NIOSH Calls For Enhanced Water Transport Safety Ahead Of VM 2026

KUALA LUMPUR, Aug 13 (Bernama) -- The National Institute of Occupational Safety and Health (NIOSH) has called for enhanced safety measures in water transport and related activities, particularly in the tourism sector, in line with Visit Malaysia 2026 (VM 2026). In a statement today, NIOSH said tourism boat operators and handlers must comply with laws and safety standards. This includes technical requirements under the Merchant Shipping Ordinance 1952 and tourism safety guidelines issued by the Ministry of Tourism, Arts and Culture. 'Various incidents involving water transport, including the capsizing tragedy in Pulau Perhentian that claimed lives and injured several victims on June 28, should serve as a reminder to all parties of the importance of adhering to safety procedures for the wellbeing of passengers, workers and tourism operators,' the statement said. To this end, the agency expressed its readiness to assist relevant parties in complying with related laws and regulations through safety training, compliance audits and the strengthening of risk management systems. NIOSH noted that the Occupational Safety and Health (Amendment) Act 2022, enforced since June 1 last year, requires employers with five or more workers to appoint an occupational safety and health (OSH) coordinator. These coordinators are responsible for assisting employers in complying with OSH legislation and implementing OSH programmes in the workplace. 'In this regard, NIOSH also offers the OSH Coordinator course and various other programmes to help operators meet legal requirements, such as basic OSH and first aid training, which also includes water rescue skills. 'In addition, NIOSH offers an internationally recognised management system known as the 'Adventure Tourism Safety Management Systems' or MS ISO 21101:2022.

'This will serve as proof of meeting basic safety qualifications. It is recognised by SPAN and the National Institute of Occupational Safety and Health (NIOSH).' Introduced by SPAN, the development of the 'water safety passport' module is the result of a collaboration between SPAN and NIOSH. It is supported by water supply and sewerage operators. According to SPAN, the initiative serves as a benchmark for joint efforts to enhance safety awareness and knowledge among workers. The programme is set to be implemented in stages, starting September, 2025, with the development of training modules and a pilot run scheduled for the end of the year. "Each participant, comprising workers in the water services industry, will be awarded a Water Safety Passport after completing the training, as proof of basic safety qualification recognised by SPAN and the National Institute of Occupational Safety and Health (NIOSH),' it said in a statement on Wednesday (Aug 6). The development of the Water Safety Passport module is the result of a collaboration between SPAN and NIOSH, supported by water supply and sewerage operators, aimed at strengthening risk control and safety within the national water services industry. According to SPAN, the initiative serves as a benchmark for joint efforts to enhance safety awareness and knowledge among workers in Malaysia's water services industry. "With the implementation of this programme, SPAN is confident that occupational safety standards in the water industry will be further reinforced, contributing to safer, more efficient and resilient water service delivery,' read the statement. WASHINGTON, Aug. 1, 2025 /PRNewswire/ -- Today, the National Safety Council issued the following statement in response to the U.S. Senate Appropriations Committee's passage of legislation that keeps funding steady for the Occupational Safety and Health Administration (OSHA) and the National Institute for Occupational Safety and Health (NIOSH). The Fiscal Year (FY) 2026 Labor, Health and Human Services, Education, and Related Agencies Appropriations Act, which passed out of committee by a vote of 26-3, maintains FY2026 funding for OSHA at the FY2025 level and slightly increases FY2026 funding for NIOSH over the FY2025 level. The bill now moves to the full Senate. "The National Safety Council applauds the Senate Appropriations Committee on its decisive vote to keep funding steady for OSHA and NIOSH," said Lorraine Martin, CEO of NSC. "We urge the House and full Senate to approve these funding levels, which are necessary to keep America safe at work." The committee's report language accompanying the bill shines a spotlight on several safety issues, including opioid use in the workplace and heat-related injuries. In expressing concern over the prevalence of opioid use in the workplace, the committee cited NSC data showing that while 75% of employers reported seeing opioid use impact their workplace, only 17% reported being well-prepared to address it. The committee encourages the Secretary of Labor to issue guidance to employers on providing opioid overdose reversal medication and training in the workplace.
