Dravidian model govt. focuses on development of all sectors, districts, sections of society: T.N. CM Stalin
Tamil Nadu Chief Minister M.K. Stalin on Wednesday (May 7, 2025) said his government focuses on the development of all sectors, districts, and sections of society, implementing schemes that aim not only to provide monetary benefits but also to achieve social benefits that enhance the quality of life. He also expressed confidence that the DMK will win the 2026 Assembly elections.
'I never said I have done everything in these four years. I still have duties left and schemes to implement, and there is still one more year left in this term. After that, with the support of the people, we will win the next Assembly elections, and the Dravidian model government will continue,' Mr. Stalin said at a function organised to mark the completion of four years of the DMK government led by him.
'I am happy that the people of Tamil Nadu are satisfied that the State stands tall under our Dravidian model government. People are also happy that their grievances are being heard and promptly addressed by this government. Four years ago, on this day [May 7, 2021], I took office as the Chief Minister. Now, I can proudly say I have remained true to the trust that the people of Tamil Nadu placed in me,' he said.
'If we were to list all the achievements of our Dravidian model government, we could make a list of accomplishments. But if I were to list what is absent in our government, it is poverty, famine, inflation, major caste conflicts, religious riots and violence. When this government was formed, we called it a dawn. Because, after being pushed to the margins for 10 years, Tamil Nadu had to be revived. We made a firm resolve to provide a dawn of hope to Tamil Nadu and Tamils. I am saying this with confidence that today, we have ensured the progress of Tamil Nadu many times,' he said.
The Chief Minister also listed out several aspects of the DMK government's flagship initiatives, such as Kalaignar Magalir Urimai Thittam, Magalir Vidiyal Payanam, Chief Minister's Breakfast Scheme, Pudhumai Penn, and Tamil Pudhalvan. 'Several statistics released by the Union government have put Tamil Nadu at the forefront. Our State has been receiving several awards from the Centre. These are not awards for Stalin; these are accolades for the people of Tamil Nadu,' he added.

Centre simplifies GFR rules for procurement of scientific equipment, consumables
New Delhi: In a major step towards the ease of doing research, the General Finance Rules (GFR) have been simplified for procurement of scientific equipment and consumables, said Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology on Saturday. GFRs are the governing financial regulations for the government, outlining procedures for managing public finances. Applicable to Central government ministries, departments, for autonomous bodies with their own approved financial regulations, the GFRs cover aspects like budgeting, procurement, expenditure, and accounting. In a post on social media platform X, Singh noted that the move will enhance autonomy for young researchers. 'Here is a heartening news and a major breakthrough for young aspiring startups, innovators, and researchers: In a landmark step enabling ease of doing research, the GFR rules have been simplified for procurement of scientific equipment and consumables,' Singh said. 'This will reduce delays, also enhance autonomy and flexibility for research institutions -- empowering them to innovate faster,' he added. The MoS also lauded Prime Minister Narendra Modi 'for this transformative reform which will accelerate the technology-driven journey of Viksit Bharat'. An Office Memorandum, dated June 5, permitted Vice-Chancellors, directors of scientific organisations, and academic institutions 'to make non-Government e-Marketplace (GeM) procurement of scientific equipment and consumables'. The order is valid only for departments of Science and Technology; Biotechnology; Scientific and Industrial Research; Atomic Energy; Space; Earth Sciences; Defence Research and Development Organization; Indian Council of Agricultural Research (ICAR), including its affiliated institutions and Universities; Health Research (DHR), including Indian Council of Medical Research; educational and research institutes conducting post-graduate/ doctoral level courses or research, under any Ministry/ Department, the memorandum said. With the simplified rules, the limit of purchase of goods without quotation has been increased from the current Rs. 1,00,000 to Rs. 2,00,000. Similarly, the limit on the purchase of goods by the Purchase Committee has been increased to Rs. 2,00,000 and up to Rs. 25,00,000. For the Limited Tender Enquiry (LTE), the amended limit is up to Rs. 1 crore, while for Advertised Tender Enquiry, the new limit is above Rs. 1 crore, the memorandum said. The amendment is likely to provide greater flexibility to scientific Ministries to import and buy equipment necessary for research.

