Muscat Rehabilitation Centre opens in Al Amerat

Muscat: The Muscat Rehabilitation Centre, a pivotal specialized facility in Oman for addiction treatment and rehabilitation, officially opened today (Monday) in the Wilayat of Amerat. This inauguration marks a significant step in the national initiative to develop the healthcare system and enhance the quality of life for individuals recovering from addiction. The ceremony was held under the patronage of His Excellency Sayyid Saud bin Hilal Al Busaidi, Governor of Muscat, with the notable presence of H.E. Dr. Hilal Ali Al Sabti, Minister of Health, alongside a distinguished assembly of officials and representatives from various relevant organizations. Dr. Yousef Al-Farsi, Director General of Muscat Health, emphasized that the centre represents a substantial advancement in Oman's mental and social healthcare system. It is designed to offer a comprehensive suite of specialized treatment and rehabilitation services for addiction recovery, providing a secure therapeutic environment and robust programs built on a rigorous scientific approach. These programs are aimed at empowering individuals towards positive change and utilize the latest global methods and technologies. Treatment follows a graduated plan, beginning with medically supervised detoxification, progressing to a short-term rehabilitation phase focused on psychological support and self-stability, and culminating in a long-term rehabilitation phase. The ultimate goal of this long-term phase is to help individuals rebuild healthy, stable lifestyles and effectively reintegrate into society. Dr. Al-Farsi concluded that this holistic approach creates genuine opportunities for a return to normal, healthy life, thereby directly contributing to community safety and psychological stability. Petroleum Development Oman (PDO) and Al Jisr Foundation highlighted their integral roles in bringing the centre to fruition. Eng. Mohammed Ali Al Aghbari, PDO's External Affairs, Government Relations and Communications Manager, stated that the centre's launch is a crucial step in advancing mental and behavioural healthcare services in Oman, expressing pride in PDO's partnership with the Ministry of Health and Al Jisr Foundation. He noted PDO's commitment to ensuring the centre meets national expectations and delivers meaningful social impact, aligning with Oman Vision 2040. Jumana Al-Zadjali, Initiatives and Charitable Projects Officer at Al Jisr Foundation, further underscored the centre as a milestone in addiction treatment and rehabilitation in Oman, representing a progressive stride towards a healthier and more cohesive society. She stressed that the centre is a testament to comprehensive partnership among public, private, and civil sectors, uniting efforts to serve a vital segment of the population in urgent need of support and safe reintegration. The Muscat Rehabilitation Centre offers a wide array of services, including medical, psychological, social, physiotherapy, and vocational therapy. Equipped with cutting-edge global technologies and practices in addiction recovery, it aims to mitigate the adverse effects of addiction and bolster Oman's broader anti-substance abuse initiatives. The project's first phase was funded by PDO with OMR 2.5 million, while Al Jisr Foundation contributed OMR 900,000 for the second phase, bringing the total cost to OMR 3.4 million. The Ministry of Health provided full outfitting, including furniture, medical devices, and IT equipment. The establishment of this centre responds to the escalating demand for expanded preventive, therapeutic, and rehabilitative services for individuals grappling with addiction, offered by the Ministry of Health. It also focuses on providing essential aftercare services and supporting patient reintegration into society. This collaborative effort among governmental, private, and civil society institutions aims to reduce stigma and fortify community support for affected individuals. Furthermore, the centre strategically eases the burden on other hospitals and reaffirms Oman's dedication to achieving the goals of Oman Vision 2040, particularly the objective of fostering a society with sustainable health and high-quality preventive and curative healthcare services. The Muscat Rehabilitation Center features five inpatient wards with a total capacity of 130 beds, comprising 96 for males and 34 for females. These include two detoxification units (20 male, 10 female beds) and two short-term rehabilitation units (66 male, 24 female beds). Additionally, the centre houses a forensic medicine department for men with 10 beds for compulsory treatment referrals and integrates services from the Rehabilitation House Center for a seven-month long-term program, offering up to 40 beds. Supporting facilities encompass a reception, registration, examination department, outpatient clinics with four consultation rooms, dedicated clinics for psychologists and social workers, a laboratory, pharmacy, security building, a multipurpose hall, vocational training workshops, and recreational areas.

‘All Oman' initiative aims to boost community partnership

Muscat: Muscat Governorate on Sunday hosted the final round of 'All Oman' initiative, which aims to enhance community partnership and embody the national trend of decentralisation. The event was held under the auspices of Sayyid Saud bin Hilal Al Busaidi, Governor of Muscat. The final round of the three-day initiative, held at Oman Convention and Exhibition Center, aims to enhance direct communication between Omani governorates and the parties entrusted with implementing Oman Vision 2040. It seeks to enlighten and empower the local community through meetings, visits, and workshops to unify efforts for devising an integrated approach. The Governor of Muscat said that 'All Oman' initiative represents a real opportunity to convert the goals of Oman Vision 2040 into tangible reality through open dialogue and joint action aimed to accommodate local initiatives in all governorates of Oman, leveraging the competitive advantages of the governorates in terms of investment, economic potential, social and cultural factors that set them apart. He added that the realisation of development goals and the implementation of strategic plans can only be achieved through meetings that reflect the common government-private sector approach and thinking linked to the needs of the local community. For his part, Dr. Khamis bin Saif Al Jabri, Head of Oman Vision 2040 Implementation Follow-up Unit, underscored the efforts made to ensure the success of 'All Oman' initiative, which toured all governorates of the Sultanate of Oman. He also lauded the advanced level of cooperation shown by the local community and official institutions. Al Jabri pointed out that the initiative embodies the spirit of community partnership, focusing on empowering local communities and enhancing the role of governorates in development. The initiative's activities included specialised, knowledge-transfer-oriented workshops aimed to build the capacity of the governorate's employees and target audience from various sectors, like planning, project management and the Vision's follow-up offices. In Muscat Governorate, 'All Oman' initiative included a youth meeting that showcased inspiring experiences and success stories of how young people overcame challenges and how they made tangible impact in their respective field through innovation. The youth meeting served as a platform for dialogue among young people and contributed to their role as active partners in implementing the objectives of Oman Vision 2040 by introducing development initiatives and projects and by engaging various segments of society. -ONA

