PLA court disposes 726 cases; To hold 30-day campaign

Dharwad: Not many people are aware that the
has set up Permanent Lok Adalat Courts at six destinations across the state. Importantly, permanent district sessions judges have been appointed to dispose of the cases speedily through PLA courts.

In a bid to educate the public on the merits of these PLA courts and for speedy disposal of cases, a 30-day campaign has been launched.
During this campaign, the judiciary department in association with District Legal Services Authority (DLSA) will organise awareness programmes at five places in each taluk, stated PLA Dharwad court chairman Nagarajappa Kuradakar.
Speaking to mediapersons, he stated that all these years, the sitting sessions judge was given additional responsibility of handling the cases and disposing them.
However, recognising that this was time-consuming, as the judges sat only once a week to hear cases and the cases continued to pile up, a permanent judge has been appointed to these courts, he informed.
The Dharwad PLA has its jurisdiction over seven districts--Ballari, Koppal, Davanagere, Dharwad, Gadag, Uttar Kannada and Haveri and cases related to public utility services can be filed here afresh, he stated.
In the last one year, the court has disposed of as many as 726 cases and 479 cases are pending.
The verdict delivered here through conciliation cannot be challenged in any other civil courts, the judge said. Another advantage here is that no court fee is charged on the petitioner and the cases are solved amicably. The PLA courts are not bound by CPC (Civil Procedure Code) and Evidence Act, he added.
Cases wherein there are discrepencies in public utility services up to Rs one crore compensation can be filed in this court, said Judge Kuradakar.

National Lok Adalat
DLSA member-secretary and senior civil judge PF Doddmani stated that the courts in dharwad district will be holding National Lok Adalat on Sept 13. Lok Adalat aims at resolving the pending cases through mediation. Different litigations like the civil cases, criminal cases, motor vehicle accidents, family disputes, labour compensation and others that could be resolved through mediation will be taken up at the Lok Adalats.
Arrangements have also been made to resolve the pre-litigation incidents related to the banks, labour act and water and electricity supply at the Lok Adalats.

Porvorim: Chief minister Pramod Sawant on Monday agreed to review PWD contracts or tenders where work was awarded to contractors who quoted more than 20% below the estimated costs. He reassured the assembly that govt will ensure that the quality will not be compromised. MLAs, including from BJP, said work quality is likely to be affected, thus leading to sub-standard works. BJP MLA Nilesh Cabral moved a calling attention motion demanding that the CM outline steps to address the concerns. 'I will check all the tenders that have come out since the circular was issued. I will revisit all the contracts issued,' said Sawant. The PWD issued a circular on May 26 saying that all tenders floated by the department from June 1 would no longer reject bids which were more than 20% below the cost estimated by the department. The circular says the contractor can submit his lowest offer, a trend GFP MLA Vijai Sardesai described as a race to the bottom. BJP MLA Govind Gaude urged Sawant to withdraw the circular and set a lower limit of 10% for bids. Sawant said that to ensure quality for all road and infrastructure works worth over Rs 50 lakhs, a third-party agency would conduct a quality audit. While earlier, RITES was tasked with monitoring the quality of the works, the PWD has now appointed a new agency since it was unhappy with RITES' performance. For works worth up to Rs 50 lakh, PWD's works division XI, which handles quality control, ensures that all the works taken up by the department meet quality standards. However, MLAs disagreed with Sawant's assurances.

Porvorim: Power minister Ramkrishna 'Sudin' Dhavalikar said on Monday that there's been no progress on the inquiry into the alleged Rs 145-crore failed aerial bunch cabling project. Responding to Mormugao MLA Sankalp Amonkar in a written reply, Dhavalikar said a committee to inquire into the project was constituted on Oct 27, 2023, but hasn't met yet. Due to transfers of officers who were part of the committee, a proposal for reconstitution of the committee was forwarded, he said. 'As the chief secretary was holding charge as power secretary, it was approved on May 20 that the health secretary is to be included as the third member. Now that there is a change in the chief secretary and power secretary, a new committee needs to be constituted,' he said. State govt had launched the aerial bunch cabling project in 2017 to resolve the issue of frequent power cuts in remote areas where underground cabling was not possible.
