Russia and Iran are grooming children and convincing them to carry out attacks in the UK as part of a sophisticated proxy network, according to Scotland Yard officials
British children are being groomed by Russian and Iranian spies to help carry out state-backed attacks in the UK, senior counter-terror officers have warned.

The hostile states are targeting youngsters online in an attempt to use them as "proxies" to carry out criminal activity, Scotland Yard said on Tuesday. Deputy Assistant Commissioner Vicki Evans told journalists: "Ultimately we have children and adults in these environments, particularly online environments, where they can easily be targeted, be groomed into conversations into tasking, some might be disenfranchised and be looking for something The message to people like parents and teachers is be vigilant, understand the risk that exists in these spaces, talk, educate, report your concerns, that helps us to protect people."


Commander Dominic Murphy said his officers had arrested at least one youngster in their "mid-teens" amid a "long-term trend" of hostile states carrying out attacks in the UK. Ms Evans revealed there has been a five-fold increase in state-sponsored incidents since 2018, adding that it was "highly likely we will continue to see growth in this area".
She warned that the rising threat was due to the "erosion of a rule-based international order" and "great international instability". It comes after Dylan Earl, a small-time drug dealer from Leicestershire, was convicted of plotting to set fire to a London warehouse containing communications equipment destined for Ukraine.
Earl was working for the Wagner Group, the mercenary unit controlled by the Russian state. Jakeem Rose, 23, Ugnius Asmena, 20, and Nii Mensah, 23, were convicted last week at the Old Bailey of aggravated arson with intent to endanger life after the blaze at the unit, which sent aid and internet satellite equipment to Ukraine.

The attack was orchestrated by Earl, 20, and Jake Reeves, 23, who admitted aggravated arson on behalf of the Wagner Group. Ms Evans said a fifth of British counter-terror policing is now dedicated to battling a surge of state-backed threats.
She told reporters that the fact she was hosting the first Met Police press briefing on the danger posed by hostile foreign nations was a reflection on the 'scale and intensity" of the threat. The majority of the attacks are coming from China, Russia and Iran with a number of cases due to come before British courts in the coming months.
Mr Murphy said: "The volume of those arrested have continued to grow at a rate that I'm not sure any of us predicted." The officer has previously warned that state-backed espionage in Britain is at its worst since the Cold War.
He said on Tuesday: "Iran really does continue to pose a very real physical threat to individuals in this country." Ken McCallum, the head of MI5, said in October that authorities had stopped 20 state-backed plots hatched by Iran in the UK since 2022.
Mr McCallum warned of an 'unprecedented pace and scale' of plots posing 'potentially lethal threats' to British citizens. Iran was the first foreign power to be listed on the enhanced tier of the foreign influence registration scheme (Firs), aimed at protecting the UK from malign foreign influence.

They were not asked to enter pleas to causing grievous bodily harm with intent after the court heard there were issues with legal representation. The court was also told there is an eighth defendant whose case could be joined to that of the seven men. Judge Gregory Perrins remanded the seven defendants in custody ahead of an adjourned plea hearing on August 1, with a provisional trial date set for January 5 next year. The defendants were taking part in a protest outside the Iranian embassy against the current regime in Tehran, Westminster Magistrates' Court heard previously. An Iranian flag was placed on the ground and one man 'knelt and kissed that flag before running off with it' and was attacked, the court heard. The victim was said to have suffered serious injuries including broken ribs, a broken ankle and a suspected bleed on the brain.