MUSCAT: The Khuwair Square project was officially inaugurated in the Ministries District of Muscat, spanning an area of over 21,000 square meters. The ceremony was held under the patronage of His Excellency Sayyid Saud bin Hilal Al Busaidi, Governor of Muscat. The project features more than 9,000 square meters of lush green spaces, dedicated walking and cycling paths extending 435 meters, multiple seating areas, and a café with an open-air rooftop operated by Omani entrepreneurs. Additionally, the square includes public facilities and parking, making it an ideal destination for leisure, relaxation, and outdoor activities. Architectural elements reflecting Omani identity have been incorporated into the design, including traditional _Mashrabiya_ patterns, locally sourced _Desert Rose_ marble, and Nizwa stone. A striking feature of the square is a towering flagpole standing 126 meters high, constructed using 141 tons of steel, with the Omani flag measuring 25 meters in length and 44 meters in width waving above. Speaking at the inauguration, His Excellency Sayyid Saud bin Hilal Al Busaidi described the project as a significant addition to Muscat's public spaces, symbolizing both tradition and modernity. 'We hope this square will serve as a vibrant recreational space and a key attraction that enriches Muscat's urban landscape, enhancing the quality of life for residents and visitors alike," he stated. "It aligns with the governorate's vision to foster social connections and human-centered urban planning.' Meanwhile, Ahmed bin Mohammed Al Hamidi, Chairman of Muscat Municipality, highlighted the project's role in shaping sustainable and dynamic public spaces that meet the aspirations of the community while integrating natural elements and Omani heritage.

Muscat: Muscat Governorate celebrated the inauguration of the tallest flagpole in the Sultanate of Oman 126 meters, under the patronage of His Excellency Sayyid Saud bin Hilal Al Busaidi, Governor of Muscat, and in the presence of His Excellency Ahmed bin Mohammed Al Hamidi, Chairman of Muscat Municipality. Muscat Municipality said: 'It is expected that Al Khuwair Square will become a prominent landmark in Muscat Governorate, with its sustainable and environmentally friendly elements, inspired by Omani identity. It will also be an ideal destination for recreation and practicing outdoor sports activities, as it contains modern facilities that meet the aspirations of the community.' The project spans an area of more than 21,000 square meters and, in addition to the towering flagpole, features various recreational facilities, including landscaped green spaces of 9000 square meters, with 57 type of trees, dedicated walking and cycling paths, an open-air art and handicraft exhibition, a skateboarding area, and a sports zone. The site is also equipped with public amenities such as restrooms and a parking lot with 107 spaces.

Ambassadors' forum in Muscat to discuss decentralisation

Muscat: The first Governorates Ambassadors Forum will kick off on Tuesday under the sponsorship of Sayyid Saud bin Hilal Al Busaidi, Governor of Muscat, and will be attended by Engineer Badr bin Salem Al Mamari, Secretary General of the Tender Board, and senior officials. The General Secretariat of the Tender Board will conduct this forum, being hosted in Muscat Governorate for the first time. This will be a part of a series of forums for the governorates' ambassadors, according to a prior plan supervised by the Secretariat. Specialists and professionals working in the fields of project management and administrative fields of various Oman governorates will participate in the forum, from between 20 and22 May. The theme of the forum is 'We are united by purpose', to promote institutional integration and exchange best practices in contracts and tenders, contributing to supporting the government's directives of decentralisation, empowering the governorates, and achieving balanced development in Oman. This programme includes an official opening session with welcoming speeches by Muscat Governorate and the General Secretariat of the Tender Board. This will be followed by specialised sessions and workshops reviewing the governorates' experiences in projects and contracts management, highlighting common challenges and their solutions. The sessions will be introduced with a workshop on 'The Contract Governance and Tender Book', discussing the enhancement of legal governance and achieving contractual balance in the government tenders management. A worksheet entitled 'Project Preparation Methodology in the Annual Plan' will be held to explain the methodological framework for planning projects and ensuring their consistency with national priorities, improving the resources' efficiency and implementation quality. This forum's programme includes a workshop entitled 'Documentary Course and Performance Platform', focusing on governance and reducing change instructions to enhance the efficiency of managing government projects, and concluding on the first day with two workshops on 'Local Content' and 'Price Indicators'. The first one highlights promoting local content to empower the national economy, while the second reviews the Price Indicators Department's role to follow and analyse prices in various governorates to support decision-making. On the second day, the programme will be complemented with a field visit to various vital implemented projects in Muscat Governorate. They include the Oman Botanic Garden, Sultan Haitham City, Al Ansab Street - Al Jafnayn and the Green Walk, to link theoretical aspects with practical application and strengthen exchanging field experiences. The forum will conclude on the third day with various specialised working papers delivered by specialists from Muscat Governorate and the General Secretariat of the Tender Board to discuss major directions and future opportunities in project management and government procurement. The forum contributes to enabling local cadres to enhance their skills and proficiencies, and support the governance locally. Thus reflecting the government's directives to achieve transparency and efficiency of government performance within the framework of national efforts for institutional development.
