Iranian MP Abolfazl Zohrevand, a member of the Majles National Security and Foreign Policy Committee, stressed the importance of Iran being a threshold nuclear state in a July 9, 2025 episode of Khate Energy on YouTube. He said Iran must be capable of producing as many nuclear bombs as it wants within less than 24 hours, in order to retaliate against enemy actions or threats. Zohrevand said he has always believed Iran needs a form of deterrence.
He went on to say that tactical nuclear weapons are not considered weapons of mass destruction, so Iran can equip its missiles with such weapons. He said he is ideologically and religiously opposed to Iran possessing a nuclear bomb or WMDs, but he insisted that Iran must be in a position to respond to a nuclear attack in the shortest possible time, ideally within 48 hours.

'Cluster munitions are inherently indiscriminate weapons that must never be used. By using such weapons in or near populated residential areas, Iranian forces endangered civilian lives and demonstrated clear disregard for international humanitarian law,' Erika Guevara Rosas, Amnesty International's Senior Director for Research, Advocacy, Policy and Campaigns, was cited in a statement by the rights organization as saying. She further emphasized that the use of the 'inherently indiscriminate weapons' is considered 'a blatant violation of international humanitarian law.' Such weapons could endanger civilians, especially children, due to the risk posed by unexploded submunitions, she stressed. The amnesty report noted that its findings are based on an analysis of recorded footage and media reports of the strikes around Tel Aviv on June 19, 20, and 22. Tensions between Israel and Iran skyrocketed on June 13, when Israel launched airstrikes on Iranian nuclear facilities, killing a number of nuclear scientists and senior military commanders. In response, Tehran launched several waves of missile and drone attacks against Israeli targets. Washington on June 24 brokered a ceasefire to the war.

She said that it is also a call for the death of those who have supported the 'Zionist regime,' as well as death to the presidents, cabinet members, and senators whose hands are 'soiled in the blood of millions of innocent people.' She concluded that right now, the slogan is also specifically a call for the death of U.S. President Donald Trump.

Paris – Amnesty International said on Thursday that Iran fired widely-banned cluster munitions at Israel during a war between the two countries in June, in attacks that endangered civilians. 'Last month, the Iranian forces fired ballistic missiles whose warheads contained submunitions into populated residential areas of Israel,' the human rights group said, citing new research. The organisation said it analysed photos and videos showing cluster munitions that, according to media reports, struck inside the Gush Dan metropolitan area around Tel Aviv on June 19. On top of that, the southern city of Beersheba on June 20 and Rishon LeZion to the south of Tel Aviv on June 22 were also 'struck with ordnance that left multiple impact craters consistent with the submunitions seen in Gush Dan', Amnesty said. 'By using such weapons in or near populated residential areas, Iranian forces endangered civilian lives,' said Erika Guevara Rosas, senior director at Amnesty International. 'Iranian forces' deliberate use of such inherently indiscriminate weapons is a blatant violation of international humanitarian law.' Cluster munitions explode in mid-air and scatter bomblets. Some of them do not explode on impact and can cause casualties over time, particularly among children. Neither Iran nor Israel is among more than a hundred countries that are party to the 2008 Convention on Cluster Munitions, which prohibits the use, transfer, production and storage of cluster bombs. Amnesty said international law 'prohibits the use of inherently indiscriminate weapons, and launching indiscriminate attacks that kill or injure civilians constitutes a war crime'. Israel and Iran fought a 12-day war sparked by an Israeli bombing campaign on June 13. Israel said the strikes were aimed at preventing the Islamic republic from developing a nuclear weapon, an ambition Tehran has consistently denied.
