Draft Greater Bengaluru Authority rules allow polls within 30 days of publishing delimitation

Bengaluru: Determined to conduct the city's civic body elections under the Greater Bengaluru Authority (GBA) by the end of the calendar year, the state govt Friday notified the draft Greater Bengaluru Governance (Election) Rules, 2025.
Unlike the earlier provisions, which required a minimum of 90 days to hold polls after the publication of the delimitation list, the new draft rules allow elections to be conducted within 30 days, relying on the annual electoral roll prepared by the Election Commission of India (ECI).
The notification comes a day after the state cabinet approved an amendment to the recently enacted Greater Bengaluru Authority Act.
"The original GBA Act mandated that the electoral list for civic polls be prepared by the state election commission. However, since the Karnataka Municipal Corporations (KMC) Act, 1976, already permits the use of the ECI-prepared electoral list, the cabinet approved an amendment to the GBA Act to align with this provision.
The change has now been incorporated in the draft rules," said an urban development department (UDD) official.
Earlier, the state election commission informed the Supreme Court that it required at least 90 days from the date of publication of reservation and ward delimitation lists to conduct civic polls and flagged delays due to the state govt's failure to notify election rules.

"The apex court directed the state to notify these rules within a week. Following the cabinet's approval, the draft rules have now been issued," the UDD official added.
Under the new rules, the state election commission will not be required to prepare or publish its own voters' list. Instead, it can adopt the voters' roll prepared by the chief electoral officer of Karnataka for assembly and parliamentary elections and use it directly for civic polls.
Use of EVMs validated
Interestingly, while Congress at the national level has questioned the reliability of electronic voting machines (EVMs), the party's govt in Karnataka has raised no objections to their use in civic polls. Alongside provisions for conducting elections using paper ballots, the draft rules also outline procedures for using EVMs in Chapter 4—mirroring the ECI's existing guidelines on their operation.