Reform UK will aim to halve crime in five years if the party gets into government, Nigel Farage has announced, as he estimated a £17.4 billion bill to achieve it. Proposals to recruit more police officers and create new prison places contribute to the estimated £3.48 billion annual bill for the party's plans on crime and justice. Speaking at a press conference in Westminster on Monday, Mr Farage said: 'Reform will be the toughest party on law and order and on crime that this country has ever seen. 'We will aim to cut crime by half in the first five years of Reform government. We will take back control of our streets. We will take back control of our courts, of our prisons. 'If you're a criminal, I am putting you on notice today that from 2029 or whenever that may be, either you obey the law or you will face very serious justice,' he added. Documents handed out at Monday's press conference show that the party estimate a £17.4 billion cost over the course of a five year parliament for their plans, with a £3.48 billion annual cost. Plans to recruit 30,000 more police officers take up the biggest chunk of this bill, estimated at £10.5 billion overall. Mr Farage has pledged 12,400 new prison places on MoD land at a cost of £5 billion, and five new 'Nightingale Prisons' to be built with the assistance of the Army. He also wants to see more than 10,000 more prison places freed up by deporting foreign criminals to their country of origin through bilateral agreements, and Mr Farage claimed he was 'in conversation with Edi Rama', the Albanian prime minister over prisoners. A Scottish teenager who died after plunging from the third floor at Ibiza Rocks Hotel has been named as an ice hockey player from Dundee. ‌ Gary Kelly, 19, died instantly in the fall at the same four-star hotel where Evan Thompson, from Aberdeen, lost his life just a fortnight ago. ‌ Two ambulances were sent to the scene but paramedics say there was nothing they could do to save him. ‌ The tragedy occurred in the early hours of Monday morning and the Civil Guard confirmed that he was a British national. Gary's family have been left heartbroken following the news and tributes have been paid on social media. Kharis Kelly wrote: Our hearts are shattered beyond words. ‌ "Our handsome boy has gone to the other side, Absolutely no words. "We are asking everyone to respect our privacy as a family while we try to navigate through this tragic news "You'll forever be our boy Gary, Sleep tight." ‌ Gary, who played ice hockey for both Dundee Stars and Aberdeen Lynx last season, has been remembered as a 'hugely talented and charismatic individual'. A statement from Dundee Stars said: 'We are truly devastated to learn that Gary Kelly has tragically passed away. 'We send our thoughts and condolences to Gary's family, partner, and all his friends at this extremely difficult time. ‌ 'Everyone at the club including players, staff, management, and ownership are heartbroken to hear this tragic news. 'Gary was a hugely talented and charismatic individual who had a great future ahead of him. 'His loss will impact many in the ice hockey community and beyond. He will be sadly missed. ‌ 'We respect and support the family's request for privacy at this extremely difficult time.' Officers confirmed in a statement that they were called to the scene at around 12.40am and a probe has been launched following the latest death at the hotel. A spokesman for the Civil Guard added: 'The fall could be accidental based on the early information obtained from cameras but as part of the investigation possible witnesses will need to be located and interviewed. The results of the post-mortem will also be important to the investigation.' ‌ In the days after Evan's death his loved ones raised questions about safety and blasted the hotel where he died over the way the situation was handled. Evan's sister Teila said: "Ibiza is known for its partying and it just stuns me that they don't have higher safety precautions. Pray nobody else suffers. And, once it did happen, the hotel's response was just completely heartbreaking; almost as if it never happened. I pray no other family has to go through this." Friends who were with Evan also claimed the hotel resumed normal operations just 90 minutes after his death. ‌ On Monday, bosses at Ibiza Rocks said they were "deeply shocked and devastated" following the latest tragedy as they suspended all events at the hotel. A spokesperson said: "Our priority is to support those affected and their loved ones during this incredibly difficult time, and to fully assist the authorities with their investigations. "The safety and wellbeing of our guests has, and always will remain, our highest priority. Given the seriousness of the situation and out of respect for those involved, we believe it is right to pause our advertised events programme at this time." ‌ Dizzee Rascal was scheduled to play at the hotel on Wednesday, July 23, as part of the venue's '20th birthday celebrations', while Rudimental were set to play on July 30. Locals living nearby have complained about noise from parties and guests getting drunk. Ibiza news website Noudiari, reporting on the latest death, said: "This hotel has been the scene of multiple incidents and deaths in recent years, some of them related to balconing, and the consumption of narcotic substances. ‌ "The situation has generated concern among neighbours, who have complained about this situation, as well as the noise and insecurity that the establishment generates in the neighbourhood. 'This latest incident adds to a worrying statistic that has led some people to refer to Ibiza Rocks as the 'Death Hotel'." Last Monday a 25-year-old British tourist died in hospital from injuries he sustained in a fall from a supermarket car park in San Antonio the previous day. He was rushed to an intensive care unit at a private island hospital following the incident but the Nuestra Senora del Rosario Polyclinic confirmed he had succumbed to his injuries.
