The widespread deployment of surveillance tools such as CCTVs, body-worn cameras, and drones is beginning to yield real-time evidentiary benefits. Forensic science, too, is witnessing a major boost, particularly with the establishment of the State Forensic Science Institute in Lucknow — marking the start of a systematic and professional approach to capacity building. As early as 2018, the UP Police introduced training programmes in data analytics, which have since proven invaluable in crime pattern recognition and criminal profiling, laying the foundation for smarter, data-driven policing. While modernization is often associated with high-tech tools, one of its most critical domains is ensuring a smarter and faster response to citizen complaints. A few years ago, UP 112 was ranked the third-best emergency response call centre in the world, after Singapore and Sharjah — a testament to the state's commitment to modern, citizen-centric policing. With a fleet of over 6,000 police response vehicles (PRVs), UP 112 handles an extraordinary 44 lakh hits each day, generating nearly 30,000 events. This 62% surge in event generation reflects a growing public trust and confidence in the police. The introduction of Emergency Location Services (ELS), supported by Google, now enables pinpoint tracking of a caller's location — an improvement over the earlier Location Based Services (LBS) system, which depended on triangulation from mobile towers. Since 2023, the adoption of Session Initiation Protocol (SIP), an IP-based, programmable system, has made it possible to handle virtually unlimited concurrent calls, enhancing the centre's responsiveness during peak loads. A PRV tracking feature allows a caller to monitor, in real time, the movement and status of the responding vehicle through a link shared at the moment the event is logged. The call masking facility — likely the first of its kind in any Indian emergency response system — ensures privacy for both callers and responders. UP 112 has evolved into an integrated service hub, seamlessly linking police response with ambulances, fire services, railway police, cyber helplines, women and child helplines, disaster response units, the UP State Road Transport Corporation, and even private operators like OLA and Uber. By embedding advanced technologies at the frontline of policing, UP Police is redefining emergency response. Parallel to operational modernization, the state has also made transformative investments in capacity building. In 2019-20, a substantial budgetary allocation of Rs 6,500 crore was made for strengthening police training infrastructure. With the present govt's tenure witnessing an unprecedented recruitment drive — adding nearly 1.56 lakh personnel — the scale and methodology of training have undergone a shift. Virtual classrooms now connect over 100 training sessions across the state simultaneously, enabling wider reach and uniformity in instruction. The introduction of a Learning Management System (LMS) has made training more interactive, standardized, and accessible. One of the most striking facets of UP Police's modernization drive has been its innovative use of social media as a tool for public engagement, transparency, and real-time problem-solving. The UP Police Twitter Seva stands out as the largest partnership between X and any govt agency in India. What began modestly, with barely 500 followers, has now grown into a platform with over a million engaged citizens. Recognizing the power and perils of the digital space, the force launched a dedicated Twitter handle in 2018 to counter fake news. This proved invaluable during the tense days surrounding the Supreme Court's Ayodhya verdict in 2019, when misinformation had the potential to inflame passions and disrupt peace. By actively flagging and debunking false narratives, the police not only maintained order but also set a benchmark for proactive communication in crisis situations. The UP Police is also investing heavily in tackling emerging threats such as cybercrime, dark web activity, and terrorism. From monitoring illicit online marketplaces to tracking extremist chatter, technology is now embedded at the core of preventive policing strategies. The results are evident: increased police visibility, faster and more coordinated responses, and integrated citizen services that span from emergency helplines to digital complaint redressal. ‘Transformation of UP Police rooted in tech, compassion'
1 2 Summing up the transformation of the police in Uttar Pradesh, former director general of police OP Singh said that with a change in mindset, technology became the cornerstone of policing. Speaking at a session during TOI Dialogues, Singh recalled the situation and said that when he took charge in 2017-18, Uttar Pradesh was grappling with high crime rate, organised crime and elements of criminality. "It's erroneous to think we only went for encounters. We brought in a mindset change. Technology became the cornerstone of policing," he said. From drones, CCTVs and UP112 emergency response system — ranked third globally in Dubai in 2019 — to artificial intelligence-enabled tools, predictive policing, and citizen-centric platforms like UPCOP offering 29 contactless services, Singh spoke about a slew of measures aimed at enhancing investigative capabilities. Partnerships with IIT-Kanpur, IIM-Ahmedabad, IIM-Indore and ISRO helped build in-house technical expertise, he said. Singh also cited major budget boosts, with the state police budget