Lok Sabha passes Bill to provide reservation to STs in Goa Assembly

The Lok Sabha on Tuesday (August 5, 2025) passed a Bill to provide reservation to Scheduled Tribes in the Goa Assembly, even as Opposition protests demanding discussion on revision of Bihar electoral rolls continued unabated. Law Minister Arjun Ram Meghwal moved 'The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2025' for consideration and passage amid din in the House and the legislation was passed by a voice vote. Incidentally, the Bill was introduced in the Lower House on this day in 2024 and had been pending since then. This is the first Bill to be passed by the Lok Sabha in the ongoing Monsoon session which has seen disruptions by the Opposition on various issues, including the Special Intensive Revision of electoral rolls in Bihar. After the passage of the Bill, Sandhya Ray, who was in the chair, adjourned the proceedings for the day as protests by opposition MPs continued unabated. According to the Bill, the population of the Scheduled Tribes has increased considerably in Goa as per the 2011 census vis-a-vis 2001 census figures. It noted that a "peculiar situation" has arisen in the state, wherein the population of the STs there vis-a-vis the population of SCs is considerably higher— as per the Primary Census Abstract, 2011 for Goa. The total population was 14,58,545; the population of SCs was 25,449 and the population of STs was 1,49,275. "But no seats are reserved for the STs and they are unable to avail the constitutional benefit of reservation...". As of now, no seat in the 40-member Goa Assembly is reserved for the ST community, while one seat is reserved for Scheduled Castes.

Sonowal to move shipping bill in LS; ST quota bill for Goa up for debate

Union Minister of Ports, Shipping, and Waterways Sarbananda Sonowal will move 'The Merchant Shipping Bill, 2024' to update and unify existing law to align with international maritime treaties. According to the list of business in the Lok Sabha, the bill will be moved for passage. The legislation will consolidate and amend the law relating to merchant shipping to ensure compliance with India's obligations under the maritime treaties and international instruments to which India is a party and also to ensure the development of Indian shipping and efficient maintenance of Indian mercantile marine in a manner best suited to serve the national interest. The Lower House will also take up the 'The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024' for further consideration. The bill was moved by the Union Law Minister Arjun Ram Meghwal on December 17, 2024. The bill aims to enable reservation of seats in accordance with article 332 of the Constitution for effective democratic participation of members of Scheduled Tribes and to provide for the readjustment of seats in the Legislative Assembly of the State of Goa, in so far as such readjustment is necessitated by inclusion of certain communities in the list of the Scheduled Tribes in the State of Goa, according to the list of business in Lok Sabha. Meanwhile, in Rajya Sabha, Union Home Minister Amit Shah will move a resolution to extend President's Rule in Manipur for a further period of six months with effect from August 13, 2025. Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal will move the Carriage of Goods by Sea Bill, 2025, for consideration and passage in the Upper House. The Bill, which has already been passed by the Lok Sabha, seeks to provide for the responsibilities, liabilities, rights and immunities of carriers in relation to the carriage of goods by sea, and for matters connected therewith. Both Houses of Parliament have witnessed heated exchanges and adjournments during the initial days of the Monsoon Session, but are expected to proceed with key legislative business today. The session is scheduled to continue until August 21.

Parliament to discuss Pahalgam attack, Operation Sindoor next week: Kiren Rijiju

Union Parliamentary Affairs Minister Kiren Rijiju on Friday said that the Lok Sabha will hold a special discussion on the Pahalgam terror attack and Operation Sindoor on July 28, amid continued disruptions by the Opposition during the Monsoon Session of Parliament throughout this week. Rijiju said Lok Sabha Speaker Om Birla convened a meeting of the Business Advisory Committee (BAC) earlier in the day, during which it was reiterated that the government is prepared for a full debate on the sensitive issues. "In the BAC it was reiterated that we are ready for a discussion on Operation Sindoor. It has been decided today that there will be a special discussion on the Pahalgam terror attack and Operation Sindoor on Monday (28th July)," Rijiju told media persons in the national capital. Operation Sindoor will be debated for 16 hours in the Lok Sabha on Monday (July 28) and for 16 hours in the Rajya Sabha on Tuesday (July 29), the minister said. Some reports had earlier suggested that Prime Minister Narendra Modi would also speak during the debate on Operation Sindoor. The Lok Sabha and Rajya Sabha have been disrupted by Opposition protests for the whole week since the Monsoon Session began on July 21. The Lok Sabha was adjourned for the day on Friday amid sloganeering and protests by opposition members in the well of the house. The lower house is set to meet next on July 28 at 11 AM. "In the first week of the monsoon session of Parliament, we have been able to pass only one bill... I urge all opposition parties not to disrupt the proceedings of Parliament," Rijiju said The Rajya Sabha too was earlier adjourned at 2 PM, and is set to meet on Monday 11 AM. Bharatiya Janata Party (BJP) MP Jagdambika Pal, chairing the Lok Sabha, urged the Opposition members to maintain decorum in the house and let the private members' bill be introduced so that discussion can take place. I urge all opposition parties not to disrupt the proceedings of Parliament. Prior to the adjournment, the house took up for further consideration and passing, 'The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024.'
