St. Augustine considers stricter set of noise limits
The city of St. Augustine will soon go over a stricter round of rules for how much noise can be made by restaurants, bars, and even cars. Action News Jax reached out to the St. Augustine Police Department, which city leaders say has been the primary agency looking into the list of possible new rules, but the department wasn't able to speak with us. >>> STREAM ACTION NEWS JAX LIVE <<< The city, however, has released the add-ons and changes being considered to the existing noise rules, which include: No noise heard by a speaker or other sound-producing device by anyone at least 50 to 100 feet away in residential areas, depending on the day and time No noise heard by a speaker or other sound-producing device by anyone at least 100 to 150 away in Historical Preservation Districts 2-5, depending on the day and time No noise heard from a personal or commercial vehicle by anyone at least 25 feet away No noise heard from a personal or commercial boat by anyone at least 50 feet away Loudspeakers not allowed outside of cars or buildings anywhere on the beach - City code enforcement can relocate sound-producing devices or use soundproofing as an enforcement measure if rules are violated [DOWNLOAD: Free Action News Jax app for alerts as news breaks] The city has gone over other changes to the noise rules at least two other times this year. Action News Jax told you back in April the last time the city was considering changing the rules. Some bars in the downtown area tell us they don't mind changes to the noise rules, but others are asking why they are being considered. 'I just wish they would figure out what they're going to do,' said Joe Schauer, a musician who plays live shows in St. Augustine's bars. 'We all want to be good neighbors. That's it, at the end of the day.' Schauer tells Action News Jax he's gone from bar to bar playing music for years and has seen the city work on changing its noise rules many times before. He is not exactly on the same wave this time around, but supports putting more restrictions on sound coming from cars. You just hear loud music and they're mad, so I get it,' Schauer said. The city is set to discuss the changes to the sound rules during the next meeting of the city commission, which is scheduled for next Monday at 5:00 PM inside City Hall. Ugandan army accuses German envoy of 'subversive activities'
Uganda's army has announced the suspension of all military cooperation with Germany after accusing its ambassador, Mathias Schauer, of being involved in "subversive activities" and of being "wholly unqualified" to be in the East African state. The army did not back-up its claim but its decision signals a sharp deterioration in relations between the two nations. Rejecting the accusations, a German foreign ministry spokesperson called them "absurd and without any merit", the Reuters news agency reports. The highly unusual attack on Schauer came after he reportedly raised concerns about army chief Gen Muhoozi Kainerugaba, who is the president's son, at a meeting last week. On X recently, the general threatened to behead opposition leader Robert Kyagulanyi, popularly known as Bobi Wine. Gen Kainerugaba also boasted about torturing Wine's bodyguard after detaining him. Rights groups have long accused the Ugandan government of targeting the opposition, especially in the run-up to elections. Wine is expected to run against President Yoweri Museveni, who has been in power for nearly four decades, in an election due next year. Museveni's critics allege that the government is run by a family dynasty - his wife, Janet Museveni is the minister of education, and his brother, Gen Salim Saleh, is the chief coordinator of a government programme known as Operation Wealth Creation. Gen Saleh held a private meeting with European Union (EU) diplomats last week, where Schauer - Germany's ambassador to Uganda since 2020 - raised concerns about the army chief's controversial tweets, and the "reputational damage" it was causing to Uganda, local media reported. Gen Kainerugaba hit back with a post on Sunday, saying he was "having issues" with the German ambassador "that has to do with him as a person". "He is wholly unqualified to be in Uganda. It has nothing to do with the great German people. Whom I admire a lot," he posted. In a separate statement, army spokesman Col Chris Magezi said Uganda was suspending with immediate effect all defence and military cooperation with Germany because of "credible intelligence reports" that Schauer was involved in "subversive activities". "The suspension will remain in force until the full resolution of the matter of the Ambassador's involvement with pseudo political-military forces operating in the country against the Ugandan government," the statement added, without giving evidence to substantiate its claims. On its website, Germany's embassy in Uganda said that bilateral trade between the two nations was worth around $335m (£247m) in 2024, and their relationship was based on "stability and trust". It did not give details of military cooperation between the two nations. Uganda is heavily involved in peacekeeping operations, including in Somalia where it is helping to fight armed Islamist groups trying to overthrow the government. Uganda 'suspends' military cooperation with Germany: Army

Human rights groups say Uganda has accelerated its crackdown on opponents and dissidents as they prepare for presidential elections in the next seven months. The president's son and heir-apparent, Muhoozi Kainerugaba, has frequently threatened members of the opposition, recently claiming to have abducted the bodyguard of the country's main opposition leader and to be torturing him in his basement. Local media reported on a recent meeting between European diplomats, including Schauer, and President Yoweri Museveni's brother. During the meeting, Schauer reportedly criticised the colourful social media posts frequently made by Kainerugaba, who is also the head of the Ugandan army.
