Kuwait to tender Al-Khairan IWPP soon: Report
Kuwait Authority for Partnership Projects (KAPP) will tender seven to eight projects, including Al-Khairan independent water and power plant (IWPP) soon, according to a news report. The tender documents will soon be approved for the IWPP, acting director general Asmaa Al-Mousa told Al Arabiya Business. The Al-Khairan project is located south of Kuwait City, with a power generation capacity of 1,800 megawatts (MW) and desalination capacity of 125 million imperial gallons per day (MIGD). She said the authority is working on major r enewable energy projects, including the Shagaya and Dabdaba projects currently under tender, in addition to several other projects undergoing economic feasibility studies. Kuwait signs contracts for $3.27bn power plant project
KUWAIT: The Kuwait Authority for Partnership Projects (KAPP) signed contracts on Sunday with Saudi's ACWA Power and the Gulf Investment Corporation for phases two and three of the Al-Zour North power plant. The value of these phases of the power plant exceeds 1 billion Kuwaiti dinars ($3.27 billion), the Kuwaiti authority's director general told Reuters. Asmaa Al-Mousa said that the investors, not the government, will bear the cost. The signing ceremony on Sunday sets in motion one of the country's biggest electricity projects as it seeks to address severe electricity shortages. Once completed, the Al-Zour North project will produce 2.7 gigawatts (GW) of power and 120 million gallons of water daily using combined-cycle technology, with construction set to take three years. Kuwait expects a significant improvement in electricity services once several major projects come online, including a large-scale venture with China, Adel Al-Zamel, the undersecretary of the Ministry of Electricity, Water and Renewable Energy said during the signing event. Since last year, the government has resorted to planned power cuts in some areas to reduce the load. 'If (the projects) go according to plan, by 2028 our situation will be much better,' Al-Zamel told reporters. Kuwait hopes to sign an implementation agreement with China in the first quarter of 2026 for phases three and four of the Shagaya renewable energy project, with a combined capacity of 3.2 gigawatts (GW), Al-Zamel said.

Kuwait to raise power output by 74% in 6 yrs
KUWAIT: HH the Prime Minister Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah chairs a high-level meeting on electricity and water projects at Bayan Palace on June 23, 2025. - KUNA KUWAIT: HH the Prime Minister Sheikh Ahmad Al-Abdullah Al-Sabah on Monday chaired a meeting at Bayan Palace that discussed raising electricity production capacity by 74 percent to over 33,000 megawatts over the next six years. The meeting discussed ways to implement five major electricity and water desalination projects, in addition to two solar energy projects to achieve the target to meet Kuwait's rising consumption. Authorities in Kuwait resorted last year and early this year to programmed power cuts that covered tens of residential and industrial areas as consumption soared to record levels due to a hike in temperature above 50 degrees Celsius. The power cuts were implemented despite Kuwait importing around 1,000 MW from the Gulf Cooperation Council (GCC) power grid to meet rising demand and because of a delay in implementing new power projects. Kuwait's current production capacity stands at 19,000 MW and the proposed projects are planned to increase production to 33,050 MW, the meeting was told. The prime minister stressed the importance of harnessing all resources and overcoming obstacles to implement the projects within the timeframe, including amending legislation to allow private companies to produce electricity. He expressed appreciation for efforts led by the ministry of electricity, water and renewable energy and other bodies. The discussions focused on key future ventures including Shagaya and Al-Abdaliya renewable energy projects, as well as Al-Zour North (phases 1 and 2), Al-Khiran (phase 1), Al-Nuwaiseeb (phase 1) and Subiya expansion power plants. The meeting was attended by Electricity, Water and Renewable Energy Minister Sabeeh Al-Mukhaizeem and a number of senior officials.

Kuwait issues RFP for 1.1GW solar power project in Shagaya Renewable Energy Park
Kuwait Authority for Partnership Projects (KAPP) and the Ministry of Electricity, Water, and Renewable Energy has issued Request for Proposal (RFP) for the 1.1 gigawatts (GW) [or 1,100 megawatts (MW)] Al Dibdibah Power and Al Shagaya Renewable Energy - Phase III - Zone 1 Solar PV project, located within the Shagaya Renewable Energy Park (SREP) in Jahra Governorate, west of Kuwait City. The RFP was issued to the two companies and four consortia prequalified for the project in August 2024. These are: France's TotalEnergies Renewables; Vietnam's Trung Nam Construction Investment Corporation; Consortium of Saudi's ACWA Power with Kuwait's Alternative Energy Projects Company; Consortium of UAE's Abu Dhabi Future Energy Company (Masdar) with local company Fouad Alghanim & Sons General Trading and Contracting; Consortium of France's EDF Renewables with local Abdullah Al Hamad Al Sagar and Brothers Company and South Korea's Korean Western Power Company; Consortium of China's Jinko Power with Japan's JERA and local National Technology Enterprises Company. The project scope also includes development, financing, design, supply, engineering, construction, testing, and commissioning of a 400 kV power transmission substation. The deadline for submitting the technical and commercial bids is 14 September 2025 before 12.00 pm. Theproject will be backed by a Power Purchase Agreement (PPA) with the Ministry of Electricity, Water and Renewable Energy for a period of 30 years effective from the project's Commercial Operation Date (PCOD). In May 2025, KAPP had invited prequalification applications for developing the 500MW Al Dibdibah Power and Al Shagaya Renewable Energy - Phase III - Zone 2 Solar PV project (Writing by Deva Palanisamy; Editing by Anoop Menon) (

Kuwait energizes grid with new high-tech cyber armor
Kuwait - The Ministry of Electricity, Water and Renewable Energy has completed four new contracts to protect its electronic infrastructure from hackers and cyber criminal breaches, say sources from the ministry. Sources disclosed that the contracts will be offered for bidding soon through the Central Agency for Public Tenders (CAPT), through which the ministry shall seek the assistance of companies specialized in this field that meet the technical requirements and financial capabilities. Sources stated that the first contract is for combating 'ransomware', a type of malware that encrypts users' files or blocks access to a computer system. It then demands a ransom in exchange for decrypting or restoring access after the devices are infected. A message is also sent requesting payment of certain amounts to decrypt files or restore access to the device. Sources added that the second contract is for the identification and assessment of cybersecurity strengths and weaknesses, third is for the provision of practical and implementable recommendations to improve the ability of the ministry to respond quickly and effectively to cybersecurity breaches, and fourth is for uncovering the most dangerous unknown threats and exploited vulnerabilities in harmless infrastructure that amplify cybersecurity risks. Meanwhile, sources revealed that three companies are competing for the tender to supply and install 400 kV overhead lines connecting Shagaya (z) SGRE solar power conversion station to Subiya 2-SWPS power plant. Sources said the bids were submitted through CAPT, which referred the bids to the ministry for review and preparation of technical recommendations. CAPT will then make the award decision based on the requirements. Sources confirmed that the tender is one of the important projects the ministry is counting on to transfer the electricity generated from Shagaya renewable energy plant to the Subiya plant, and then use it to feed the electricity grid; taking into consideration the projects being prepared for tendering at the Shagaya station to produce 4,500 megawatts of renewable energy.
