1 2 Patna: The Bihar Special Armed Police-06 battalion in Muzaffarpur will get 32.38 acres of land for its operations. Additionally, the Bihar Special Armed Police-19 battalion, currently operating from the BSAP-08 Begusarai campus, will be allocated 33.44 acres in Manjhaul area of Begusarai district for constructing its headquarters and other infrastructure. The govt has also made land available for various police establishments, including 24 police stations, six outposts, and offices for senior police officials, totalling 39 new sites across the state. The expansion aims to strengthen the police infrastructure and enhance operational efficiency, said additional director general (ADG) of State Crime Records Bureau (SCRB) and modernisation, Sudhanshu Kumar, while addressing a press conference here on Friday. He said the state govt has implemented the Special Armed Police Act, 2021. The Act entrusts the Bihar Special Armed Police (BSAP) with the responsibility of safeguarding both public and private sector enterprises, including vital installations such as airports, metro rail, power plants, and sites of historical and cultural significance. For the permanent building of the Dial 112 project, 84.36 acres of land has been allocated in Rajiv Nagar, Patna. The detailed project report of the project is being prepared," the ADG said. The ADG further said in a bid to modernise the police force, the govt plans to purchase 24 bulletproof vehicles for the districts affected by Left-wing extremism; 1,000 walkie-talkies for railway police districts; 42 motorcycles for district police, and six SUVs for the BSAP. He added, "A committee led by the inspector general of police, modernization, has been formed to study and recommend adoption of advanced policing systems from other states, with an aim to integrate these into Bihar's police organisation." Patna: The state govt has made it mandatory for all vehicle owners in Bihar to update their cellphone number and address in the database of their vehicles within the next three months. Failure to do so will deny the vehicle owners the right to renew pollution certificate, registration certificate (RC) and driving licence (DL) of their vehicles, said additional director general of police (traffic), Sudhanshu Kumar, at a press conference in Patna on Tuesday. The ADG said the e-challan system approved by the Centre has also been implemented in Bihar. "The standard operating procedure (SOP) has been prepared for this. The campaign of updating the database will be run for everyone once a year, keeping in view the possibility of frequent changes of cellphone number and address," he said. It will be mandatory to pay the issued e-challan within 90 days. "If this is not done, the competent officer will electronically suspend the DL and RC after sending an alert notice to the vehicle owner 15 days in advance, he said. The ADG said the challan has to be settled within the stipulated period. He, however, clarified that only challans with stamping of time, place and date will be valid. "Challans made by taking photos from cellphones can be challenged before the competent officer," he said. "Challans will also be issued from body-worn cameras soon," he said. Under the SOP, a dashboard will be created at the state and district level to monitor the e-challan. "If one is dissatisfied with the e-challan, the vehicle owner will be able to challenge it before the designated grievance redressal authority within 30 days. In the event of retaining the notice or reducing the challan amount, it will be mandatory to pay within 15 days," he said and added that the vehicle owners will be informed about e-challan through SMS, WhatsApp and e-mail within three days and physically within 15 days.

Govt unveils ₹190-cr plan to modernise police force

1 2 Patna: In a major step towards bolstering law enforcement and public safety, the state govt has announced a sweeping modernisation plan for its police force, backed by substantial financial outlays for the fiscal year 2024-25. The initiative, designed to enhance both policing efficiency and public interface, involves procurement of advanced technology and infrastructure worth approximately Rs 190 crore. Under the plan, all investigating officers will be equipped with laptops and smartphones to comply with new provisions in criminal law mandating the use of audio-visual and electronic evidence. One of the key developments includes the acquisition of 34 mobile forensic vans at a cost of Rs 15 crore. These are intended to meet the legal requirement for forensic experts to visit crime scenes in cases where the potential sentence is seven years or more, a move that, according to police headquarters, bolsters scientific investigation capabilities. Additional director general (ADG) of the State Crime Records Bureau (SCRB) and modernisation, Sudhanshu Kumar, said, "The plan also focuses on strengthening surveillance and security infrastructure. A significant allocation of Rs 29 crore has been made for installing CCTV systems at key government sites, including the old secretariat and development buildings. The traffic management system will receive Rs 58 crore for equipment such as body-worn cameras and barriers. " Infrastructure development is another central pillar of the drive. Nine regional forensic science laboratories are being established across various police ranges. Of these, four – located in Purnia, Gaya, Saran and Munger – are already complete while the remaining five in Bettiah, Rohtas, Saharsa, Begusarai and Darbhanga are currently under construction. "Specialised units such as the Special Task Force (STF) and Anti-Terrorism Squad will also receive dedicated funding for equipment and training. A sum of Rs 24 crore has been allocated to upgrade communication systems and equipment," the ADG added. He added that the comprehensive modernisation plan represents a transformative leap for the Bihar Police. "This initiative marks a significant step in enhancing the police force's capacity to maintain law and order while adapting to the growing challenges of modern policing," Kumar said. "It is expected to greatly improve both operational efficiency and public service delivery," he added.

'Gun in the bag': Food delivery agent caught with illegal arms in UP's Muzaffarnagar

A 23-year-old man from Meerut, who was working in Haryana as an agent for a popular food delivery app, was caught by police in Uttar Pradesh's Muzaffarnagar disctrict, carrying a cache of illegal firearms. Authorities recovered 10 country-made pistols along with ammunition hidden inside his delivery bag. Police acted on a tip-off and stopped the suspect near the Jamalpur canal culvert in Ramraj area, where he was trying to evade them on a motorcycle. Upon searching, officers found the weapons and cartridges. Muzaffarnagar Senior Superintendent of Police Sanjay Kumar Verma said the man, identified as Sudhanshu Kumar, had been using his job as a delivery agent as a front to smuggle illegal firearms across several states, including Delhi, Haryana, Punjab, and Uttar Pradesh. He has a criminal history and has five criminal cases registered against him, police said. During questioning, Sudhanshu disclosed the involvement of six others in the illegal arms trade. Police have formed a special unit to track down and arrest these suspects. The gang reportedly supplied weapons to different regions, with a notable demand in Meerut. Legal action has been initiated under the Arms Act, and efforts continue to uncover the source and buyers of the weapons. (With inputs from PTI)
