Culasi town in Antique declares state of calamity

The Municipal Council of Culasi in the Province of Antique declares a state of calamity in response to the severe impacts of intense rainfall dumped by the southwest monsoon (Habagat), enhanced by tropical cyclones affecting the country. The Sangguniang Bayan (municipal council), headed by Vice Mayor Jose Jeffrey Lomugdang, convened a special session on July 23, 2025 to formally declare the municipality under a state of calamity, based on SB Resolution No. 2075-2025. In addition, a recent fire incident in Barangay Jalandoni, Culasi was mentioned among the reasons for the declaration. Mayor Joel Lomugdang, representatives from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) and Municipal Engineering Office (MEO), and representatives from other concerned offices who "presented comprehensive reports justifying the need for immediate action" attended the session. "The legislative body, with 100-percent attendance, unanimously approved the resolution submitted by the Municipal Disaster Risk Reduction and Management Council," a post on Department of the Interior and Local Government (DILG) Culasi Antique's official social media page reads. "The declaration enables the LGU [Local Government Unit] to mobilize resources, activate emergency response measures, and deliver prompt assistance to affected families and communities," the post added. The town of Calumpit in Bulacan was placed under a state of calamity on Tuesday due to flooding caused by heavy rains due to the Southwest Monsoon (Habagat), overflow of Ipo Dam, and high tide. Calumpit Mayor Lem Faustino declared the state of calamity after the Sangguniang Bayan passed a resolution based on the recommendation of the Calumpit Municipal Disaster Risk Reduction and Management Council, the local government unit said. Based on data from the Municipal Social Welfare and Development Office, a total of 40,501 families or 131,832 individuals from 29 barangays were affected by floods. Meanwhile, 317 families or 1,188 individuals were in nine evacuation centers. Some 19 hectares of crops were damaged, estimated to cost P3.8 million, the LGU said. With a state of calamity, the LGU may use the calamity funds to respond to residents affected. Quezon City, Malabon, and Cavite also declared a state of calamity. Manila and Dagupan City are also set to declare a state of calamity based on the recommendations of their respective city disaster risk reduction and management offices, according to a report on Unang Balita on Wednesday. Camiguin brgy execs face raps over road closure

Officials of Bonbon, Catarman, Camiguin are facing charges before the Office of the Ombudsman for allegedly closing a national road without an ordinance. Chairman Camilo Apugan and all members of the barangay council are being accused of usurpation of legislative powers under Article 239 of the Revised Penal Code and for violating the Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713). The complaints were filed by former barangay chairman Christopher Rodriguez in August 2024. However, the Ombudsman only issued the order for the respondents to file their counter-affidavits on April 30, 2025, after Rodriguez completed filing the documents required. The case stemmed from the week-long closure of a national road in May 2024 to hold a 'night café' from 6 p.m. to 1 a.m. allegedly without an ordinance from the barangay council or from the Sangguniang Bayan. 'Hassle kaayo sa mga commuters ibabaw gipaagi. Piot ang dalan dilikado ngitngit kun gadali ka malangan ka og abot,' Rodriguez said. 'Nakakuha ko certification sa vice mayor nga wala sila ordinance ana na purpose,' he added. In the three-page order, the Ombudsman said 'the respondents' failure to file their counter-affidavits within the aforesaid period shall be deemed a waiver of their right to submit controverting evidence and the investigation shall proceed accordingly.' 'Thereafter, these cases shall be deemed submitted for resolution on the basis of the evidence presented by the parties whose presence may be dispensed with, unless otherwise required for clarificatory questioning,' reads part of the order. For his part, Apugan said he will consult his legal counsel first before issuing any statement.
