Sonowal to move shipping bill in LS; ST quota bill for Goa up for debate

Union Minister of Ports, Shipping, and Waterways Sarbananda Sonowal will move 'The Merchant Shipping Bill, 2024' to update and unify existing law to align with international maritime treaties.
According to the list of business in the Lok Sabha, the bill will be moved for passage.
The legislation will consolidate and amend the law relating to merchant shipping to ensure compliance with India's obligations under the maritime treaties and international instruments to which India is a party and also to ensure the development of Indian shipping and efficient maintenance of Indian mercantile marine in a manner best suited to serve the national interest.
The Lower House will also take up the 'The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024' for further consideration.
The bill was moved by the Union Law Minister Arjun Ram Meghwal on December 17, 2024.
The bill aims to enable reservation of seats in accordance with article 332 of the Constitution for effective democratic participation of members of Scheduled Tribes and to provide for the readjustment of seats in the Legislative Assembly of the State of Goa, in so far as such readjustment is necessitated by inclusion of certain communities in the list of the Scheduled Tribes in the State of Goa, according to the list of business in Lok Sabha.
Meanwhile, in Rajya Sabha, Union Home Minister Amit Shah will move a resolution to extend President's Rule in Manipur for a further period of six months with effect from August 13, 2025.
Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal will move the Carriage of Goods by Sea Bill, 2025, for consideration and passage in the Upper House. The Bill, which has already been passed by the Lok Sabha, seeks to provide for the responsibilities, liabilities, rights and immunities of carriers in relation to the carriage of goods by sea, and for matters connected therewith.
Both Houses of Parliament have witnessed heated exchanges and adjournments during the initial days of the Monsoon Session, but are expected to proceed with key legislative business today. The session is scheduled to continue until August 21.

The National Conference leader's remarks came on the eve of the sixth anniversary of the abrogation of Article 370 on August 5. Abdullah clarified that he had no meeting or conversation with the people in Delhi, and his statement is based on his "gut feeling". 'I've heard every possible permutation & combination about what to expect in J&K tomorrow (August 5) so let me stick my neck out and say nothing will happen tomorrow - fortunately nothing bad will happen but unfortunately nothing positive will happen either,' Abdullah said in a post on X on Monday evening. The speculation about 'something' happening on August 5 was fuelled by the government's reported meetings on Monday. Though there was no official word on any meetings, some reports suggested Union Home Minister Amit Shah met with National Security Advisor Ajit Doval, Intelligence Bureau chief Tapan Kumar Deka, and Home Secretary Govind Mohan on Monday. Another meeting of the ruling National Democratic Alliance (NDA) MPs is called for today. What sparked the buzz were back-to-back separate meetings on Sunday between President Droupadi Murmu, Prime Minister Narendra Modi, and Union Home Minister Amit Shah. No official reasons for the meetings were known. The meetings come in the backdrop of the upcoming elections to elect a new Vice President after Jagdeep Dhankhar's surprise resignation from the post on July 21. "I'm still optimistic about something positive for J&K in this monsoon session of Parliament but not tomorrow. And no, I haven't had any meetings or conversations with people in Delhi. This is just a gut feeling. Let's see this time tomorrow," Abdullah wrote in the post on X. The post is seen as an attempt by the chief minister to put at rest speculation on social media about a fresh reorganisation of Jammu and Kashmir. The erstwhile state of Jammu and Kashmir was reorganised into the Union territories of Jammu and Kashmir and Ladakh following the abrogation of Article 370 on August 5, 2019. Tuesday will be the sixth anniversary of the decision. Incidentally, the Parliament session is also on. "There is a lot of speculation about what may be announced tomorrow (5th Aug). A visit on Monday showed no improvement. 'We are marching with Indian flags and black flags — the black flags symbolise the corruption we want to be free of by August 14,' said Ajay Kumar Mittal, secretary of the Sarv Vyapar Mandal. 'On Tuesday, we will march to the Town Hall from my shop. The next day, we will head to Fatehpuri Chowk for a sit-in. Each protest will last only an hour. We're doing this for the customers, and do not want to disturb the area's peace,' Bhargava said. Bharatiya Janata Party Delhi spokesperson and general secretary of the Chandni Chowk Nagrik Manch Praveen Shankar Kapoorsaid that he has demanded action from Delhi chief minister Rekha Gupta and mayor Raja Iqbal Singh on the issue 'From August 9 to 15, during Independence Day week, we will not hold any protests, sit-ins or symbolic Gandhigiri demonstrations. No one can deny that the situation is bad, but we do not protest on national holidays,' he said. 'It will build on the 2025 AI Action Summit in Paris co-chaired by Prime Minister Narendra Modi. It will showcase India's emerging leadership in creating consensus for global AI governance frameworks ."
