Amman Municipality Chief: No New Taxes on Buildings and Land - Jordan News

Amman Municipality Chief: No New Taxes on Buildings and Land Amman Municipality Chief, Yousef Al-Shawarbeh, confirmed on Sunday that there will be no new taxes on buildings and land, and no increase in the tax burden on citizens. اضافة اعلان Al-Shawarbeh explained during an interview with Al-Mamlaka that the amendments made to the draft law were purely procedural and focused on the use of technology, establishing clear formulas that enable citizens to calculate their taxes transparently, while minimizing human intervention as much as possible in the tax assessment process. He clarified that the property and land tax is assessed through valuation committees, which visit the sites and determine the nature of the building's use, whether it is a personal residence, leased, commercial, or industrial, depending on its actual use. Al-Shawarbeh added that these committees request supporting documents (evidence) which are used as the basis for estimating the tax, such as rental contracts. He pointed out that these supporting documents were not part of the original law but are only used for estimation purposes. He also mentioned that the new law includes incentives and exemptions that are outlined for the first time, confirming that it provides incentives and exemptions that were not included in the previous law. Furthermore, the Municipality Chief explained that the draft law includes a formula based on land use regulations and the percentage of benefit, in contrast to the previous system where taxes were imposed on the entire area of the land. He confirmed that taxes will only be imposed on the portion of the land that is being used, not on the entire plot, and emphasized that the estimation mechanism has been entirely revised, now relying on neutral and clear formulas for everyone. Al-Shawarbeh pointed out that the "base land price" was adopted as part of the formula, a neutral standard used as the basis for imposing land fees, whether in cases of sale or purchase. He assured that the draft law will not impose any new tax burdens on citizens and will not negatively impact investment, stressing that the procedures will be simpler and will not hinder investment or the real estate market. Al-Shawarbeh denied the circulating information about the new draft law, confirming that it is inaccurate and contradicts what is stated in the law, and emphasized that what is written in Article 12 of the new property and land tax law is not a tax, and that the text has been taken out of context. In a previous meeting, Minister of Local Administration, Walid Al-Masri, confirmed that the 2025 Property and Land Tax Law draft was prepared by the Greater Amman Municipality and the Department of Legislation and Opinion, and it will not lead to an increase in property and land taxes. Al-Masri added during a meeting of the Parliamentary Economic and Investment Committee on Monday, attended by all relevant parties, that the draft law aims to make the formation of committees more governed than the previous law and to ensure that all sectors are represented in the committees. Launch of the Electronic Environmental Inspection System in the Greater Amman Municipality - Jordan News

Launch of the Electronic Environmental Inspection System in the Greater Amman Municipality The Mayor of Greater Amman, Dr. Yousef Al-Shawarbeh, today launched the Electronic Environmental Inspection System in the Greater Amman Municipality. This system aims to improve the quality of services provided to citizens and enhance the efficiency of the Municipality's service departments through the application of the latest technologies in this field. اضافة اعلان The electronic environmental inspection system aims to develop the environmental and service inspection mechanisms within the city of Amman by digitizing procedures and facilitating communication between various concerned departments. It also contributes to faster and more accurate processing of environmental and operational observations, while improving cleanliness and services in the city. Dr. Al-Shawarbeh stated that the system operates through inspectors from the City Services Department, who conduct inspection tours in various areas of Amman to quickly and effectively monitor environmental observations or cleanliness-related issues and the general appearance of the city. The inspectors record these observations electronically and directly, then send them to the relevant department, whether district or service department. This allows the concerned department to quickly address the observations and take appropriate actions. He added that the system contributes to raising the overall satisfaction level of the city's residents through prompt response to observations and efficient resolution, reflecting the commitment of the Greater Amman Municipality to improve the quality of services. This effective response strengthens citizens' trust in the municipality, as they feel the seriousness of the work and the speed of solution implementation. Additionally, the quicker processing of environmental observations reduces their recurrence, which helps improve cleanliness levels and maintain a healthy and sustainable environment for all. He emphasized that this integration between speed of execution and quality of performance contributes to enhancing the relationship between the citizens and the municipality, reflecting the efforts made to achieve a clean environment and high service efficiency. For his part, the Director of the City Services Department, Dr. Ibrahim Al-Habarnah, pointed out that the system aims to improve the efficiency of the inspection process by providing inspectors with more time to monitor observations, rather than returning to the center to manually record reports. It ensures a faster response in providing observations to the concerned departments and enhances the efficiency of responding to them. Additionally, it strengthens coordination and effective collaboration between the departments of the Greater Amman Municipality, such as the City Services Department, regions, and service departments, to ensure more effective implementation of the observations. The system also enables performance analysis by providing accurate analytical and operational reports on the performance of districts and department heads, which helps identify weaknesses and improve service quality, as well as reducing the need for administrative staff.

