C'magaluru dist officials directed to clear encroachments, address rain damages

Chikkamagaluru: District in-charge secretary Rajender Kumar Kataria has directed the district administration to remove the encroachments in the Amrit Mahal Kaval area. During a review meeting at the zilla panchayat on Friday, Kataria expressed dissatisfaction over the lack of action despite previous instructions to clear the encroached land. He instructed officials to conduct a joint survey and reclaim the Amrit Mahal Kaval area. He also expressed dissatisfaction over the lack of action against aided schools that scored less than 60% in the SSLC exams. The deputy director of public instructions reported that notices were issued to schools with less than 60% results, and the recognition of 13 aided high schools with less than 50% results is being revoked. Instructions were given to implement a 29-point programme effectively for the 2025-26 SSLC results, he said. Deputy commissioner CN Meena Nagaraj, highlighting the rain damages, said that from June to date, 1,273 electricity poles were damaged due to rain and wind, causing a loss of Rs 2.2 crore to Mescom. The replacement of damaged poles is under way, with specific numbers replaced in various areas. Additionally, 525.4 km of rural roads were damaged, incurring a loss of Rs 2.8 crore. In rural areas, 28 bridges and culverts were damaged, with a loss of Rs 4.40 crore. During the same period, 11 govt school buildings were damaged by rain, causing a loss of Rs 22 lakh. Two primary health centres in Chikkamagaluru taluk were also damaged, with a loss of Rs 4 lakh. Overall, govt building damages resulted in a loss of Rs 26 lakh. Since June, 38 houses were damaged due to rain, with 9 completely damaged and compensation was provided to eight. Gadwal: In a major infrastructure initiative aimed at improving facilities for farmers and laborers, MLA Bandla Krishna Mohan Reddy laid the foundation stone for the construction of CC (Cement Concrete) roads, a drainage system, and a compound wall at the Agricultural Market Yard in Gadwal district headquarters. The total estimated cost of the project is ₹3 crore. A special Bhoomi Puja (groundbreaking ceremony) was performed by the MLA to mark the commencement of these developmental works. Addressing the gathering, MLA Bandla Krishna Mohan Reddy emphasized the need to complete the CC roads, drainage system, and compound wall works promptly, so that the facilities can be made available to the public and farmers without delay. In a show of welfare commitment, the MLA also distributed clothes to porters, hamalis (laborers), and daily wage workers at the market yard. This distribution was conducted under the leadership of the Agricultural Market Yard Chairman and Vice Chairman. Karnataka Revenue Minister Krishna Byre Gowda on Friday said that the construction of new Taluk Administration Buildings (Prajasaudha) in Ponnampet and Kushalnagar in Kodagu district will begin shortly. He was speaking to media persons during his visit to the district. The Minister noted that though the two taluks were created more than 7 years ago, taluk offices have not yet been constructed, and said that the projects for the same would be expedited. The government has sanctioned ₹8.65 crore each for the two buildings, and the tender process has been completed, he added. Mr. Byre Gowda also inspected the proposed sites for the buildings and visited a bridge near Balyamandur. He said that the government was accelerating efforts to scan and digitally preserve original land ownership records across taluk offices to ensure landowners have guaranteed access to their documents. 'Preserving land records and making them accessible at the fingertips of landowners is the core objective of the Land Security Scheme,' said the Minister. The initiative aims to prevent loss, tampering, or forgery of land records, which often leads to disputes, he added. With regard to digitisation of land records, the Minister said that the department has already scanned 33.5 crore pages of land records against the target of completing the scan of 100 crore pages of documents and records across Karnataka. This, he said, would serve as a legal guarantee for land records. Mr. Byre Gowda emphasised the need for strict implementation of recent reforms in the Revenue Department and urged officials to adopt modern technology to deliver citizen services efficiently. On the issue of recurring landslides in Kodagu, the Minister said that the government will allocate ₹50 crore for constructing retaining walls. The funds will be released soon by the Chief Minister, he added. The Minister said full ownership rights would be extended to rightful landowners, and records dating back 30 to 40 years would be rectified where necessary, offering a long-term solution. Kolhapur: Even as the opposition targeted state govt over the death of a 35-year-old contractor from Sangli, deputy chief minister Ajit Pawar and minister for rural water supply Gulabrao Patil on Thursday said govt did not give any contract to him and, thus, was not entitled to pay him. Harshal Patil was found dead hanging from a tree on his farm in Sangli on Wednesday, prompting his family to allege that he was under stress as the payment for work done under the govt's Jal Jeevan Mission was pending. The family claimed a payment of Rs 1.4 crore was due and Harshal also had a loan of Rs 65 lakh. When asked about Harshal's death, Ajit Pawar said in Mumbai, "Govt did not award a contract to Harshal Patil. Govt awarded the work to a contractor, who had a subcontract with Harshal. So, we do not have a direct connection with this. Govt makes payments after the main contractor sends his bills. We do not pay the subcontractor. We are not aware of what happened between the main contractor and the subcontractor." Pawar also said the Jal Jeevan Mission is a central scheme with a 50-50 share of the Union and state govts. "It is unfortunate that a person ended his life. Police are investigating the reason for his death. His (Harshal) phone is being checked to see whom he spoke with before his death. Police are also checking if he left behind a note," the deputy CM added. Minister Gulabrao Patil also said he was told by the Sangli ZP that Harshal was not "associated with any work and, therefore, has no dues with the department." Harshal's relatives and neighbours from Tandulwadi village in Sangli said the minister's statements were like rubbing salt on their wounds. "Two years ago, we did not have water in our taps. Even the children in our village know who did the water supply work. It is because of Harshal that we have water in our taps. The statement by minister Gulabrao Patil that 'Harshal Patil was not a contractor and govt does not have dues' has hurt us," said a neighbour from Tandulwadi. The opposition parties are, however, questioning govt over payments to contractors. Shiv Sena (UBT) MP Sanjay Raut, in a post on X, said, "Many Harshal Patils are dying by suicide daily in Maharashtra. The govt is committing these murders." Speaking to reporters in Pune, NCP (SP) MLA Rohit Pawar claimed contractors have not received payment for the work done with the help of subcontractors for the past year. "Govt kept bills pending. How can one expect the subcontractors to be paid? We want justice for Harshal Patil. It is not a case of suicide but murder by the corrupt system," Rohit Pawar said, adding govt should share details of payments made to contractors till now and the dues.

