The denial of funds for two years has left the students in a lurch. Distribution of orthopaedic equipment for children with disabilities, textbooks, uniforms and travel allowances have been pending for long.
The Union government has not released funds to SSK since the second half of the 2023-24 academic year. No reason has been cited for the delay.
The SSK, however, is conducting therapy for autistic children and other basic activities through funds from the state and local self-governments, sources said. But nearly everything else has come to a standstill.
Fund crunch has crippled many projects, says official
Earlier, the implementation of many centrally sponsored schemes under the National Health Mission were affected in the state, due to a delay in central grants.
The state has been locked in a major dispute with the Union government over the latter insisting on branding of schemes funded by the Centre.
In the case of SSK, non implementation of NEP could be the reason for non-issue of funds, said officials.
'No official reason has been cited for the delay. But as per unofficial communication, fund allocation has been affected due to non-implementation of NEP,' a top education department official told TNIE.
The funds are supposed to move through the PM-SHRI (PM-ScHools for Rising India) scheme, which falls under NEP.
Fund shortage has severely crippled many projects, said SSK officials. 'Inclusive education, RTE entitlements, vocational education projects, learning enhancement activities have all been severely affected due to the lack of funds,' said SSK state project director Supriya A R.
Generally, SSK receives 60% of funds from the centre and the remaining from the state. Even tha payment of salaries to employees is in crisis due to the state's financial situation. Department officials have discussed with the finance minister the allocation of additional funds to provide salary.

Dharwad: Not many people are aware that the has set up Permanent Lok Adalat Courts at six destinations across the state. During this campaign, the judiciary department in association with District Legal Services Authority (DLSA) will organise awareness programmes at five places in each taluk, stated PLA Dharwad court chairman Nagarajappa Kuradakar. Speaking to mediapersons, he stated that all these years, the sitting sessions judge was given additional responsibility of handling the cases and disposing them. However, recognising that this was time-consuming, as the judges sat only once a week to hear cases and the cases continued to pile up, a permanent judge has been appointed to these courts, he informed. The Dharwad PLA has its jurisdiction over seven districts--Ballari, Koppal, Davanagere, Dharwad, Gadag, Uttar Kannada and Haveri and cases related to public utility services can be filed here afresh, he stated. In the last one year, the court has disposed of as many as 726 cases and 479 cases are pending. The verdict delivered here through conciliation cannot be challenged in any other civil courts, the judge said. Another advantage here is that no court fee is charged on the petitioner and the cases are solved amicably. The PLA courts are not bound by CPC (Civil Procedure Code) and Evidence Act, he added. Cases wherein there are discrepencies in public utility services up to Rs one crore compensation can be filed in this court, said Judge Kuradakar. Lok Adalat aims at resolving the pending cases through mediation. Different litigations like the civil cases, criminal cases, motor vehicle accidents, family disputes, labour compensation and others that could be resolved through mediation will be taken up at the Lok Adalats. Arrangements have also been made to resolve the pre-litigation incidents related to the banks, labour act and water and electricity supply at the Lok Adalats.

All govt depts under one roof: Plan on for new secretariat bldg
New Delhi: Expressing displeasure over the dilapidated condition of the office of the department of women and child development at Kashmere Gate ISBT, chief minister Rekha Gupta on Friday said it was time that a new, well-organised and integrated secretariat was constructed in Delhi for all govt departments. A suitable location will be identified where the new Delhi secretariat can be set up, enabling all departments to function under one roof, she added. Gupta made the statement at the launch of the 'Delhi Ko Koode Se Azaadi' campaign from the premises of the WCD department. "It is shocking to think how these officials, who are entrusted with ensuring good governance in Delhi, can work effectively in such deplorable circumstances. The ceilings are leaking, the furniture is broken, there are no proper chairs to sit on, cupboards are damaged, and the fans are in such poor condition that they could fall at any moment," she observed. MCD launches citywide cleanliness campaign Over 15 major garbage-prone points across eight wards of south Delhi were cleaned as part of the civic body's mega sanitation campaign.