Speaking to reporters in Nagpur, Pawar said he facilitated a meeting between these people and Congress leader Rahul Gandhi, but the two leaders ultimately dismissed the offer, stating, 'This is not our way'. 'We did not give it the attention it perhaps required. But I still remember — before the Assembly elections were announced, two people came to meet me in Delhi. They told me that Maharashtra has 288 Assembly seats, and out of those, they would guarantee us 160 seats. I was surprised. To be clear, even though they claimed such a guarantee, I had no doubts about the Election Commission. But such people do show up, so I ignored them.' 'I arranged their meeting with Rahul Gandhi. They told him whatever they wanted to. However, both Rahul Gandhi and I felt that we should not pay attention to such things. This is not our path. We decided we would go before the people and find ways to earn their support,' Pawar told reporters in Nagpur. Pawar lauded Rahul Gandhi's recent presentation on alleged polling irregularities and criticised the Election Commission of India (ECI) for seeking a separate affidavit from him. 'The Election Commission is an independent body. Rahul Gandhi said he has already taken an oath in Parliament, so there is no need for a separate affidavit. If the Election Commission still insists on such a thing, that is not right. Rahul Gandhi's allegations need to be probed in depth. The truth must come out. My only point is that the objection was regarding the Election Commission. Then why do BJP leaders or the chief minister need to respond? We want an answer from the Election Commission, not from the BJP,' said Pawar. Referring to the recent INDIA bloc meeting in Delhi, Pawar dismissed speculation over Uddhav Thackeray's seating position, comparing it humorously to movie-goers avoiding the front row. 'First, I must say I have been seeing since yesterday that there is politics over where Uddhav Thackeray was seated in Delhi. When you watch a presentation, you don't sit in the first row just as when you go to watch a movie, you don't sit in the first row, you sit further back. Similarly, I, too, was seated at the back. The point is, you don't sit close to the screen; you keep some distance. Unfortunately, politics is being done over where Uddhav Thackeray was seated,' he said. Hours after Pawar's comments, Maharashtra Chief Minister Devendra Fadnavis said the Opposition has a habit of lying and running away. 'Although Rahul Gandhi has often raised doubts about the EVM machines, Sharad Pawar has never said so. In fact, Sharad Pawar has often taken a clear stand that it is wrong to blame the EVMs. However, now, after Rahul Gandhi's meeting, Sharad Pawar has suddenly started talking about changes in the voting process. Election Commission of India (File Photo) NEW DELHI: The Election Commission of India (ECI) has delisted 334 Registered Unrecognised Political Parties (RUPPs) as part of its ongoing efforts to streamline and clean up the country's electoral system. The decision was announced in a press note issued on Saturday after the Commission reviewed reports and recommendations from the Chief Electoral Officers (CEOs) of various states and union territories. The ECI described this step as part of a 'comprehensive and continuous strategy' to ensure transparency and integrity in the electoral process. According to the ECI, there are currently 6 National Parties, 67 State Parties and 2,854 RUPPs registered in the country. With this latest action, the number of registered RUPPs has come down to 2,520. The Commission stated that guidelines for registration require political parties to contest elections continuously for six years to remain on the list. Following enquiries and show-cause notices, 334 parties were found to be in violation of registration norms. The remaining 11 cases have been referred back for further verification. Press note issued by ECI The delisted parties will now lose eligibility for benefits under Sections 29B and 29C of the RP Act, 1951, as well as relevant provisions of the Income Tax Act, 1961, and the Election Symbols (Reservation and Allotment) Order, 1968. Any party aggrieved by this order can appeal to the Commission within 30 days of the order. EC in January 2024 made it mandatory for RUPPs to attach a declaration with their application for allotment of common poll symbol, confirming that they have filed their contribution reports and annual audit accounts for the last three financial years and election expenditure statement for the last two polls contested. Bengaluru, Aug 9 (UNI) Former Karnataka Assembly Speaker and sitting BJP MP Vishweshwar Hegade Kageri today claimed that Congress leaders, in their criticism of alleged irregularities in the voters' list, were indirectly blaming their own party workers for failing in their election duties. 'Every booth has Booth Level Agents (BLAs) from all parties. Congress leaders -- Rahul Gandhi, Mallikarjun Kharge, Siddaramaiah and DK Shivakumar -- are effectively saying that their BLAs did not perform their duties properly. If there were any discrepancies, these agents — many of them Congress workers — should have flagged them immediately at the booth level,' Kageri told media. Explaining the process, he said voter lists and slips are given to households before polling day through Booth Level Officers (BLOs) and BLAs, with signatures and forms collected for verification. 'We record exactly how many votes were cast and by whom. If irregularities existed, they should have been reported on the spot to the Election Commission (EC) or officials at various levels, not brought up later,' he said. Kageri stressed that neither the BJP nor the Central government had any role in preparing or managing the voter list. 'If the Congress truly wants to establish the facts, they should submit documents to the EC in the format prescribed by its guidelines. The EC will take corrective action if mistakes are found,' he added. Slamming Congress for raising the Bihar election issue nationwide, Kageri termed it an 'unpardonable offence' aimed at creating tension rather than preserving public trust. He alleged the party was 'misleading people through lack of information and misinformation.' Accusing Congress of treating the Election Commission like a political opponent, Kageri said the party had already failed to play a constructive role as the Opposition in Parliament by repeatedly disrupting proceedings. 'Now they are trying to play the same role before the EC,' he said, urging the party to cooperate in ensuring transparent polls and to submit constructive suggestions to the EC or government. Kageri accused Congress of systematically undermining the country's constitutional institutions, alleging that party leader Rahul Gandhi has been creating 'distrust' over the voters' list to discredit the Election Commission. 'Rahul Gandhi has, for months, been trying to sow doubts about our constitutionally established system. Whether it was releasing Karnataka's voters' list in Delhi, including that of Mahadevapura, or making claims about voter data in Bihar, his actions suggest that the very material he uses for political attacks is ending up in other hands,' Kageri told reporters. He alleged that Congress 'has no faith in the Constitution, in Dr. B.R. Ambedkar, or in democratic institutions,' citing the Emergency, press censorship, and judicial interference during the party's past rule. 'From creating doubts about EVMs earlier to now questioning the voters' list, Congress is attempting to weaken public trust in the system,' he said. Defending the Election Commission, Kageri said it was an independent constitutional body working transparently and reliably. 'Our system is not person-centric or leader-directed, as Congress governance used to be. If there are flaws, there are procedures at every level to address them,' he said. Kageri accused the Congress of using the Bihar voters' list issue to stoke suspicion nationwide, motivated by 'fear of losing.' 'They first said EVMs are faulty, now they say the voters' list is flawed — this is a deliberate attempt to undermine democracy,' he remarked. The BJP leader further charged that the Congress government in Karnataka had 'increased corruption, stalled development, misrepresented minority issues, and lost the trust of the people.'