Nagpur ZP to Build 40 ‘Super Anganwadis' with Uniform Design and Modern Facilities

Nagpur: In a major boost to rural child care infrastructure, 40 new 'super anganwadis' will be constructed in Nagpur district. The Zilla Parishad has granted administrative approval for the project under the District Annual Plan 2024–25 and the 15th Finance Commission. Each anganwadi centre will be built at a cost of ₹19 lakh—significantly higher than the current standard of ₹11.25 lakh. These centres will feature uniform construction, upgraded amenities, and a focus on child-friendly learning environments. "All centres will be identical in terms of colour, design, structure, tiles, and other architectural features. This will bring standardisation and uniformity across centres, making them model institutions," said ZP CEO Vinayak Mahamuni. The project's funding includes ₹4.5 crore under the District Annual Plan for construction, ₹88.59 lakh for electrification (₹25,982 per centre), and ₹1.20 crore for kitchen modernisation (₹2 lakh per centre). Additionally, ₹3.34 crore of unspent funds under the 15th Finance Commission—comprising both restricted and unrestricted grants from 2022–25—has been approved for convergence. The 'Super 40' anganwadis will also be equipped with rainwater harvesting systems, promoting environmental sustainability. These features were approved via a resolution passed in the Administrator's Working Committee meeting held on May 23. Construction responsibilities have been assigned to the executive engineer (Construction), who is tasked with ensuring timely completion and adherence to quality standards. Monthly progress reports will be submitted jointly by the executive engineer and the district programme officer (DPO). The DPO's countersignature will be mandatory for all payments. Notably, these anganwadis will follow the BALA (Building as Learning Aid) model—a concept that transforms physical infrastructure into an interactive learning tool, enriching the educational experience for children. With nearly 150 more anganwadis still needed across the district, officials see this initiative as a crucial first step toward comprehensive improvement. The standardised 'Super 40' centres are expected to serve as reference models for future anganwadi construction, significantly enhancing access to early childhood care and education in rural Nagpur.
