The European Commission is preparing an overhaul of legislation on unfair trading practices (UTPs) to prevent farmers from selling below production cost. The EU executive announced this week that it will launch a consultation on the revision this autumn with the aim of presenting a proposal a year later. In his blueprint for the agri-food sector, EU farm chief Christophe Hansen promised that the Commission would overhaul the UTPs directive to address one of farmers' key concerns: not covering production costs. Not everyone welcomed the announcement, with EU supermarket lobby Eurocommerce saying that the Commission should not have pre-empted the outcome of the ongoing evaluation of the rules, due to be completed in November. The directive currently distinguishes between 'black' and 'grey' unfair market practices – the former being unconditionally prohibited, such as payment delays of one month, and the latter permitted if agreed between parties, such as the return of unsold products. Some farmer organisations have long called on Brussels to tighten up the rules by including the purchase of agricultural products below production cost in one of the two categories. Countries including Belgium, Croatia, France and Spain have similar measures in place. But in a debate at the Special Committee on Agriculture (SCA) in June, member states could not agree on what to do with the colour scheme. In parallel, EU lawmakers are currently working on a 'quick fix' to the UTPs directive that the Commission proposed last December. The goal is to ensure cross-border enforcement and tackle international purchasing alliances. The Council reached an agreement on the proposal in April and the Parliament's AGRI committee adopted its position last month. MEPs wants to kick-start institutional talks as soon as the plenary gives its green light in September. Two undertrial prisoners caught digging wall with saw blades at Choudwar Circle Jail
CUTTACK: Two under-trial prisoners lodged in the Choudwar Circle Jail on Monday attempted to escape the jail premises by digging a hole in the boundary wall with the help of broken saw blades. The escape attempt was, however, foiled by timely intervention of the jail authorities. As per the jail sources, the two UTPs are natives of Bihar and were arrested for allegedly committing robbery at a jewellery shop in Jajpur and murdering two persons. They were shifted from the Ragadi sub-jail to Choudwar Circle Jail four months back from security point of view. On Monday, the jail authorities carried out searches and recovered two pieces of broken saw blades from the possession of one of the two UTPs. Choudwar jail superintendent Sujit Kumar Roul said, they conducted searches in the cells basing on an information that the duo was planning to flee the jail by digging a hole on the boundary wall. 'During the searches, we recovered two pieces of broken saw blades from one of them. I also came to know that both of them had made similar attempts to escape from the jail custody earlier too, but were unable to succeed as their activities had come to the notice of the security personnel,' he added. Though both of them confessed to have planned to escape the jail, they did not reveal the source and the mode through which they availed the saw blade pieces, Roul said. 'They have now been kept in two separate cells under high security surveillance. Efforts are on to know how they got the broken saw blades,' the jail superintendent said adding, they have apprised the matter to the trial court concerned and an FIR will be registered in this connection.

According to the Delhi police, the inmate has been identified as Aman, and he was murdered inside the lockup. The police have also identified the accused as Jitender and Jaidev. 'An inmate, Aman, was killed by two other inmates, Jitender and Jaidev, inside the Saket Court lockup. Jitender and Aman had an old animosity due to an incident of assault that happened in 2024 when they both were outside the jail,' Delhi police said. At the time of the incident, a lot of undertrial prisoners, including the deceased Aman, were present inside the said Kharja. 'Jitender and Aman had old animosity between them due to an incident of assault that happened in 2024 when they both were outside the jail. Delhi police said the brawl erupted when the three inmates were brought to the court for proceedings. 'An incident of assault took place on 5th June in Kharja No 5 of Saket court lockup. One Aman was brought to the lock-up for production before the Court,' Delhi police said in a statement. When the incident occurred, there were 'a lot of undertrial prisoners (UTPs)' inside the lockup, the officials claimed.
