Parliament panel flags ‘slow pace' in setting up of skill labs in schools
The Standing Committee on Labour, Textiles, and Skill Development, in its report on the MSDE's response to the 2024–25 budget recommendations, has asked the ministry to regularly follow up with relevant agencies to ensure the remaining 336 labs are set up within the next six months.
The committee also asked the MSDE to ensure arrangements for delivery and setting up of equipment for six labs in Arunachal Pradesh and Ladakh, which got delayed due to adverse weather conditions.
Under its flagship scheme – SANKALP (Skill Acquisition and Knowledge Awareness for Livelihood Promotion) – MSDE launched the project in June 2024 to establish two vocational skill labs each in 400 Jawahar Navodaya Vidyalayas (JNVs) and 200 Eklavya Model Residential Schools (EMRSs) in line with the recommendations of National Education Policy (NEP) 2020.
The aim of these labs is to equip students with practical, industry-relevant skills to support their school-to-work transition. A Request for Proposal (RFP) for the supply and installation of equipment was issued by the National Skill Development Corporation (NSDC) on the Government e-Marketplace (GeM) portal in June 2024, and the contract was awarded in September 2024.
The panel has also flagged concerns over the SANKALP scheme, citing underutilisation of funds, low placement rates, and slow progress on key targets.
SANKALP, a World Bank-assisted, centrally sponsored scheme launched in 2018, is aimed at strengthening institutional mechanisms for skill development and enhancing access to quality training across the country.
The parliamentary panel flagged key concerns in the implementation of the SANKALP scheme, noting that nearly ₹760 crore out of the ₹1,980 crore sanctioned remained unutilised, with states like Bihar and West Bengal using just 5% of their allocations, resulting in the completion of only 19 of the 65 projects under the national component.
The panel also criticised the MSDE for poor placement outcomes – only 40% of trained candidates secured jobs, with some districts faring worse. It called for stronger industry linkages and more market-aligned training. The panel also expressed concern over the slow rollout of Skill India International Centres, with just 2 of the 30 centres announced in Budget 2023–24 made operational, and urged the ministry to fast-track the remaining centres within a set timeframe.

Pigeons at centre of heated row in Mumbai: Why Maharashtra govt changed stance
A ban on 'kabutarkhanas' recently sparked uproar in Maharashtra, and Mumbai's Dadar saw restless crowds surrounding the pigeon feeding sites as civic body workers covered the one here with plastic sheets. On Wednesday morning, over a hundred members of the Jain community protested at Dadar.(Raju Shinde/HT) While Maharashtra Chief Minister Devendra Fadnavis now terms the closure "abrupt", it was the state government that had ordered the move on July 4, directing Brihanmumbai Municipal Corporation (BMC) to implement the ban. Days later, the civic body received a direction from the Bombay High Court on July 31 to file cases against people feeding pigeons, saying it caused public nuisance and posed a health hazard. The kabutarkhana in Dadar was draped in plastic sheets thereafter, which a 1,000-strong group, purportedly from the Jain community, tore apart on Wednesday and poured sacks of chana for the pigeons. Why Maha govt banned kabutarkhanas Shiv Sena leader Manisha Kayande took up the issue of kabutarkhanas in the Maharashtra legislative council on July 3, claiming that the act of feeding pigeons posed a danger as the birds' feathers and droppings caused respiratory problems. Minister Uday Samant then presented data and said there were 51 such pigeon-feeding places in Mumbai, adding that directions would be issued to the BMC to immediately shut down the sites. In a written response to a question by Kayande, Deputy Chief Minister Eknath Shinde said unauthorised kabutarkhanas in suburban Santacruz (East), Daulat Nagar and Santacruz (West) have been shut down, reported news agency PTI. Thereafter, action was taken against 142 people for feeding pigeons at 'kabutarkhanas' across Mumbai and a fine of ₹68,700 was recovered from them over 20 days. Opposition to ban on sites The shutting down of pigeon feedings sites in Mumbai did not go down well with the public, who argued that was a cultural and religious tradition, and an act of compassion and charity. The Dadar Kabutarkhana, a grade II heritage structure, was covered in plastic sheets on August 3, and days later, protesters tore it up with knives and other sharp weapons, and fed pigeons there. While many shopkeepers in the area and BMC officials said the mob belonged to the Jain community, the Dadar Kabutarkhana Trust and the Jain community backtracked and claimed they were not responsible for the vandalism. Vijayraj Parmar, chairman of the Shantinathji Maharaj Jain Derasar Trust opposite Dadar Kabutarkhana, alleged that many pigeons were seen dying after the site was shut. Sandeep Doshi, a trustee of the Dadar kabutarkhana, had earlier said, "'With no food and water, the pigeons are growing weak and falling sick. They're squatting out on the road and being killed by vehicles. This is inhumane." Maharashtra govt's changed stance While the Maharashtra government had ordered a ban on kabutarkhanas, as the matter sparked a controversy, Chief Minister Devendra Fadnavis on Tuesday sought to take a more cautious and measured approach. He called the closure of these sites "abrupt" and said it was not advisable, urging the BMC to ensure a "controlled feeding" of the birds. "Saving the lives of pigeons, protecting the environment, and securing citizens' health — all three are important. Until an alternative system is in place, the BMC should continue a regulated and controlled supply of food to the pigeons," news agency PTI quoted him as saying. The exclusion of Tipu Sultan, Haidar Ali, and the Anglo-Mysore wars from the updated NCERT Class 8 Social Science textbook has sparked debate in Parliament. The central government clarified that individual states have the freedom to add content related to regional figures and historical events to their school syllabus. According to media reports, Responding to a question in the Rajya Sabha on Wednesday, Minister of State for Education Jayant Chaudhary said, 'Education being a subject in the Concurrent List of the Constitution and the majority of schools being under the jurisdiction of the State Governments, the respective State Government may adopt or adapt NCERT textbooks or develop their own textbooks based on the National Curriculum Framework. The states have flexibility to provide more coverage about regional personalities and events in their textbooks." Trinamool Congress MP Ritabrata Banerjee raised the question, asking whether the new Class 8 textbook leaves out references to Tipu Sultan, Haidar Ali, and the Anglo-Mysore wars of the 1700s in the chapter on India's colonial history, and sought reasons for their exclusion. NEP 2020 Policy In a written response, Minister Jayant Chaudhary stated that the updated Class 8 Social Science textbook (Part 1) was created based on the guidelines of the National Education Policy (NEP) 2020 and the National Curriculum Framework for School Education (NCFSE) 2023. 'The new textbook comprises four themes: India and the World: Land and the People; Tapestry of the Past; Governance and Democracy; Economic Life Around Us," he added further. Pedagogical approaches in textbooks Jayant Chaudhary said, 'Personalities featured in these themes have been included contextually and in accordance with curricular objectives. The textbook introduces new pedagogical approaches, emphasizes refined classroom practices, and presents a focused syllabus. These textbooks encourage students to explore more through experiential learning, undertake fieldwork, and focus on evidence-based understanding. The approach adopted for the Middle Stage (Grades 6 to 8) is to provide only a broad survey of Indian civilization from prehistoric times all the way to Independence.' The revised textbook, released last month, includes a section on early resistance movements against British colonial rule before the 1857 revolt. It highlights events like the Sannyasi-Fakir rebellion, the Kol uprising, the Santhal rebellion, and several peasant revolts from the 1800s. However, the new edition does not mention the four Anglo-Mysore wars or the resistance led by Tipu Sultan and Haidar Ali against the East India Company — topics that were previously included in the chapter on the expansion of British rule in India.
