UAE Circular Economy Council discusses policies to accelerate shift to circular models and expand biofuel production
Importance of private sector's active participation in the national circular economy ecosystem highlighted Abu Dhabi, July, 2025: The UAE Circular Economy Council held its second meeting of 2025 at the Blue Biofuels factory in Abu Dhabi, chaired by H.E. Abdulla bin Touq Al Marri, Minister of Economy and Tourism and Chairman of the Council, in the presence of Sheikha Shamma bint Sultan bin Khalifa Al Nahyan, President and CEO of the UAE Independent Climate Change Accelerators (UICCA). It was attended by council members from both the public and private sectors. The meeting reviewed proposals for the second batch of circular economy policies under the UAE Circular Economy Agenda 2031, targeting key sectors such as sustainable transportation, sustainable infrastructure, and clean industries. H.E. Bin Touq affirmed that, under the directives of its wise leadership, the UAE continues to adopt integrated and advanced national strategies and initiatives to drive sustainable economic and social development, in line with the principles of the circular economy and the objectives of the UAE Circular Economy Agenda 2031. Circular economy: A strategic opportunity to enhance economic growth: His Excellency said: 'The circular economy is a key pillar of the UAE's new economic model for the next 50 years, which is built on more diversified and resilient economic components. In this context, we will continue, through the Council, to strengthen cooperation with relevant federal and local government entities as well as the private sector, to accelerate the development of UAE circular economy policies across four main sectors – manufacturing, food, infrastructure, and transportation – ensuring the optimal utilization of natural and financial resources.' Private sector's active participation in circular economy transition: His Excellency emphasized the importance of the private sector's active participation in the national circular economy ecosystem, encouraging it to adopt cleaner production methods and technologies, reduce environmental pressures, and meet basic needs, in line with the UAE's vision of becoming a global leader in green development. Alia bint Abdulla Al Mazrouei, Minister of State for Entrepreneurship, along with the directors general of the Economic Development Departments across the UAE. The meeting reviewed the latest developments in the advancement of several economic laws and their significance in enhancing the competitiveness of the UAE's business environment and supporting its transition towards a new economic model based on knowledge and innovation. Additionally, it assessed the progress made by the Committee in implementing the outcomes and recommendations from the second meeting of 2025. H.E. Bin Touq stated that the UAE, thanks to the directives of its wise leadership, has made significant strides in building an advanced economic legislative framework characterized by flexibility and stability. Powered by artificial intelligence and advanced digital solutions, the system has enhanced the Committee's capabilities in proposing and developing economic legislation and policies, assessing their real-time impact on the business community, and streamlining coordination with relevant stakeholders in the country.' His Excellency explained that the new system will play a key role in achieving the national target outlined in the 'We the UAE 2031' vision, which is to make the UAE the first globally in developing proactive legislation for new economic sectors by the next decade. Other topics discussed by the Committee include developments in the legislative and executive framework for regulating and protecting competition in the UAE. Emphasis was placed on the importance of organizing workshops and seminars in collaboration with relevant local entities to raise awareness on the importance of enforcing competition laws and policies across various economic sectors and preventing monopolistic practices. Furthermore, the latest Committee meeting reviewed the progress made by the UAE Circular Economy Council so far, most notably the adoption of 22 circular economy policies across four main sectors: manufacturing, food, infrastructure, and transport. It also includes the establishment of the Circular Economy Policy Committee and the formation of partnerships with the UAE private sector to drive growth in sustainable technologies, clean energy, and waste management. UAE launches ‘Green Intellectual Property' roadmap
The UAE Ministry of Economy launched a roadmap on Thursday for "Green Intellectual Property (IP)" designed to foster innovation, accelerate technology localisation, and develop new projects in the new economy, environmental sustainability, and circular economy. The three-month roadmap will strengthen the competitiveness of the UAE's IP landscape and contribute to its progress and prosperity, supporting the country's directives to transition to a circular economy. Abdulla bin Touq Al Marri, Minister of Economy and Chairman of the UAE Circular Economy Council, said, "The UAE has succeeded in adopting qualitative initiatives and projects for the intellectual property sector, positioning it as one of the key pillars for building a strong and sustainable national economy." Al Marri added the roadmap is a new step to raise awareness on the importance of adopting green technology and innovation to provide superior services and products that serve the community, as well as enhancing the UAE's attractiveness to green and sustainable innovations, in line with the We the UAE 2031 vision. He added, "The new roadmap for Green IP is particularly important as it coincides with the launch of this year's Innovation Month. We will collaborate with local environmental stakeholders in the country and the World Intellectual Property Organisation to implement all the objectives of this roadmap, providing more enablers and opportunities to motivate inventors and creators to develop sustainable innovations and projects in critical economic areas and sectors." Abdulla Ahmed Al Saleh, Undersecretary of the Ministry of Economy, highlighted that sustainability and environmental conservation have always remained an integral aspect of the UAE's cultural fabric throughout its history. He stated that the Ministry of Economy remains committed to supporting national projects aimed at promoting sustainability across various economic sectors, in line with the UAE's vision to build a sustainable and well-balanced economy that protects natural resources for future generations. He said, at a press briefing, "The new roadmap for Green IP aims to promote the adoption of leading digital solutions and advanced technology by individuals, organisations, and companies to produce sustainable products and services that contribute to environmental conservation. Following this roadmap, we are keen to forge new partnerships with the academia and research centres to integrate IP into sustainable innovations and protect the rights of eco-friendly projects and innovations." The Undersecretary continued, "This roadmap plays a vital role in fostering innovation and creativity in sustainable sectors, bolstering the UAE's competitiveness and elevating its standing in key global indicators, particularly in the Global Innovation Index (GII), where the UAE consistently maintains its regional and international prominence year after year." Furthermore, he highlighted the new roadmap's key objectives that the Ministry seeks to accomplish, including the introduction of a programme that will accelerate the registration of patents related to sustainable technologies and eco-friendly innovations. The aim is to raise the percentage of patent registrations for sustainable and environmental innovations to eight per cent of the total number of patent registrations in the country. The roadmap will strengthen the legal frameworks for protecting patents related to environmental sustainability, particularly given the continued growth in the number of patent applications submitted in the country, which reached approximately 3,622 in 2024. Al Saleh emphasised the UAE's accomplishments in establishing a robust and competitive legislative framework to foster the growth of this crucial sector. This framework encompasses the issuance of laws on the Protection of Industrial Property Rights, Trademarks, and Copyrights and Neighbouring Rights. The UAE is currently among the top countries globally in terms of IP and innovation, ranking first in the region in the Global Innovation Index (GII) 2024.
