Image: Armand Hough / Independent Newspapers The stage is set for a pivotal moment in South Africa's budget process as the National Council of Provinces (NCOP) gears up to consider and vote on the Appropriation Bill on Wednesday This action comes on the heels of the National Assembly's (NA) adoption of the bill on July 23, 2025, marking a significant step in the nation's fiscal planning for the coming year. The NCOP's role is integral in ensuring that provincial interests are adequately represented in the national budget, particularly in the allocation and utilisation of public funds. As a Section 77 money bill originating from the NA, the Appropriation Bill serves as an essential framework allowing the government to utilise specified public funds across various departments and services. The budget process and the Appropriation Bill The budget process kicks off each February with the Minister of Finance's presentation of budget documents to Parliament, which includes: The Fiscal Framework and Revenue Proposals, detailing the country's economic outlook and tax policies. The Division of Revenue Bill, outlining the distribution of funds among national, provincial, and local governments. The Appropriation Bill, which allocates specific monetary amounts to each national department. Following the tabling of the budget, Parliament must approve the Fiscal Framework within 16 days, after which the Division of Revenue Bill is passed. This sets the stage for the introduction of the Appropriation Bill, essential for funding the operational goals of government departments. Stages within the NCOP The NCOP's consideration of the Appropriation Bill unfolds in three main stages, allowing for a thorough examination: Consideration by Select Committee: The bill is referred to the Select Committee on Appropriations, where its implications on service delivery and provincial impact are scrutinised. The committee will prepare a report recommending the bill's adoption. Consideration of Department Votes and Schedule: Members will assess the budget allocation for each department, referred to as 'Votes.' Political parties can express their intentions through declarations of Vote. A total of 90 votes are possible, with each delegate from the provinces holding one vote. Final Consideration: After all departmental Votes are adopted, the Select Committee's report on the Appropriation Bill is presented to the House, where a final vote on the bill as a whole occurs. While the NCOP cannot amend the Appropriation Bill, it may propose amendments. If the bill is rejected, it will be returned to the NA, which possesses the authority to override the NCOP's decision by passing the bill once again. The finalisation process The Appropriation Bill will only be regarded as passed once both Houses of Parliament – the NCOP and the NA – have approved it. Upon agreement, the bill is sent to the President for assent, becoming an Act of Parliament. This Act then officially authorises government departments to allocate and spend public funds in line with the budget approved by Parliament. IOL

2 jailed under Pocso Act in Meghalaya
Shillong: Two persons in the East Jaintia Hills district, Khliehriat, have been sent to jail under sections of Protection of Children from Sexual Offences (Pocso) Act for involvement in separate cases of offences against minors. "A case vide Khliehriat Women Police Station under the Pocso Act was registered and investigation was entrusted to WP lnspector O. Tyngkan. The investigation was done meticulously, and charge sheeted vide. CS No.3212021 dated 06.10.2021," a statement issued by the East Jaintia Hills SP said on Tuesday. "On completion of trial, the Hon'ble Court of Smti. B. Khriam, Special Judge (Pocso), East Jaintia Hills District, Khliehriat found accused Peitlang Bamon guilty of committing an offence against minor and sentenced him for a period of four and three years imprisonment for an offence punishable under sections 8 & 12 of Pocso Act along with fine of Rs 20,000 each of section only. In default of payment, he will serve an additional one month simple imprisonment," the police statement said. A compensation of Rs 1, 50, 000 is to be paid to the minor survivor, the statement added. In a separate case under the Pocso Act, registered with the Khliehriat Police Station, investigation was entrusted with SI DD Warjri, and on completion of the probe, the Court of Special Judge (Pocso), East Jaintia Hills District, B Khriam, found the accused Shambhu Ray guilty of committing an offence against a minor, the statement said. The Pocso court sentenced him to seven years of imprisonment for an offence punishable under Section 77 Juvenile Justice (Care & Protection) Act with fine of Rs 30, 000, the police said.

Notice served on caravans on Wrexham playing field
A number of caravans pitched up on the playing field off Wat's Dyke Way in Garden Village on Wednesday evening. Wrexham Council has issued a legal notice ordering the caravans to leave the playing field. MORE NEWS: Garden Village county councillor Andy Williams said: "They have been served a Section 77 notice and should leave by the weekend. "The council hass acted very fast which means they will be moved on very soon." A Wrexham Council spokesperson said: "We are aware of the situation and have visited the site and served the appropriate notice to leave to those concerned."

Bengaluru Infosys techie arrested for secretly filming female colleagues in washroom
The Electronics City police on Wednesday (July 2, 2025) arrested a 30-year-old software engineer for allegedly filming his female colleagues in the Infosys campus washroom on Monday (June 30). Based on the complaint filed by the victim, the police arrested Swapnil Nagesh, a technical analyst, charging him under section 66e (violation of privacy through the capturing, publishing, or transmitting of images of a private area of a person without their consent) and Section 77 (offense of voyeurism) for further investigation. The incident came to light when the victim, working as a technical test lead at Infosys, went to use the washroom on June 30, 2025. While waiting to use the washroom, she saw a girl coming out of a cubicle and caught a man's reflection in the mirror, filming from the adjacent washroom. She climbed up the commode and allegedly caught him red-handed trying to record her too on his mobile phone. She raised alarm and ran out of the washroom, prompting the staff to come to her rescue. The HR staff caught the man and deleted the videos. The victim went home and narrated her ordeal to her family before approaching the police. Based on the complaint, the police tracked down Swapnil. The accused, according to the police, joined the company three months ago. He had recorded two videos, which the police retrieved from the 'Deleted' folder. The mobile has been sent to FSL for a detailed analysis, a police officer said. This incident has raised serious concerns about workplace safety and privacy, prompting calls for stricter monitoring and enforcement within corporate campuses. Infosys issues statement Following the arrest, Infosys released a statement assuring a zero-tolerance policy and extending full support to the investigation. 'We are aware of this incident and have taken necessary action against the employee, who is now separated from the Company. We also promptly supported the complainant by facilitating a swift complaint with the law enforcement authorities and continue to cooperate as they investigate further. Infosys is committed to providing an environment free of harassment and has a zero-tolerance policy. We take every complaint related to any violation of the Company's Code of Conduct seriously,' the IT firm's spokesperson said.
