Gurgaon civic body forms cell for better execution, long-term planning of sewerage operations

The Municipal Corporation of Gurugram announced on Monday that it constituted a Sewerage Management Cell (SMC) to enhance the management, maintenance, and monitoring of sewerage systems in the city. 'The cell aims to ensure transparency, timely execution, and long-term planning for sewerage operations,' a spokesperson for the municipal corporation said. The Sewerage Management Cell will oversee regular monitoring of sewerage operations, ensure timely payment of related bills, and address operational issues. It is also tasked with planning for future needs, executing tender processes, and identifying suitable land for new sewerage projects, the spokesperson added. Municipal Corporation Commissioner Pradeep Dahiya directed all civic body officials and staff to fully cooperate with the cell to make the sewerage system efficient, sustainable, and citizen-friendly. As per orders issued on Monday, Additional Municipal Commissioner Yash Jaluka will serve as the nodal officer, with Chief Engineer Vijay Dhaka appointed a member secretary. The cell includes Chief Town Planner Sanjeev Mann, all executive engineers, and Tehsildar Harikesh Gupta as members. Assistant Engineer Manoj Ahlawat will assist the nodal officer alongside his existing duties. Earlier this month, under a special drive to lock and secure open manholes, the municipal corporation had replaced damaged as well as open manholes at 319 locations across all city wards. The drive came against the backdrop of the death of Shailendra, 27, an autorickshaw driver who fell into an open manhole near Shishpal Vihar Gate 2 and drowned. Gurgaon was ranked the seventh cleanest city in Haryana and 41st nationally in the Swachh Survekshan results for 2024-25, announced last week. Per the survey, the city holds a water+ certification in the open defecation-free category, indicating advanced wastewater and sewage treatment and reuse systems that meet environmental standards. However, it has not achieved a garbage-free city star rating under comprehensive waste management that includes assessment of segregation, processing, and elimination of open dumping.

Gurgaon: MCG additional commissioner Yash Jaluka directed bulk waste generators (BWG) across the city to ensure proper disposal of waste by private agencies who are assisting them. Giving these instructions in a meeting held on Friday, he said it is often observed that BWGs hand over their waste to private agencies, which only sort valuable items and dump the remaining waste on roads, drains, vacant land or public places. This, he said, not only affects cleanliness of the city but also poses a threat to public health. "Under the Solid Waste Management Rules-2016, it is the legal and moral responsibility of bulk waste generators to ensure where their waste goes, who collects it, and how it is disposed of. Everyone must move beyond being a 'waste producer' to becoming a 'waste solver.' The dream of a clean Gurgaon will only be realised when we all work in a spirit of partnership. Merely handing over waste is not enough; it is also important to ensure its proper disposal," said Jaluka during the third meeting with BWGs on Friday. If any agency disregards the rules, it should be immediately reported to the municipal corporation," he added. The additional commissioner also directed the waste generators to establish onsite waste management systems on their premises. This includes segregation of wet and dry waste, composting, and recycling arrangements. He also clarified that incinerators won't be accepted as a form of waste management, as they cause significant environmental harm. Negligence in waste management will no longer be tolerated, he said.

