Disaster council mulls putting Antique under state of calamity
The Provincial Disaster Risk Reduction and Management Council (PDRRMC) passed a resolution to declare the Province of Antique under a state of calamity following the ill impact of the southwest monsoon (Habagat) enhanced by two tropical cyclones. Three towns - Barbaza, Sebaste, and Culasi - have earlier declared a state of calamity. "By law, a province needs at least two towns to declare a state of calamity before it can be declared at the provincial level,' this was emphasized. Governor Paolo Javier led the PDRRMC meeting on Thursday, July 24, 2025 at the PDRRM Office on Binirayan Hills, in the capital town of San Jose de Buenavista. The meeting was attended by PDRRMC members from different national and provincial agencies. "The council agreed to endorse PDRRMC Resolution No. 07, Series of 2025, which recommends that the Sangguniang Panlalawigan (Provincial Board) declare a province-wide state of calamity," a post on Province of Antique said. The report cited that passing the resolution would "allow the use of a portion of Antique's Quick Response Fund (QRF) for response, early recovery, and reconstruction operations." Acting Vice Governor Karmila Rose Dimamay said that the Provincial Board will schedule a special session on Friday, July 25, 2025, following the request of the governor. Further, it was disclosed that Antique's QRF amounts to P35,068,747, and that "only a portion of it will be used in anticipation of possible future calamities as the typhoon season continues." Based on data presented by the PDRRMC during the meeting, at least "22,729 families, or 73,706 individuals, from 15 towns were affected by Tropical Storm Crising. So far, no deaths have been recorded, but at least four people are still missing." The presentation also enumerated other damages such as: "Over P610 million worth of lifeline infrastructure like bridges, roads, flood control systems, seawalls, hospitals, and schools were damaged; 190 houses were damaged, 51 of which were destroyed completely." Furthermore, it was cited that "heavy rains and flooding also caused P15.36 million in damages to rice, corn, livestock, poultry, aquaculture, marine culture, and capture fisheries, among others," and that data on damages may still go up with the ongoing assessments. The Department of Public Works and Highways has yet to "complete its evaluation of the damage to the Bacong River dike in Culasi," the report added.

Despite heavy flooding inside and around the Our Lady of Mount Carmel Parish—better known as Barasoain Church—in Malolos, Bulacan, a wedding ceremony still pushed through on Tuesday, July 22. Continuous rains brought by the southwest monsoon (habagat), intensified by Severe Tropical Storm Crising, caused floodwaters in the area to rise up to knee level. But for Jade Rick Verdillo and Jamaica Aguilar, none of this was a reason to postpone their special day. The couple and their guests braved the floodwaters, walking through ankle- to knee-deep water just to reach the altar. Inside the historic church, they exchanged vows and promises of lifelong commitment—proving that even a flood cannot stop true love. 'Na-s-stress na ako dahil hindi ito 'yung pinlano namin,' the bride said on their wedding video. 'Pero lagi niyang sinasabi sa'kin, 'ang mahalaga magkasama tayo.'' Photos of the wedding quickly made rounds online, inspiring many netizens who admired the couple's strength and faith amid the storm. 'It's heartwarming to see them smiling despite the storm. Truly, nothing can stop their love. Whatever challenges come their way, they will overcome them as long as they have faith,' one comment read in Tagalog. 'From the very start, you braved the flood and nothing stopped your union. May God bless your marriage and help you overcome every trial, just like how you faced the flood and heavy rain with courage,' another netizen said. 'Hindi alintana ng mga ikakasal at maski ng kanilang mga panauhin ang baha, maituloy lamang ang pag-iisang dibdib ng mag-asawa sa harapan ng Dambana ng Diyos,' a post from the Parish read. Two years ago, a couple also tied the knot in the same church under similar circumstances. Paulo Jayvee Padilla and Dianne Padilla made headlines in 2023 after pushing through with their wedding despite the flooded aisle. Their photos went viral, with netizens dubbing them the 'Crazy Rich Asians' version of Barasoain, a reference to the lavish wedding scene in the 2018 American romantic comedy film.

36 districts to get P10 million AKAP funds each amid floods, says Romualdez
The government will give 36 legislative districts P10 million each in AKAP funds to aid those affected by the floods brought by Tropical Storm Crising and the Southwestern Monsoon or Habagat, Leyte Representative Martin Romualdez said Tuesday. The aid will be distributed by the Department of Social Welfare and Development (DSWD) led by Secretary Rex Gatchalian. NIA: P339.3M agri damage from Crising, Habagat; many dams at spilling level
The National Irrigation Administration (NIA) reported Tuesday that Severe Tropical Storm Crising and the Southwest Monsoon (Habagat) have so far incurred P339.3 million worth of agricultural damage in the country. Based on its partial report, NIA said the inclement weather affected the Cordillera Administrative Region, Ilocos Region, Cagayan Valley, Central Luzon, Upper Pampanga River Integrated Irrigation Systems area, CALABARZON, MIMAROPA, the Bicol Region, and Western Visayas. The agency noted that a total of 31,172.23 hectares were impacted by the bad weather, which in turn affected 23,385 farmers. Meanwhile, NIA also logged P866 million worth of infrastructure damage around the country. Crising exited the Philippine Area of Responsibility on Saturday. Earlier today, PAGASA said the low pressure area located east of Aurora has turned into Tropical Depression Dante. The state weather bureau is also monitoring two LPAs, one of which is located within the Philippine Area of Responsibility (PAR). Dams situation NIA also said a number of dams have reached their spilling level. 'Karamihan po ng ating dam dito sa Region III ay nasa spilling level (most of the dams in Region III are at spilling level),' Josephine Salazar, NIA deputy administrator for engineering operations, said during the Palace virtual press briefing. NIA reported that Gumain Dam in Floridablanca, Pampanga is at 2.3 meters, higher than its 2.1 spilling level. Meanwhile, the water level of Tarlac Diversion Dam rose to 6.5 meters, beyond its spilling level of 4.5 meters. NIA Administrator Eduardo Guillen said the agency notifies residents two to three hours before it releases water from the dams. "Mayroon pong protocol iyan na sinusundan natin with Angat and Ipo Dam. He added NIA is using an "advanced weather forecasting system" that has artificial intelligence technology to predict when the water should be released. Malolos parish church starts relief operations for flood victims
The Santisima Trinidad Parish in Malolos, Bulacan is preparing relief goods for victims of the onslaught of Tropical Storm Crising and Habagat. "Relief Operation, Patuloy na inihahanda ng Parokya ng Santisima Trinidad sa Malolos, Bulacan para sa mga Nasalanta ng Bagyo at Habagat," according to the statement posted by the parish. (Relief Operation, Santisima Trinidad Parish in Malolos, Bulacan continues to prepare for the victims of Typhoon and Habagat.) "Samantala, manatiling nakatutok dito sa Ang Sandigan para sa ibang mga balitang Simbahan kaugnay ng Bagyo at #HabagatPH.