jumping from Rs 18,000 crore to Rs 24,500 crore in 2019-20, enabling massive training drives and infrastructure expansion. "Modernisation comes only through technology — in weapons, forensic science, cybercrime units and ATS operations. Equally important is compassion in policing," he said, recalling how humane, unarmed policing ensured the smooth conduct of Kumbh Mela. Addressing concerns that technology could erode human contact, Singh emphasised balancing "hardware" — weapons, rules, enforcement — with "software" — empathy, openness and public trust. "A good leader must combine both at the ground level," he said, noting that daily call volume has risen from 18,000 in 2019 to 30,000 in 2023, aided by data analytics for predictive policing. Arya, who has lived in Noida since 1999, said policing in the city has improved "dramatically" — both in response time and citizen interaction. "The biggest change is that criminals are now afraid of the police, not citizens," he said, adding that while challenges remain, high-handedness has reduced and citizens' complaints are increasingly being heard. Looking ahead, Singh said the force must aim for "inclusive policing" with equitable access to justice, especially for women and the poor. "Smartness is not just a uniform — it's in ideas, mindset and action," he said, aligning with the PM's vision of a competent, sensitive, accountable and transparent police. Retired Major Gaurav Arya called for increased budgets to match the scale of UP's challenges, comparing its population to that of the fifth-largest country in the world. J'khand man arrested for raping teen girl
Kanpur: Police arrested a man near Cantt area of Central Railway Station for allegedly raping a teenage girl from Mirzapur. The accused identified as Mohd Ashfaq is a resident of Hazaribagh in Jharkhand. Police are currently questioning the accused. According to ACP Collector Ganj Ashutosh Kumar Singh, following a dispute with her mother on Monday, a 15-year-old girl from Mirzapur boarded a train to Prayagraj, where she encountered a man, claiming to be one Raju Tiwari, who promised to assist her in returning home. However, he took her to Kanpur in a bus and checked into a hotel near Ghantaghar, where he raped her. When she protested, he also physically assaulted her. The girl later managed to flee and contacted both the police and her uncle through UP 112. The girl's uncle lodged a formal complaint at Harbansh Mohal police station. During investigation, police obtained the accused's phone number. Through surveillance, they traced him near the Central Station and arrested him on Wednesday. Upon questioning, the accused revealed his identity as Mohd Ashfaq from Hazaribagh, Jharkhand. Two constables attacked for trying to stop loud DJ in UP; 2 held
Lucknow: Police personnel, who went to stop a DJ in Talkatora area, were beaten up and their uniforms were torn. The police registered a case and arrested two persons in this connection. Inspector Kuldeep Dubey said that constables Amit Kumar and Rinkal, posted in UP 112, were patrolling the area in a PRV vehicle on Thursday night. At around 12 o'clock at night, information was received about loud DJ music being played in Murau Tola. The police personnel, who reached the spot, saw that the DJ music was playing louder than the set standard and some people were fighting over the DJ. Both the policemen tried to pacify them. At this point, two persons, identified as Rahul and Rajiv Kumar, started pushing Kumar. When a fellow policeman protested, he was also beaten up and the uniforms of both were torn. When the constables took out an MDT (video recording and information gathering device) to make a video of the incident, the individuals tried to snatch it and break it. Upon receiving information from the constables, additional force from the police station arrived at the scene. Subsequently, Rahul and Rajiv were brought to the police station. "The police registered a case against the accused under sections such as obstruction in govt work, assault and other sections. They were arrested and sent to jail," said DCP, eest, Vishwajeet Srivastava.

ASHA worker's body found, rape suspected
Budaun: A 40-year-old ASHA worker was found dead in a maize field in Alapur area here, with police suspecting sexual assault. The body of the ASHA (Accredited Social Health Activist) worker was found on Monday night in a semi-naked condition. Officials said the exact cause of the death would be confirmed after autopsy. Senior Superintendent of Police (SSP) Brijesh Singh said the deceased, identified as Rajkumari, wife of Raghvendra Jatav and resident of Hayatnagar village had gone to Kundan Nagla village for a vaccination drive on Monday. She was last seen in the evening returning on a scooty with a known ANM (Auxiliary Nurse Midwife) to her village, after which she went missing, he said. Police received information about the body through the UP 112 emergency service. The body was found in a maize field in Kharkholi village under Alapur police station limits, he said. A forensic team was called to the scene, and the body was sent for autopsy after completing necessary legal formalities, he said. SSP Singh added that Rajkumari had two sons and a daughter from her marriage with Raghvendra, whom she married in 2003 after the death of his first wife. Raghvendra also has a son from his first marriage. The deceased was involved in an ongoing land dispute in a civil court in Budaun against two men from the same village.
