Committee set up to regulate off-campus student housing in Sarawak

SIBU (June 27): A committee has been established to oversee the development of guidelines for off-campus student housing at the four state-owned universities in Sarawak, said Deputy Minister of Education, Innovation, and Talent Development, Datuk Dr Annuar Rapaee. He stressed that the move is aimed at safeguarding the safety and well-being of students residing outside campus grounds. 'As you know, starting next year, the Sarawak government will offer free higher education to all Sarawakians, along with stipends for those who qualify. A portion of these stipends will help students with the cost of renting off-campus housing. 'A committee was formed two weeks ago to oversee the four state-owned universities in coming up with guidelines, which among other things, will specify where students are allowed to rent accommodation, particularly in terms of proximity to the campus. 'We will also come up with a guideline requiring landlords to register with the university student accommodation unit of these four universities. Additionally, personnel from the universities alongside health officers and local authorities will inspect the premises to determine its suitability to be rented out to students. Dr Annuar pointed out that the place must be conducive, safe, and clean before approval can be given by the respective university student accommodation unit. 'In other words, students are permitted to live off-campus, but they cannot rent accommodations freely as they wish. The property owner can rent to students, but they cannot do so directly. They must coordinate with the university and obtain approval to determine if the property can be rented to students,' the Nangka assemblyman emphasized. Towards this end, Dr Annuar extended his condolences to the family of the late Maniishapriet Kaur Akhara, who was found dead in her dormitory room at the Mutiara Ville condominium in Cyberjaya on Tuesday morning (June 24). In response to the incident, he called on all higher education institutions in Sarawak to establish a clear process for managing off-campus student housing. Additionally, students should be required to register these accommodations with the institutions so that their living arrangements are known, he added. 'Are they residing in an area that lacks safety? Or perhaps they are in a location that is quite distant? 'Or are they in a place that is unsuitable, like commercial shop lots? Additionally, are they living in a dorm that is overcrowded?' Dr Annuar stressed that all these factors need consideration because there are local council rules prohibiting the rental of certain shop lots for residential purposes. 'These should not be used as living spaces. There are also guidelines stating that if rented for residential use, the space should not be overcrowded. 'Institutions should be aware of these regulations and must register, keeping a record of where students reside off-campus. This is to prevent any untoward incidents. Over 10,000 expected at Yang di-Pertuan Agong's birthday celebration in Limbang

MIRI (May 29): More than 10,000 visitors from Sarawak, Sabah, Brunei, and the Federal Territory of Labuan are expected to enliven the official celebration of the 17th Yang di-Pertuan Agong's Birthday in Sarawak, which will be held in Limbang from June 11 to June 15. Bintulu's Yayasan Sarawak International Secondary School to be built in Jepak New Township
Datuk Dr Annuar Rapaee KUCHING (May 20): The upcoming Yayasan Sarawak International Secondary School for Bintulu will be established in Jepak New Township, said Deputy Minister for Education, Innovation, and Talent Development Datuk Dr Annuar Rapaee. He said the school will adopt a comprehensive and standardised educational framework aligned with the International General Certificate of Secondary Education (IGCSE) syllabus. He explained that the IGCSE syllabus is adopted by international schools worldwide to ensure quality and sustainability in education, while also reflecting the latest developments in teaching and learning pedagogy. 'Cambridge University will monitor and give feedback mechanisms to assess the effectiveness of teaching and learning periodically following the standards set by them,' he said during the question-and-answer session at the State Legislative Assemblyman (DUN) here today. He was responding to questions from Iskandar Turkee (GPS-Jepak), who had asked the ministry about the new Yayasan Sarawak International School in Bintulu and how the state government would ensure the standard of education and results during the Year 9 checkpoint examination. Dr Annuar said the school will cater to students from Years 7 to 11, with a checkpoint examination for Year 9 known as the Cambridge Checkpoint Year 9 assessment. 'Just last year, the first cohort of students at Yayasan Sarawak International Secondary School Petra Jaya achieved a 100 per cent pass rate in all three subjects – English, Mathematics, and Science. 'The students have delivered an impressive and commendable performance,' he added.

Dr Annuar assures RTP projects involving Nangka longhouses will be completed by Gawai

SIBU (April 21): A total of 16 projects under the Rural Transformation Programme (RTP) 2024 worth RM2.85 million in longhouses across the constituency of Nangka are expected to be completed by this year's Gawai celebrations. These projects include various infrastructure repair and improvement works involving ruai (communal hall), tanju (veranda), roads, ceilings, parking lots, drainage, and public toilets in the longhouses. Deputy Minister of Education, Innovation, and Talent Development, who is also Nangka assemblyman Datuk Dr Annuar Rapaee, assured that despite initial delays, all projects will be completed before Gawai. 'Today, I came to the ground to observe the progress of the RTP 2024 projects. Although they were supposed to be completed last year, we ensure everything will be ready before Gawai,' he told reporters after visiting Rumah Justin today. Dr Annuar further explained that Rumah Justin has received a total allocation of RM600,000 since 2018, covering repairs for the upper and lower communal hall, veranda, and other basic amenities. 'Recently, 12 residential units on the ground floor of the longhouse will be improved to enhance residents' comfort,' he said. Other longhouses that were visited include Rumah Dick, Rumah Bungan, Rumah Marai, Rumah Miskin, Rumah Jok, Rumah Kawau, and Rumah Bongkong. Additionally, Dr Annuar was asked about project implementation based on the Bill of Quantities (BQ) to avoid the need for Change Notices (NOC), which often delay processes. 'Previously, we provided ceilings, but sometimes they were insufficient. So, we had to issue an NOC, which delayed implementation. Now, when implementing agencies propose projects, they prepare estimates, and we approve them immediately. There are no funding shortages, and execution is expedited. I consider this the best approach,' he explained. Meanwhile, Rumah Bongkong, the oldest longhouse in Nangka, is currently undergoing comprehensive renovations involving walls, windows, doors, ceilings, and electrical rewiring. The restoration, costing RM500,000, aims to maintain the traditional identity of the longhouse. 'This longhouse has 19 doors and is the oldest in DUN Nangka.
