‘Behenji' gets a new ‘bhai': Mayawati ties rakhi to Umashankar Singh; BSP's only MLA in Uttar Pradesh
LUCKNOW: This Raksha Bandhan was special for BSP MLA from Ballia's Rasra, Umashankar Singh, as party supremo Mayawati tied a rakhi on his wrist. "Outside her family, Behenji has tied a rakhi only to Lalji Tandon. I may be the second fortunate one," said Singh, BSP's sole MLA in the UP Assembly. Mayawati had earlier declared Lalji Tandon, the late BJP functionary, as her "sworn brother. " Within her family, she has a younger sibling, Anand Kumar, who is also the party's vice-president. "I had told Behenji two days ago that I would come on Raksha Bandhan, and when I reached her place, I saw she had all the preparations in place for me. It was the true blessing of an elder sister," said Singh. When asked what gift he gave his "elder sister," Singh said, "My gift was my promise to her that I am not going anywhere from here. I will always stay with her and with this party." Stay updated with the latest local news from your city on Times of India (TOI). ‘Viksit UP-2047': UP House to discuss vision in 24-hr session
1 2 Lucknow: The monsoon session of the UP Assembly, beginning Aug 11, is likely to see a 24-hour long marathon session to discuss the vision document for 'Viksit Bharat-Viksit Uttar Pradesh-2047'. In a meeting with senior officials on Thursday, Chief Minister Yogi Adityanath said that the govt has started work on preparing the vision document for the project, and a 24-hour discussion on the Vision Document-2047 is proposed in the upcoming legislative session. "In view of this discussion, every department should prepare a concise and substantive note on their work over the past eight years. The legislature is accountable to the public. Through this note, departmental ministers will present their work reports to the public," the CM said. The vision document, the CM said, would set the agenda for UP's development for the coming two decades. At present, departments have been directed to set development goals and devise strategies to implement them. The CM emphasised the need to involve the public in ensuring UP's growth as a leading state in the country. "The expectations of the public should be included in the vision document. For this, a QR code should be issued soon to gather suggestions from the public. This QR code should be placed in public places such as govt offices, panchayat buildings, hospitals, and bus stations. All relevant departments should ensure its preparation," the CM said. Among other directions he issued for the upcoming session, the CM said that the responses to questions by legislators should be logical, relevant, of high quality, and in line with the expectation of the questions. He directed senior department officials to personally evaluate the responses. "All departments have performed well over the past eight years. Present your points positively. Officials should maintain good communication with the departmental minister and make timely decisions to advance the work," he added. Reviewing the flood situation in the state, the CM said that control rooms in flood-affected districts should remain active. He said that every flood-affected person should receive relief material and that the materials should be of good quality and in sufficient quantity. Adequate arrangements for boats should be made for relief and rescue operations. Stay updated with the latest local news from your city on Times of India (TOI). After Supreme Court censure, UP Govt says, Banke Bihari Temple Ordinance for ‘better facilities, administration'
The Uttar Pradesh Government Tuesday informed the Supreme Court that the Ordinance to set up a trust for the Banke Bihari Temple in Vrindavan was only for the better administration of the shrine, and that it 'never intended nor intends to interfere with any of the religious rights of any of the parties.' Additional Solicitor General K M Nataraj informed a bench of Justices Surya Kant and Joymalya Bagchi that the Ordinance will soon be placed in the UP Assembly for ratification. The bench was hearing petitions challenging the Ordinance, and the May 15 order of the SC allowing the state government to use the temple funds for buying land around it for a proposed corridor project. On Monday, the apex court questioned the 'tearing hurry' to bring the Ordinance, and the process which led to the May 15 order. The May 15 order had come on an interlocutory application filed by the state in a matter pertaining to the administration and safety of temples in the Braj region. During the hearing, the court said it intended to ask the petitioners to approach the Allahabad High Court challenging the Ordinance and that, in the interim, it will put in place a committee headed by a retired district or HC judge for its administration. Nataraj, while explaining how the Ordinance came about, said Tuesday, '…as a matter of fact, there was a PIL before the Allahabad HC…and the court issued some directions … The state never intended nor intends to interfere with any of the religious rights of any of the parties. It's only with regard to secular activity, that is, for better administration of the temple, that the Ordinance has been issued.' 'Like Ayodhya and Kashi, the government wants to develop this particular temple. It wants to infuse funds for the development of the infrastructure.' The law officer said the Banke Bihari Temple has a 'history', and around 20,000 to 30,000 devotees visit every day, and 2 to 3 lakh during the weekends. 'We require better facilities, better administration. We also have to prevent mismanagement of funds. These are all the different considerations that weighed on the mind of the government.' Appearing for the petitioners, Senior Advocate Kapil Sibal said there is no allegation of mismanagement at any stage. To that, Additional Solicitor General K M Nataraj said, 'Mismanagement means everybody is managing'. Justice Kant said, 'The local administration will have to be involved. That is the only way to get these things done.' 'We have no problem,' Sibal said, adding that there should be a notification that 25,000 people will be allowed for morning darshan and 25,000 in the evening so that rush can be controlled. Justice Kant pointed out that it will be very difficult to do so given that people visit from across the country. The court adjourned the hearing till Friday to enable the parties to recommend names for the committee it intends to put in place for administering the shrine.

Govt to provide AI training to willing MLAs, says Mahana
Lucknow: After deciding to install AI-powered facial recognition cameras to increase effective working of the UP Assembly, Speaker Satish Mahana has made plans to provide artificial intelligence usage training to willing MLAs. As per the plan, training will be provided by IIT-Kanpur during the upcoming Monsoon session or at the end of the session, sources in UP Vidhan Sabha secretariat said. Officials unwilling to be named said the imparting of AI training would be optional for the MLAs. The idea is to make the MLAs aware about the latest technology so that they can use it in their day to day working. "The training module will include elaborating about its effectiveness in drafting bills, identifying legal wranglings for comparing the bills with that of other states," officials said. The AI use will also help the MLAs in saving old records related to House debates and searching various reports and related documents and data, they added. Various debates and discussions in the House can also be translated without consuming much time with AI intervention, the officials further said. The MLAs would also be able to monitor the real-time progress of the govt schemes through AI intervention. Sources said the Vidhan Sabha in future would have an AI assistance unit, with responsibility to provide technical support to MLAs as and when required. The AI usage training will also be imparted to Vidhan Sabha secretariat staff from time to time to make them familiar with its usage.
