Congress heads to Delhi in special train for three-day protest demanding 42% BC quota clearance

HYDERABAD: In a high-stakes bid to exert pressure on the Union government to clear key Bills on enhancing BC reservations to 42 per cent in local bodies, education and employment, the ruling Congress will be launching a three-day protest in the national capital beginning August 5. In a show of strength and party unity, the TPCC has arranged a special train to take thousands of party workers from Charlapalli railway station to Delhi. The train is scheduled to leave at 9 am on Monday, with TPCC president B Mahesh Kumar Goud and AICC Telangana in-charge Meenakshi Natarajan joining the cadre. Pause in padayatra The protest marks a temporary pause in the ongoing Janahita Padayatra, a state-wide walkathon led by Mahesh Kumar Goud and Meenakshi Natarajan, which has been mobilising public support for the Congress' social justice agenda. The leaders are expected to resume the padayatra after returning from Delhi. The agitation will culminate after the state Cabinet members, led by Chief Minister A Revanth Reddy, meet President Droupadi Murmu to formally request assent for the pending legislations. The state Cabinet passed a resolution to that effect in a recent meeting, signalling the administration's determination to see the Bills enacted. The legislative package at the centre of the protest includes the Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Educational Institutions and of Appointments or Posts in Services Under the State) Bill, 2025, and the Telangana Backward Classes (Reservation of Seats in Rural and Urban Local Bodies) Bill, 2025. Both were approved by the Telangana Legislative Assembly in March and subsequently forwarded to the President after Governor Jishnu Dev Varma referred them for consideration. In a related move, the state government has also proposed to amend the Panchayat Raj Act, 2018, through an ordinance removing the 50 per cent cap on reservations in local bodies, which would facilitate the government to enhance the quota for the BCs up to 42 percent. The Telangana Panchayat Raj (Amendment) Ordinance has likewise been reportedly sent to the President. Party sources indicated that senior Congress leaders from the national leadership may join the Delhi protest, further elevating the political stakes.

HYDERABAD: Equipped with data from the Socio, Economic, Educational, Employment, Political and Caste Survey, the Telangana government is now planning to implement focused welfare schemes, particularly for communities that have largely remained underprivileged. Speaking to TNIE, sources revealed that caste-wise data on state government employees is also being collected to identify which communities have been underrepresented in government jobs. In March this year, the state government constituted an expert committee to conduct a detailed analysis of the data collected from the recently concluded caste survey with an objective of formulating inclusive and evidence-based policies for the welfare of all communities in the state. The government also plans to ease the work of those practising various caste-based occupations like dhobi, carpentry and pottery by providing latest technology-enabled machinery. Recently, the Telangana government announced wage incentives for handloom weavers under the Telangana Nethannaku Bharosa (assurance to weavers) scheme. A budget of Rs 48 crore was released for the initiative. Sources revealed that more such schemes are in the pipeline. It is learnt that the Governor has sought the opinion of the Attorney General of India on the proposed Bill. Meanwhile, the Cabinet meeting, scheduled for Friday, was postponed as the Governor's nod for the Telangana Panchayat Raj (Amendment) Ordinance is still awaited. It appears that the government is firm on issuing 42% reservations to BCs in the local body elections, based on the caste survey data.

Hyderabad: Chief Minister A Revanth Reddy will be giving a powerpoint presentation to all the Congress MPs in Delhi on caste census and BC reservations on July 24. During his 3-day visit likely to begin from Tuesday, he will be requesting the Prime Minister Narendra Modi for a discussion in Parliament on 42% reservation for BCs. As part of bolstering the support for the BC reservation in view of 'Chalo Delhi' on July 25, he will be meeting party seniors and MPs from INDI bloc. Along with the CM, Deputy CM Mallu Bhatti Vikarmarka will also be visiting the national capital. Both will be meeting Leader of Opposition Rahul Gandhi and AICC president Mallikarjun Kharge to brief them about the report on caste census of the State, which was submitted by the expert committee recently. Telangana Congress MPs Convener Mallu Ravi informed the media on Monday in Delhi that CM and Deputy CM will meet Rahul Gandhi and Mallikarjun Kharge in Delhi and will explain to them the caste census and 42% reservation for BCs undertaken in the state and will accept their suggestions and recommendations. During evening hours CM Revanth will give a powerpoint presentation to all Congress MPs in the country at Indira Bhavan on caste census and BC reservations. He said that he will request a discussion in Parliament on 42% reservation for BCs. It may be mentioned here that in March 2025, the Telangana Assembly passed two bills, the Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (reservation of seats in educational institutions and of appointments or posts in services under the State) Bill 2025 and The Telangana Backward Classes (Reservation of seats in Rural and Urban Local Bodies) Bill 2025, in the Assembly. These bills were then sent to the Centre for constitutional amendments. The Governor, Jishnu Dev Varma, forwarded the bills to President Droupadi Murmu for consideration. Recently, the Telangana cabinet decided to proceed with an ordinance to implement the 42% reservation for the upcoming local body elections. The state government justified this increase by citing the results of a recent caste census, which indicated that BCs constitute 56% of Telangana's population. The ordinance intends to amend the Telangana Panchayat Raj Act, 2018, which currently caps reservations at 50%.

Hyderabad: The state government on Tuesday sent the Telangana Panchayat Raj (Amendment) Ordinance, 2025, for the approval of Governor Jishnu Dev Varma. The Ordinance seeks to increase the reservations for Backward Class (BC) communities in local body elections to 42 per cent. Recently, the state Cabinet gave approval for a 42-per cent quota for the BCs in the local body polls. With the Ordinance proposal reaching Raj Bhavan, all eyes are now on the Governor's response. The government is expecting that the Governor will give his nod in a week for the promulgation of the Ordinance. Following the recent High Court order directing the government to complete reservation-related procedures for local polls within 30 days and declare results by September 30, the government decided to take ordinance route to enhance the BC quota. The government has already sent the Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Rural and Urban Local Bodies) Bill, 2025, which was passed by both Assembly and Legislative Council, for the Presidential nod through the Governor. Since there was a delay in the approval of the Bill by the President of India, the state government decided to promulgate the Ordinance. The state Cabinet approved the increase of BC quota to 42 per cent based on the data prepared by the recently conducted Caste Census (State Socio-Economic and Educational Empowerment Population Census -SEEEPC) in the state.