Section 4 crisis to be resolved soon; will appeal to Centre, SC: Khandre
Bengaluru: Under Section 4 of the Forest Act 1963, the government has the option to abandon the land allocated before the notification, and a special proposal will be submitted to the Centre and the Supreme Court to provide justice to the people who have built houses and are cultivating for 30-40 years after the notification, said Forest, Ecology and Environment Minister Eshwara B Khandre. Presiding over a meeting held with Chikkamagaluru district MLAs and forest and revenue department officials at Vikas Soudha, he said that a request will be submit-ted to the Supreme Court and the Centre to give an alternative to the designated forest with residential areas, patta land, etc. and the land allocated after the Section 4 notification, and to abandon this land from the forest area. In many cases, even though Section 4 has been notified for 60-70 years, Section 17 is still not in effect. After the implementation of the Forest Conservation Act of 1980, it has become difficult to abandon such forests. Therefore, it is imperative to appeal to the Center and the Supreme Court. Chikkamagaluru district is in the Western Ghats and there is a rich forest area here. There is 300-400 acres of land in a single survey number, and there is confusion because there is no joint survey. In this context, he told the officials to conduct a joint survey of forest and revenue land and try to resolve the problem quickly. The survey number in the certificate submitted to the Supreme Court as a deemed forest also includes houses, government schools, government buildings, and land plots. Now that we have finally got the opportunity to submit a report to the Supreme Court, we can submit a petition to the Supreme Court by conducting a proper survey and determining the amount of land eligible for abandonment, and by providing revenue land elsewhere as an alternative and cultivating a forest there, Ishwar Khandre Forest Minister also instructed that the deemed forest certificate, which was al-ready submitted to the Supreme Court in 2022, be uploaded on the department's of-ficial website to make it available to the public. Responding to the request of the MLAs that the current 10 km buffer zone around the bear sanctuary in Arsikere limits of Hassan district is also causing hardship to the farmers of Chikkamagaluru in the border area, the Minister said that a proposal has been submitted to reduce this limit to 1 km. He assured that this problem will be resolved soon. Forest, Ecology and Environment Minister Eshwar B Khandre, who convened a meeting to discuss the problems being faced by the common people due to Section 4 of the Forest Act and the affected forest notification in Chikkamagaluru district, was thanked by MLAs Rajegowda, Thammanna, Nayana Motamma, Srinivas and Anand who participated in the meeting. Muradpur's solar-powered lift irrigation scheme promises lifeline to farmers
Union minister for road transport and highways Nitin Gadkari on Thursday inaugurated the Muradpur lift irrigation scheme powered by floating solar panels , calling it a 'boon for farmers' that will not only improve agriculture but also uplift rural livelihoods in the region. The scheme, implemented at the Vadgaon reservoir on the Vena River in Umred taluka, aims to provide year-round water supply to over 465 acres of farmland using solar energy. Floating solar panels installed in the Rama Dam reservoir will generate enough electricity to power the entire irrigation system, drastically cutting energy costs and enhancing sustainability. Speaking at the inauguration, Gadkari said, "Water is the most critical need for our farmers. Regular supply will not only help in agriculture but also resolve many village-level problems. This solar-powered lift irrigation scheme will enable farmers to take up two to three crops annually and increase their income." The project is particularly significant for the local population, 53 per cent of whom belong to tribal communities. Gadkari noted the region's social, educational, and economic backwardness, stating that the govt is working with the spirit of Pandit Deendayal Upadhyay's Antyodaya philosophy to uplift the last person in society. The event was attended by MP Shyamkumar Barve, MLA Sanjay Meshram, former MLA Sudhir Parwe, local Sarpanch Durga Alam, Deputy Sarpanch Gajanan Gadge, and other dignitaries. Highlighting the scheme's technical details, officials explained that water from the Vadgaon dam is lifted using pumps and transported through MS pipelines to two delivery chambers. From there, 20 HP pumps distribute water to farmlands through drip irrigation. Floating solar panels with a 270 KVA capacity are expected to generate 1,080 units of electricity daily, sufficient to operate all project-related electrical systems without cost. Gadkari urged farmers to form Farmer Producer Companies (FPCs) to maximise the benefits of the scheme. "With modern practices like drone-based spraying and shared machinery, farmers can save Rs 5,000–Rs 6,000 per acre. Technology will boost both yield and profitability," he said. He also announced plans to build a 'Smart Village' nearby, spread over 10 acres with an investment of Rs 100 crore. The project will include 1,000 homes (450 sqft each), concrete roads, and assured lifelong water and electricity, along with a playground and garden. "Around 400 people have already registered for homes," he informed. With sustainable energy, efficient water management, and community-focused development, the Muradpur lift irrigation scheme is expected to set a benchmark in rural transformation through green technology.
