With guv returning it for 2nd time, Karnataka mulls sending Muslim quota bill to President
With guv returning it for 2nd time, Karnataka mulls sending Muslim quota bill to President BENGALURU: Karnataka's Congress government is considering sending to the President a bill that proposes reservation for Muslims in civil contracts after governor Thaawar Chand Gehlot returned it a second time, insisting it be forwarded to President Droupadi Murmu. Karnataka Transparency in Public Procurement (Amendment) Bill, 2025, provides for 4% reservation to Muslims in civil contracts up to Rs 1 crore, besides quotas for SCs, STs and OBCs (Category I and II-A) in government tenders for goods and services. It was passed by the state legislature in March. Law and parliamentary affairs minister HK Patil had planned to meet senior officials and legal experts Thursday to decide the next course of action, but that meeting was postponed. Senior officials said the government had considered challenging Gehlot's decision in court. However, constitutional experts reportedly advised against legal action, urging the government to pursue alternative routes instead. The issue is likely to be informally discussed during a meeting that CM Siddaramaiah is scheduled to chair on Friday. Gehlot had referred the bill to the President previously following objections from the BJP. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Giao dịch CFD với công nghệ và tốc độ tốt hơn IC Markets Đăng ký Undo The principal opposition party argued that providing reservations based on religion violates constitutional provisions and urged the governor to withhold assent. The government then re-sent the bill to Raj Bhavan without amendment but included detailed explanations justifying its stance and requesting the governor's approval. Gehlot, however, remained firm and sent it back again, reiterating reference to the President.

Will cabinet take a call on caste census, Greater Bengaluru Authority?
Bengaluru: The cabinet meeting scheduled for Friday has garnered significant political interest since ministers are set to deliberate on the contentious socio-economic and educational survey, widely referred to as the state caste census .Besides, they are also expected to discuss the govt's proposal to set up a special task force to prevent communal flare-ups in the coastal districts, a decision that comes in the wake of the murder of pro-Hindu activist and rowdy sheeter Suhas Shetty. It coincides with a BJP delegation meeting governor Thaawar Chand Gehlot, seeking his intervention in "restoring" law and order in these districts and action against assembly speaker UT Khader for "controversial" remarks about the murder case."The govt's proposal of a special force is aimed at protecting anti-social elements who are on a spree killing pro-Hindu activists," said N Ravikumar, BJP chief whip in the legislative council. "The speaker's remarks supporting the suspected murderer's family is evidence of this. Only the governor's intervention can resolve this issue."The cabinet is also expected to schedule the 'appointed day' when the Greater Bengaluru Governance Act will come into force and declare the geographical area of Greater the focus will remain firmly on the caste census, especially with the Centre announcing a national caste census. Lingayats and Vokkaligas, the two politically dominant communities in the state, have objected to the state report and have called for it to be scrapped. Both contend that their respective population figures have been deliberately undercounted, while figures of some "select" communities have been minister Siddaramaiah had convened a special cabinet meeting on April 11 to deliberate on the report, but that meeting ended inconclusive. "The govt is aware of all concerns regarding the caste census," said law and parliamentary affairs minister HK Patil. "While these concerns are largely about population numbers, there is no dispute about the socio-economic and educational assessment. The cabinet will discuss all these aspects before taking a decision."However, the govt faces a challenge since other backward classes (OBCs), including Kurubas, want the report to be implemented, even while Lingayats and Vokkaligas have collaborated to ensure the report is shelved. Six Lingayat ministers led by forest minister Eshwar Khandre met last week and resolved to unitedly oppose the report. Meanwhile, the Vokkaligara Sangha wrote to the CM, urging him to scrap the with Vokkaligas and Lingayats, other communities such as Brahmins, Vaisyas, Bunts and Kodavas have also expressed concerns about their population figures. "The report is lopsided," said B Kenchappa Gowda, Vokkaligara Sangha president. "It shows the population of certain communities have increased by a staggering 74% to 1400%, while the population of Vokkaligas, Lingayats, Brahmins, Vaisyas and others have been undercounted. This is unacceptable."So far, Siddaramaiah has remained firm and has even suggested that he will base the next state budget on the census report. The census cost the state exchequer Rs 162 crore.

