Bill tabled to give more clarity on functioning of Greater Bengaluru Authority

The Greater Bengaluru Governance (Amendment) Bill, 2025, was tabled in the Legislative Assembly on Wednesday for providing clarity regarding the functioning of the Greater Bengaluru Authority (GBA) and the relationship between civic authorities in the Greater Bengaluru Area. The Bill said that GBA should discharge the role of coordinator among all the city corporations and other agencies in the Greater Bengaluru Area. The GBA would discharge several functions, including finalisation of its common cadre and recruitment rules, and for the city corporations to submit to the government for approval. The Bill would empower the GBA to make appointments of Group A (junior level) and Group B officers in accordance with the common cadre and recruitment rules. The GBA would also make rules for the chief commissioner of GBA and for the Group C and D posts. The government notified five corporations carved out of the existing city civic limits.

Bengaluru: The Karnataka government has clarified before the High Court that the proposed Greater Bengaluru Authority (GBA) will not be established this year. The administration of the Bruhat Bengaluru Mahanagara Palike (BBMP) will continue until elections are held for the newly planned five municipal corporations. Advocate General K. Shashikiran Shetty made the statement while appearing before the bench of Justice M.I. Arun, which was hearing a petition filed by Munivenkatappa of C.V. Raman Nagar. The petitioner had challenged a notice issued by a BBMP Assis-tant Executive Engineer (AEE) regarding building bylaw petitioner's counsel argued that since the government has already issued a notifi-cation for the creation of the Greater Bengaluru Authority, the BBMP's AEE no longer has the authority to issue such notices, rendering the current notice illegal. However, counsel representing the BBMP countered that until the GBA is formally constituted, the BBMP Act, 2020 remains in force. They cited a government order is-sued on May 15, 2025, confirming that the BBMP retains its full powers, including the authority of AEEs to issue notices.

Bengaluru: Determined to conduct the city's civic body elections under the Greater Bengaluru Authority (GBA) by the end of the calendar year, the state govt Friday notified the draft Greater Bengaluru Governance (Election) Rules, 2025. Unlike the earlier provisions, which required a minimum of 90 days to hold polls after the publication of the delimitation list, the new draft rules allow elections to be conducted within 30 days, relying on the annual electoral roll prepared by the Election Commission of India (ECI). The notification comes a day after the state cabinet approved an amendment to the recently enacted Greater Bengaluru Authority Act. "The original GBA Act mandated that the electoral list for civic polls be prepared by the state election commission. However, since the Karnataka Municipal Corporations (KMC) Act, 1976, already permits the use of the ECI-prepared electoral list, the cabinet approved an amendment to the GBA Act to align with this provision. The change has now been incorporated in the draft rules," said an urban development department (UDD) official. Earlier, the state election commission informed the Supreme Court that it required at least 90 days from the date of publication of reservation and ward delimitation lists to conduct civic polls and flagged delays due to the state govt's failure to notify election rules. Following the cabinet's approval, the draft rules have now been issued," the UDD official added. Under the new rules, the state election commission will not be required to prepare or publish its own voters' list. Instead, it can adopt the voters' roll prepared by the chief electoral officer of Karnataka for assembly and parliamentary elections and use it directly for civic polls. Use of EVMs validated Interestingly, while Congress at the national level has questioned the reliability of electronic voting machines (EVMs), the party's govt in Karnataka has raised no objections to their use in civic polls. Alongside provisions for conducting elections using paper ballots, the draft rules also outline procedures for using EVMs in Chapter 4—mirroring the ECI's existing guidelines on their operation.