Amman's Achievements: Reflecting on the Growth and Progress under the Leadership of King Abdullah II - Jordan News

Amman's Achievements: Reflecting on the Growth and Progress under the Leadership of King Abdullah II Amman– Amman has witnessed significant developments, growth, and prosperity since His Majesty King Abdullah II assumed the throne, transforming the city into one of the largest and most stable cities in the region. اضافة اعلان The city's population grew from 2 million in 2004 to 4.2 million in 2015. On this occasion, Amman Greater Municipality Secretary Dr. Yousef Al-Shawarbeh highlighted that the city of Amman expanded its urban area, now comprising 22 administrative districts, hosting 15 universities and around 72 hospitals. This development made Amman a key destination for medical tourism in the Middle East, with 365 hotels, ranking 4th in the region among the most visited cities, surpassing 1 million visitors annually. He further explained that the municipality operates under a comprehensive urban plan developed in 2007, which has won several global awards, including the Global Leadership in Urban Planning Award and the 2007 Asia City Award. The municipality has also implemented numerous projects, such as studies on Northern Amman and the development of Eastern Amman, the Jordan Street, and urban intensification corridors. Significant investments were made in the creation of recreational zones and visionary projects for the future of Amman. In terms of infrastructure, the municipality invested nearly 2 billion Jordanian dinars in infrastructure development, spending around 780 million dinars on land expropriations, and paved over 28 million square meters of new roads at a cost exceeding 310 million dinars. Additionally, 52 bridges and tunnels for vehicles, 130 pedestrian bridges, and stormwater drainage lines were constructed or rehabilitated, totaling an investment of 167 million dinars. The city also saw the creation of 77 new parks and the rehabilitation of 93 others, with major parks like King Abdullah II Gardens and Al-Hussein Gardens being established at a cost of 178 million dinars. The municipality also established the "Amman Vision" investment framework, which includes three companies: "Amman Vision for Transport" (2018), "Amman Vision for Investment and Development" (2020), and "Amman Vision for Waste Treatment and Recycling" (2023). In 2021, the first law for the municipality was issued, granting the city an official legal entity. Furthermore, Al-Shawarbeh noted the transfer of public transportation planning and operation authority to the municipality in 2007. In 2010, the Comprehensive Amman Transport and Traffic Plan (TMMP) was launched, aiming to develop environmentally friendly mass transit models. The "Amman Bus" project was implemented in two phases, with a total of 271 buses operating across 42 routes, alongside the introduction of a rapid bus system offering high-level service. Energy-efficient street lighting using LED units was also implemented, reducing energy consumption by 50%. Amman has focused on water resource management through projects like water harvesting, waste management, and energy-efficient solutions, including the installation of electric and hybrid vehicles in its fleet, and investing 405.6 million dinars in waste management and construction vehicles. The municipality also created the Al-Ghubawi landfill and waste-to-energy plant, capable of processing 23 million tons of waste, generating 4.6 megawatts of electricity. Amman has become the first national institution to offer all its services electronically, reducing the number of visitors to municipal offices by 98.7%. The city has also been recognized internationally, ranking 14th in technology services in 2022, and has received several prestigious awards, including Bloomberg's Global Challenge for City Mayors in 2022 and the 2023 A-List for climate action. Al-Shawarbeh emphasized that Amman has established 42 twinning agreements with other cities worldwide and is a member of various international organizations. The city was also the first Arab capital to submit its voluntary report to the United Nations for the localization of sustainable development goals.
