BBMP to accelerate SC survey with additional enumerators in key areas
To fast-track the ongoing Scheduled Caste (SC) survey, Bruhat Bengaluru Mahanagara Palike's (BBMP) Chief Commissioner M. Maheshwar Rao has instructed officials to deploy additional enumerators in SC-dominated areas, during a meeting held on Tuesday. The BBMP chief stressed the need for quicker completion of the comprehensive survey and directed officials to work closely with community leaders to identify key localities and assign more personnel accordingly. As of Tuesday, the BBMP had appointed 8,215 enumerators across its eight zones. They have visited 1,31,730 SC households and identified 5,11,594 SC individuals. Data has also been collected from over 28 lakh non-SC households. Among all zones, the East zone has recorded the highest number of SC families covered (30,734) and SC members (1,22,494), supported by 1,505 enumerators. The South zone follows closely in general family coverage, reporting 5,65,178 general families. Meanwhile, Yelahanka has the fewest SC families covered (10,422) and the fewest enumerators assigned (537). Mr. Rao said that some people were still hesitant to participate in the survey. In this regard, he emphasised the importance of community leaders' support and urged them to raise awareness among their people about participating in the survey. He added that special camps are being organised by the BBMP to ensure successful completion of the survey.

Survey of Scheduled Castes: Lack of awareness poses challenge for enumerators
Bengaluru: Field workers conducting caste-based enumeration of Scheduled Castes (SCs) in Bengaluru say they are facing massive challenges, spending three minutes at non-SC households and up to half-an-hour at SC households. The bigger challenge, though, has been technical difficulties with the survey's mobile application and the weather since rain has been pounding the city over the past couple of weeks. The survey, overseen by the Justice HN Nagamohan Das committee , is to allocate internal reservation for SCs but enumerators say citizens don't know why the survey is being conducted and that they spend considerable time explaining its necessity, especially in apartment complexes where lack of communication by associations is rampant. Confirming this, an apartment dweller in Yelahanka zone said that his apartment association circulated a notice informing residents that BBMP officials were conducting a caste census and requested their cooperation. "We were not aware that it was a caste-wise enumeration of SCs," he said. "BBMP officials and the apartment association should inform people about the specific intention of the survey." "Working couples leave home before we reach them and return only after 6.30pm after our day's work is done," she said. "We have attempted two or three times to reach out to such families but were unable to survey them. They can use the third phase, an online self-declaration option, to participate in the survey." Justice Das admitted that the survey had initially faced hurdles. "There was a lack of competent teachers who could collect this data," Justice Das said. "The commission held a meeting with BBMP chief commissioner and zonal commissioners last week. It was decided to deploy anganwadi workers and accredited social health activists (ASHA workers) who are graduates to collect data. After appointing more enumerators, the survey is on in full swing. " Justice Das said, in Bengaluru, 55,027 SC families have been surveyed while enumerators also met 13 lakh non-SC families until Thursday (May 15).

Bengaluru: Within the first five days of BBMP's citywide Scheduled Castes enumeration drive, around 14k SC households and four lakh non-SC households were surveyed across Bengaluru. BBMP chief commissioner Maheshwar Rao, in a review meeting, directed officials to expedite the process and address glaring gaps, especially in areas which reported zero surveys. Rao stated, "This survey is the foundation for inclusive development. We must reach every eligible family and set a benchmark for other cities." He also called for improved training in the mobile app used for data collection and announced a dedicated server and support team to manage technical issues. The survey, which began on May 5, aims to build a robust socio-economic profile of SC communities to inform future policy interventions.

Veerashaiva Mahasabha advice: Lingayats need to provide only name, number for survey
BENGALURU: The powerful Veerashaiva Mahasabha finds itself in a spot of discomfort as the government's contentious Scheduled Caste survey, led by a commission under Justice Nagamohan Das, gathers steam. The commission, which began collecting detailed data on May 5, has set off complaints of confusion, particularly among non-SC communities. Seeking to end the confusion, Mahasabha president and Davangere South MLA Shamanur Shivashankarappa issued a statement, insisting that non-SC citizens, especially Lingayats, only need to provide the name of the family head and total number of family members. 'The list of 44 data points is meant for SC respondents,' he said. 'Citizens caught off-guard' With the Mahasabha ramping up its organizational strength, having held elections in over 150 taluks, Shivashankarappa issued a call to all 178 local units to spread the word that Lingayats are not required to disclose all details to enumerators. Mahasabha secretary Renuka Prasanna reported complaints pouring in from bewildered citizens caught off-guard by surveyors at their doorsteps. 'There is confusion. The commission must issue an immediate clarification,' he urged.

Modi urged to amend Census Act for effective caste enumeration
HYDERABAD Telangana BC Commission former chairman Vakulabharanam Krishna Mohan Rao has urged Prime Minister Narendra Modi to initiate necessary legislative and procedural reforms to ensure the success of the caste census. In an open letter to the Prime Minister on Saturday, Mr. Rao hailed the Centre's decision to include caste enumeration in the next census but pointed out legal shortcomings in the current Census Act of 1948 regarding caste surveys. 'The Census Act, 1948, empowers the central government to conduct the census, but it lacks clarity on the enumeration of specific castes,' he said. Since 1951, only Scheduled Castes (SCs) and Scheduled Tribes (STs) have been enumerated, with no clear legal authority to count other castes, he added. Mr. Rao cited the Socio-Economic and Caste Census in 2011, conducted by the Ministries of Rural Development and Urban Development, which lacked statutory backing, proper classification, and faced data inaccuracies. 'Consequently, the data failed legal scrutiny and was rendered ineffective for policy decisions, resulting in the wastage of significant public funds and effort,' he noted. To avoid similar issues, Mr. Rao underscored the need for explicit legal authority in the Census Act for collecting data on non-SC/ST castes. He suggested several amendments, including, data protection measures to comply with the Right to Privacy judgment (Puttaswamy, 2017), legal stability in line with IR Coelho (2007), statistical data aligning with the principles laid down in Indra Sawhney (1992) to substantiate backwardness, compliance with the Triple Test outlined in Vikas Gawali (2021), and data collection adhering to the Digital Personal Data Protection Act 2023. Mr. Rao stressed that caste census must be followed by statutory reforms.
