Torre vs. Baste: PNP chief accepts acting Davao mayor's fistfight challenge

Philippine National Police (PNP) chief Police General Nicolas Torre III on Wednesday accepted the challenge of Davao City Acting Mayor Baste Duterte for a fistfight. Torre said this could be in the form of a "charity boxing match." 'Ang una kong naisip, uy tamang-tama. Maraming kababayan natin ngayon ang nangangailangan ng tulong na naapektuhan ng bagyo at baha. Maybe, this is a very good time para sa isang charity boxing match,' Torre told reporters. (My first thought was, oh, that's good timing. Many of our countrymen are in need of help right now after being affected by the cyclone and floods. Maybe this is a very good time for a charity boxing match.) 'We can do it on Sunday sa Araneta. Actually, puwede. Seriously, it's okay. Sigurado maraming manonood nyan,' he added. (We can do it on Sunday at Araneta. Actually, we can. Seriously, it's okay. That's a good charity and at least Mayor Baste and I can help our countrymen who were affected by the storm in some way. I'm sure there will be many people watching.) In a vlog uploaded on Youtube on Sunday, Duterte mentioned Torre and challenged him for a fistfight. 'Kasi matapang ka lang naman you have the position. But then you're a coward,' Duterte said. (You're brave because you have the position. But if we fight, I know I can handle you. But then you're a coward.) —VAL, GMA Integrated News

PNP arrests Chinese national for murder

The Philippine National Police (PNP) on Monday announced the arrest of a Chinese national who is accused of killing an individual in Makati in 2024. PNP chief Police General Nicolas Torre said the individual was arrested on July 19 in Tawi-Tawi after returning to the Philippines. 'Ayon sa ating intelligence, natanggap natin na siya ay babalik sa bansa sa pamamagitan ng southern backdoor, ang ruta na pinaghihinalaan natin na ginamit niya sa pag takas,' Torre said in a media briefing. (According to our intelligence, we received information that he will return to the country through the southern backdoor, the route we suspect he used to escape.) According to Torre, the Makati Regional Trial Court Branch 59 issued the arrest warrant against the suspect. He said the individual was charged for kidnapping a Chinese acupuncturist in 2022 in Manila. However, he said the case was dismissed. 'Hindi ligtas ang Pilipinas sa mga kriminal na nagtatago rito o gumagawa ng krimen at tatakas papunta sa ibang bansa. Hindi tayo magpapabaya at hindi natin kinokonsinte ang mga sindikatong ito na nang bibiktima ng mga banyaga at nag sasagawa ng krimen dito man o sa ibang bansa,' he said. (The Philippines is not a safe haven for criminals who are hiding here or committing crimes and then fleeing to other countries. We will not be negligent and we do not tolerate these syndicates that victimize foreigners and commit crimes either here or abroad.) Travel warning Meanwhile, Torre slammed as "baseless," China's travel warning urging Chinese students who are considering to enroll in Philippine schools. The Chinese Ministry of Education advisory warned that the "security situation in the Philippines has been unstable recently, with a surge in crimes targeting Chinese nationals." 'At the end of the day nakita niyo naman sa ngayon, maraming propaganda, maraming ang lalabasan mga statements designed to shape a narrative,' Torre said. (At the end of the day you've seen it now, there's a lot of propaganda, many statements will come out that are designed to shape a narrative.) Meanwhile, the Department of Foreign Affairs has also protested the warning, saying it "mischaracterizes the situation in the Philippines." —VAL, GMA Integrated News

PNP says case of body found in Cavite already resolved

Philippine National Police (PNP) chief Police General Nicolas Torre III on Monday clarified that the case of the Chinese victim who was found in Cavite has already been resolved. According to Torre, the incident took place in 2022. The victim is a 32-year-old Chinese fugitive who was issued a red notice by the International Criminal Police Organization. He said that the victim is now buried at a public cemetery after his family refused to cooperate with authorities. Torre, meanwhile, slammed critics of the government for digging up the issue. 'Hinuhukay, literal na hinukay sa baul para palabasin lang na para bang bago kasi wala na silang nakitang masama ngayon na kasing sama nu'ng panahon nila,' he said in a briefing. (They're digging up, literally digging from the chest, just to make it seem like it's something new because they can't find anything now that's as bad as what happened during their time.) —KG, GMA Integrated News

PNP: 12K personnel to be deployed for SONA

The Philippine National Police (PNP) on Monday said that around 12,000 personnel will be deployed for the fourth State of the Nation Address (SONA) of President Ferdinand 'Bongbong' Marcos Jr. on July 28. 'Around 12,000 personnel are being deployed at iba pang law enforcement agencies and civilian support units para sa activity na ito sa House of Representatives,' PNP chief Police General Nicolas Torre III said in a briefing. Torre said that the PNP will deploy an advance team on July 26 while full deployment will take place on July 27 until the early hours of July 28. He clarified that no threats have been monitored so far. 'Wala tayong namo-monitor na threat. Natural lang 'yang mga usual na intelligence estimate natin. Normal naman, usual lang. Ang pinaka threat natin ngayon weather. Hopefully mag clear up ang weather so mas maganda ang ating deployment,' he said. (We are not monitoring any threat. Those are just our usual intelligence estimates. It's normal, just the usual. Our main threat right now is the weather. Hopefully, the weather clears up so our deployment will be better.) Meanwhile, Torre said that the PNP will consult the Department of the Interior and Local Government regarding a gun ban. When asked if the burning of effigies will be allowed during SONA, Torre said the PNP will play it by ear, but expressed hope that this will not take place.?? 'Pero sana 'wag naman dahil at the end of the day kasi freedom of expression nga, eh alam naman ng mga tao na 'yan na according to the environmental law ay bawal ho 'yan. Mag susunog pa ng kung ano-ano, may kasama pa minsan— may tires pa minsan,' he said. (But hopefully not. At the end of the day, it's freedom of expression, but people already know that according to environmental law, that's prohibited. Burning various things, sometimes even including tires.) 'I would suggest ihingi nila ng permit sa local government unit or sa appropriate agency sa DENR na mag sunog sila dyan sa kalsada,' he added. (I would suggest that they request a permit from the local government unit or from the appropriate agency like the DENR to be allowed to burn effigies on the street.) However, he said that possible arrests will still depend on the situation. —VAL, GMA Integrated News

Meanwhile, PNP chief Police General Nicolas Torre III said that the PNP rescued 276 individuals during rescue operations while 35,000 individuals were given assistance at evacuation centers. 'Meron din tayong mga nasirang kagamitan ng PNP at 62 sa ating mga tao ay naapektuhan dahil sa bagyong ito,' he said in a briefing. (Some PNP equipment were also damaged and 62 of our personnel were affected because of this storm.) 'Patuloy tayong nakikipag-ugnayan sa mga LGU at iba pang mga ahensiya ng pamahalaan upang matiyak ang kaligtasan ng ating mga kababayan,' he added. (We are continuously coordinating with the LGUs and other government agencies to ensure the safety of our fellow citizens.) According to Torre, around 2,600 personnel were deployed for disaster response operations while 7,000 personnel were on Reactionary Standby Support Force. Classes for Monday, July 21, 2025, have been suspended in some areas due to the inclement weather. The NDRRMC also said there were five reported injured and seven missing. Meanwhile, a total of 800,864 individuals or 225,985 families were affected by the monsoon and severe tropical storm in 1,556 barangays, it added.