Municipal Corporation of Gurugram (MCG) on Tuesday directed the bulk waste generators (BWGs) in the city to ensure wet, dry, and hazardous waste segregation at source. The directive was given at a meeting chaired by MCG additional commissioner Yash Jaluka with BWGs, to clarify their responsibilities under the Solid Waste Management Rules, 2016. According to estimatesby the civic body, BWGs contribute nearly 500 tonne of waste daily in Gurugram, underscoring the need for their cooperation in managing the city's mounting waste. (HT Archive) 'BWGs must ensure segregation of wet, dry, and hazardous waste at the source. Wet waste should be composted and used for maintaining green spaces, while dry and hazardous waste must be handed over to authorised recyclers,' Jaluka said, explaining that any establishment generating 100kg or more of daily waste or spread over 5,000 square metres falls under the BWG category. Such entities — including residential societies, commercial establishments, and institutions — are required to manage waste within their premises. According to estimatesby the civic body, BWGs contribute nearly 500 tonne of waste daily in Gurugram, underscoring the need for their cooperation in managing the city's mounting waste. Further, 'Mera Kachra, Meri Zimmedari' (My Waste, My Responsibility) was also discussed at the meeting. Jaluka urged BWGs to verify the disposal methods adopted by their waste contractors to ensure environmentally sound practices. Jaluka also lauded the waste management practices implemented by Park View Spa society in Sector 47, showcasing their composting and recycling techniques. Pointing at the need for efficient rainwater harvesting and property self-certification, the additional commissioner stressed for mandatory installation and proper functioning of rainwater harvesting systems as per the Haryana Building Code, 2017. 'Effective rainwater harvesting not only helps reduce urban flooding but also aids in groundwater recharge, especially ahead of the monsoon,' he said. The additional commissioner also called for active participation in the MCG's Property ID self-certification initiative to streamline property records and promote accountability.

Gurgaon: Pushing for job security, fair wages and better working conditions, the Haryana Municipal Employees Union submitted a 21-point charter of demands to MCG additional commissioners Yash Jaluka and Ravinder Yadav on Tuesday. The union has strongly opposed the use of the Solid Waste Management (SWM) portal for marking attendance and called for withdrawal of the "no work, no pay" rule. Currently, sanitation workers' attendance is marked through the SWM portal, and their salaries are calculated based on the days they log in. TOI had reported on April 19 that a review meeting revealed that 932 of the 5,066 registered sanitation workers were not regularly marking attendance on the portal, raising concerns about payment delays and job insecurity. "During our meeting, union representatives outlined various challenges affecting municipal workers and sought swift solutions. We provided a patient hearing and gave assurances regarding the consideration and resolution of staff demands to the extent feasible," said Ravinder Yadav. Other demands included raising the temporary staff salary to Rs 27,000, reinstating terminated employees, re-hiring retrenched workers, and bringing fire services under MCG control. Workers also sought risk compensation, an equal pay policy, restoration of the old pension scheme, Rs 10 lakh in gratuity, better leave allowances, staff housing, and promotions for qualified sanitation staff.

Gurgaon: MCG commissioner Pradeep Dahiya has appointed 12 nodal officers to oversee various services provided to residents. "All appointed nodal officers are directed to conduct a weekly review meeting to monitor the progress and address any challenges related to the implementation of these schemes. This will ensure the objectives of the schemes are met efficiently and within the stipulated timelines. The undersigned also reviewed the progress of all schemes, and a separate communication regarding observations and recommendations will be shared shortly," the order read. The appointed officers will assess property tax-related issues such as the status of newly generated property IDs among others. Moreover, they will monitor development projects, particularly those announced by the chief minister, while also supervising door-to-door waste collection operations and road sweeping activities. Additional commissioner Yash Jaluka was designated as the nodal officer to oversee MCG's development initiatives. His responsibilities include monitoring major project preparations, reviewing pending chief minister announcements, and supervising development activities in newly approved colonies. He will also assess requirements for horticulture and cleaning equipment, monitor work allocations on the Haryana Engineering Works Portal (HEWP), track bill payments, and oversee pothole repairs. Moreover, additional commissioner Mahabir Parsad will supervise the city's waste management operations, including door-to-door collection, solid waste processing, and road sweeping activities. He will also ensure proper data updates on the Solid Waste Management (SWM) portal. MCG chief accounts officer Vijay Kumar Singla will handle the review of budget announcements for the 2025-26 fiscal year. Additional commissioner Manish Lohan's appointment as nodal officer covers several key areas. These include overseeing property certificate issuance in Lal Dora, ensuring complete self-certification of committee properties, and addressing public grievances related to property IDs. MCG chief town planner Sanjeev Maan was appointed the nodal officer to review the regularisation of unauthorised colonies. Moreover, chief medical officer Dr Ashish Singla will address problems related to stray cattle in the city. For grievance redress, joint commissioner Vishal Kumar was appointed the nodal officer.
