names missing from the rolls, deaths accounted for 2.2 million, people who permanently shifted or not found accounted for 3.6 million and people enrolled in multiple places accounted for 700,000. In all, the draft electoral roll shrunk from 78.9 million to 72.3 million, ECI said. Following the conclusion of the first phase of the SIR, the poll body, on July 27, it had received 72.3 million forms out of 78.9 million electors. 'The draft list is available at the ECI portal. Also, booth-wise draft lists of all the 90,712 polling booths of all 243 assembly constituencies have been shared with all the political parties by 38 DEOs of Bihar, today on 1 August,' ECI said. The SIR 2025 is the first such intensive revision in Bihar since 2003. As part of this exercise, all electors, including those already registered, were asked to fill out fresh enumeration forms. The deadline for submission was July 26. ECI clarified that the deletions were not final and will be subject to scrutiny during the claims and objections period. 'The exact status of these electors will be known after scrutiny of these forms by ERO/AERO by August 1, 2025. However, genuine electors can still be added back in electoral rolls during the claims and objections period from August 1 to September 1, 2025. The names of the electors found enrolled at multiple places in the electoral rolls will be retained only at one place,' it had said on July 27. ECI specified that the deletion of any name cannot be done without providing the concerned elector an opportunity to be heard. 'As per SIR orders, no name can be deleted from the draft electoral roll, by the concerned ERO/AERO without giving a hearing to the elector and subsequently passing a written order, which are appealable to the DM and the CEO,' the body said. A letter issued by the district election officers to all recognised political parties on Friday further instructed party representatives to assist in verifying the draft rolls and submitting claims and objections – form 6 for new registrations, form 7 for deletions, and form 8 for corrections or transfers. ECI said that special camps will be held daily from August 2 to September 1 at all block-cum-subdivision offices and urban local body offices (municipal corporation, municipality, nagar panchayat). The second phase of SIR will be conducted from August 1 to September 1. During this period, electors, political parties, and officials may submit and verify claims and objections. Officials will collect pending documents and scrutinise those already submitted. All claims and objections are to be disposed of by September 25. The final electoral roll is scheduled to be published on September 30.

Meanwhile, the SIR is being implemented smoothly at the ground level with the active cooperation of the electors, the ECI said. The EC added that all voters are directly made aware through more than 77,000 BLOs and 4 Lakh volunteers as well as 1.5 lakh BLAs appointed by all political parties. 'In accordance with Article 326, the orders of SIR dated 24 June 2025 clearly enable all eligible electors to be included while excluding ineligible electors after verification by the concerned ERO," the EC said. 'The initial phase of SIR, during which Enumeration forms were to be printed and distributed, is almost complete with the forms having been made available to all the electors who were available," read a statement from the poll panel. ECI also reiterated that SIR is being conducted as per the SIR instructions dated June 24, 2025, and there is no change in the instructions. As per instructions, draft electoral rolls that will be issued on 1 August 2025 will contain the names of persons whose enumeration forms are received. The Election Commission's decision to initiate a Special Intensive Revision (SIR) of Bihar's electoral roll in the run-up to the assembly elections later this year has triggered major political controversy. While the commission maintains that the revision is intended to enhance transparency and remove ineligible entries from the voter list, opposition parties have raised concerns, claiming that the move may lead to the exclusion of legitimate voters. As the matter heads to the Supreme Court, the standoff between the poll body and opposition parties continues to escalate. Amidst legal challenges, the ECI has indicated that the SIR of electoral rolls is on track and any extension of deadline is not being considered at this stage. 'More than 1/5th of enumeration forms have come back within two days. At this rate, we might complete the exercise before time, so extension of deadline is not a question at the moment," a top ECI official told CNN-News18. The ECI, however, has given a concession of a few weeks for submitting supporting documents. Voters can submit documents at the claims and objection stage. This would give voters time till August to procure the documents. 'After publication of draft electoral rolls, if any document is deficient, EROs can obtain such documents from the electors whose names appear in the draft electoral rolls, during scrutiny in the claims and objection period," EC said.
