US Envoy to visit Lebanon next week with timeline for Hezbollah disarmament
by Naharnet Newsdesk 18 July 2025, 14:31 U.S. envoy Thomas Barrack is currently holding consultations in New York and will visit Lebanon next week, local al-Joumhouria newspaper said Friday. According to the daily, Israel has told Barrack that it expects Hezbollah to hand over its ballistic and hypersonic missiles before engaging in further discussions. The new U.S. paper would focus, according to the daily, on halting hostilities for a comprehensive and lasting solution to the Lebanese-Israeli conflict. It proposes a timeline for Hezbollah's disarmament. The deadline for the government to announce its plan to disarm Hezbollah is August 1 and the the plan must be completely implemented before the end of November. After the complete disarmament of Hezbollah, the reconstruction of war-hit regions can begin, the daily said. Lebanese leaders who took office in the aftermath of more than a year of hostilities between Israel and Hezbollah have vowed a state monopoly on bearing arms, while demanding Israel comply with a November ceasefire. Israel has warned it will continue to strike until Hezbollah has been disarmed. Barrack's visit next week would be his third. In previous visits the diplomat asked Lebanese leaders to formally commit to disarming Hezbollah and later said he was satisfied by the response of Lebanon's authorities to his request.

Lebanon is still waiting for the U.S. response to its 'dual' response to U.S. envoy Tom Barrack's paper, which according to ministerial sources is not expected to be very imminent, Asharq al-Awsat newspaper said. The U.S. response might 'take some additional days,' the sources added. 'The U.S. side is looking into the Lebanese response, which was not limited to the paper presented by President Joseph Aoun but also included the remarks submitted (separately) by Speaker Nabih Berri,' the sources said. 'Accordingly, it is looking into the differences between the two papers as well as the identical aspects, which might take some time,' the sources added. 'The Lebanese side is still waiting for a phone call from the U.S. ambassador to Beirut, who is supposed to relay the response which is mainly based on the removal of Hezbollah's arms according to what was agreed on in the latest meetings,' the sources went on to say. Lebanese presidential circles meanwhile told al-Joumhouria newspaper that the U.S. will respond to the official Lebanese response and also to "Hezbollah's proposals" at the end of this month. Barrack had said that he was very satisfied by the Lebanese response to the U.S. paper while warning that Lebanon risks being left behind as change sweeps other countries in the region.

US paper 'cannot pass' as it is, Hezbollah sources say

The sources told al-Joumhouria newspaper, in remarks published Friday, that Hezbollah's disarmament cannot happen through the "carrots and sticks" approach or through threats and pressure. U.S. envoy Tom Barrack had told the New York Times that disarming Hezbollah would require "carrots and sticks" and involves the Lebanese Army searching house to house for weapons. The sources said the topic needs time to be discussed and that pressure for a rushed response and a "take-it-or-leave-it" approach will not work. Hezbollah's parliamentary bloc had said Thursday that it is important that the Lebanese response preserves Lebanon's demands, rights and sovereignty and that Israel's withdrawal from the occupied territories in south Lebanon and its commitment to the ceasefire deal are "naturally" required as a first step.

'The viewpoints are all intersecting on what serves Lebanon's interest, which can be certainly secured through halting Israeli attacks and Israel's commitment to the ceasefire agreement, the release of the Lebanese captives and withdrawal from the Lebanese areas it is occupying,' the sources added. A political leader meanwhile told the daily that 'the U.S. paper is not sacred' and is merely 'the beginning of a discussion.' 'The Americans are saying that it is an opportunity for a political solution and our stance is known to be supportive of political solutions. We are approaching it through keenness on Lebanon's interest, which means that Lebanon's interest comes first and that we reject anything that contradicts with this interest,' the political leader added. Asked about Hezbollah's arms, the leader said 'the president has assumed the responsibility of addressing the file of arms in a calm manner.' Informed sources meanwhile told the al-Anbaa news portal of the Progressive Socialist Party that 'things are headed to solutions' and that 'Hezbollah has become convinced that clinging to its arms might bring it harm and make it once again subject to U.S.-backed Israeli strikes.' 'Nothing prevents a repetition of the scenario that was followed with Hamas in the South, Dahieh and Beirut, and accordingly Hezbollah is not willing to engage in a new adventure with Israel,' the sources added. An-Nahar newspaper meanwhile said that Hezbollah 'has not facilitated the mission of the tripartite committee' formed by President Joseph Aoun, Speaker Nabih Berri and PM Nawaf Salam, and that 'the committee received several Hezbollah conditions through Berri's representative that called for rejecting submission to the U.S. and Israeli demands, which at best reflects an intransigent stance.'