How Bengaluru's civic management hit the change button
Eighteen years after it was created to cater to a burgeoning city, Bengaluru's municipal body, the Bruhat Bengaluru Mahanagara Palike (BBMP), will now make way for a new system of civic governance in India's tech capital. This transition phase formally commenced on April 24 when the Greater Bengaluru Governance (GBG) Act, 2024 was legislation, passed in March and receiving governor Thaawar Chand Gehlot's assent on April 23, aims to transform the system of governance in Bengaluru by splitting the BBMP into smaller municipal corporations, which would be part of a Greater Bengaluru Authority responsible for city GBG Act was brought in with the objective of decentralising the civic apparatus and to achieve greater coordination among several parastatal agencies that provide various civic amenities in the move had met with some criticism from Opposition parties and civic groups, which argue that it concentrates power with the state government and thereby undermines the 74th Constitutional Amendment's provisions for local self-government. Instead, they recommend strengthening the BBMP and devolving powers that will allow it to function more effectively. The notification of the GBG Act also means that civic polls in Bengaluru, which have been delayed for five years, will likely not happen anytime soon. The term of the BBMP's previous council lapsed in September 2020; the city has been governed by an administrator since then. Now, the civic restructuring means several milestones have to be crossed before elections can be GBG Act requires the government to define the territorial area of the new Greater Bengaluru Authority and constitute the body within 120 days of the Act coming into the BBMP's area of jurisdiction is spread over 786 sq km. The recommendation by a joint legislature committee, which had reviewed the GBG Bill and submitted a report in March, was to redraw this boundary by including peripheral panchayats that have witnessed unregulated urbanisation in recent years.'If you don't regulate it now, it would be a bigger problem. So, we have recommended to integrate all the peripheral panchayats, which are developed now, into the Greater Bengaluru area,' Congress MLA Rizwan Arshad, who chaired the committee, had told INDIA TODAY in chief secretary Tushar Giri Nath, who took over as administrator of BBMP on April 30, said discussions are on about the Greater Bengaluru Authority and the options before the government. For him, the task at hand will be to oversee the transition along with M. Maheshwar Rao, who has simultaneously taken over as the BBMP's new chief the notification of the Greater Bengaluru Authority, the new municipal corporations replacing BBMP will need to be carved out. 'We can do it simultaneously with the Greater Bengaluru Authority or sequentially. Both options are available before the government,' said Giri GBG Act provides for up to seven corporations with a view for future requirements. For now, three or four corporations are seen as ideal. However, achieving a balance among the new corporations in terms of revenue generation, population density and employment opportunities is going to be the key has also been a key concern of citizens' groups opposed to splitting up the BBMP. They have cited the experience of Delhi which, in 2022, reverted to a single municipal body by merging three corporations formed a decade FY25, the BBMP collected Rs 4,930 crore in property tax, the highest in India for the second consecutive year. More than a quarter of this (Rs 1,309 crore) came from the eastern-most Mahadevapura zone, home to a tech corridor. Of the total eight BBMP zones, the east zone came next with property tax collection of Rs 834 crore, followed by south zone with 733.65 crore. The north-western zone of Dasarahalli had the lowest collection of Rs 153 the current fiscal, the BBMP has set an overall target of Rs 5,716 crore as property tax. Karnataka deputy chief minister D.K. Shivakumar, who is also the minister in charge of Bengaluru, has said he plans to convene an all-party meeting to seek suggestions on the way to India Today Magazine

Civic agency polls may be delayed by a year to implement Greater Bengaluru Governance Act
Bengaluru: Elections to Bengaluru's civic agency could be delayed by as much as a year as the govt must carry out a series of procedural steps to implement the Greater Bengaluru Governance (GBA) Act before polls can be held. The govt notified the new law, which replaces the BBMP Act , after governor Thaawar Chand Gehlot gave his assent last week. For the GBG Act to be implemented, a Greater Bengaluru Authority (GBA) must be established, which requires identifying a greater Bengaluru area beyond the current 786sq km. The govt also plans to carve out new city corporations, potentially creating up to seven. This process includes determining new wards and reservation patterns. Reportingly Undo "We will see what best can be done to expeditiously complete procedural steps to hold elections under the GBG Act. We will call a meeting of elected representatives from all parties, representing Bengaluru, and take their suggestions," said Reddy, a key minister involved in the process. The delay has sparked frustration among opposition parties, who accuse the govt of deliberately stalling polls. Opposition leader R Ashoka said the enactment of GBG Act is part of a broader strategy to delay elections even further. His party colleague CN Ashwath Narayan said: "BBMP polls have been delayed by nearly five years now. While polls were initially delayed because of the pandemic, it was the present govt's responsibility to ensure polls were held immediately after taking the helm in May 2023. Instead, it is adopting delaying tactics." Civil society organisations have also raised concerns, with some planning to move court. Prakash Belawadi, convener, Bengaluru Town Hall, an umbrella organisation of civil society groups, argued that civic polls could be conducted under provisions of BBMP Act as UDD has not yet declared the appointed day for the GBG Act. "The BBMP Act would be repealed only after UDD notifies GBG Act with the declaration of the appointed day," Belawadi said. "We will seek a court direction to the govt and Chief Election Commissioner (CEC) to hold elections under the existing law." Bengaluru Town Hall will meet on Thursday to discuss the way forward. The Karnataka State Election Commission (SEC) meanwhile plans to hold elections to other city corporations — Mysuru, Tumakuru, Shivamogga, Mangaluru, and Davanagere — which have also experienced significant delays. SEC plans to move the high court Friday to seek directions to hold these elections. "The govt has not complied with its obligation to facilitate polls for these city corporations," said GS Sangreshi, CEC. "It has failed to provide us with the report of delimitation of wards and reservation pattern for them, despite our repeated reminders. We will file a writ petition in the HC."
