
Airport workers, others seek SC help vs. NAIA concession agreement
Airport workers, civic organizations, and non-government groups on Tuesday asked the Supreme Court (SC) to declare the Ninoy Aquino International Airport (NAIA) Public-Private Partnership (PPP) project as unconstitutional due to the increase of airport-related fees.
Through the PPP project, the management of the airport was transferred to the San Miguel-led New NAIA Infra Corporation (NNIC).
In their 37-page petition, they also asked the SC to issue a temporary restraining order and a writ of preliminary injunction to prevent the respondents from enforcing the Manila International Airport Authority Administrative Order No. 1 Series of 2024, which granted NNIC charge and collect airport-related fees.
The petitioners also asked the SC to declare the said MIAA administrative order unconstitutional, illegal, void, and of no effect.
'Kapag hindi na nakaya ng kanilang mga kumpanya ang mga upa diyan, magbabawas ng tao diyan. 'Yan ang cause and effect niyan,' petitioner and Pagkakaisa ng mga Users, Stakeholders, at Obrero ng NAIA or PUSO ng NAIA head secretariat Romeo Sauler said.
(When their companies can no longer afford the rent there, they will reduce their workforce there. That is the cause and effect of it.)
Sauler believes that even the public will be affected by the project.
'Definitely,' he said.
MRO providers
'Saan babawiin ng mga airline companies or mga MRO (Maintenance, Repair, and Overhaul services) provider 'yang kanilang babayad sa upa. Di ba? So kami, ang sa amin, hindi lang ito para sa mga manggagawa o negosyo na nasa paligid ng airport kung hindi sa mamamayang Pilipino in general,' he added.

Terminal fee
According to the petitioners, the domestic passenger service charge or terminal fee is expected to increase from P200 to 390 while the international passenger service charge is expected to increase from P550 to P950. — BAP, GMA Integrated News

Gov't contractors prohibited from contributing funds to candidates — Comelec
Contractors in government projects are prohibited from contributing funds to candidates, the Commission on Elections (Comelec) said Thursday. Interviewed on GMA Integrated News' Unang Balita, Comelec chairperson George Garcia said this is a violation of the Section 95 (c) under the Omnibus Election Code. Article Xi of the Omnibus Election Code states: "SECTION 95. Prohibited contributions. – No contribution for purposes of partisan political activity shall be made directly or indirectly by any of the following:" "(c) Natural and juridical persons who hold contracts or sub-contracts to supply the government or any of its divisions, subdivisions or instrumentalities, with goods or services or to perform construction or other works." 'Sila ay bawal mag-contribute sa isang kandidato yun pong mga contractors ng pamahalaan at kahit na anong political subdivision o kung sinuman yung may kontrata sa pamahalaan lalo na po kung ito ay public works,' he said. (Those government contractors are not allowed to contribute to a candidate and any political subdivision or anyone who has a contract with the government, especially if it is public works.) 'Election offense po ito na may isa hanggang anim na taon na pagkakakulong at maaari rin pong maging dahilan ng pagkakakansela po ng mga lisensya o permit noong atin pong mga kumpanya na ito,' he added. (This is an election offense that carries a one to six year prison sentence and can also be a reason for the cancellation of the licenses or permits of the companies.) Marcos inks Judicial Fiscal Autonomy Act
President Ferdinand 'Bongbong' Marcos Jr. on Thursday signed into law the measure defining the scope and extent of the judiciary's fiscal autonomy. The ceremonial signing was held at the Malacañang Palace. Section 2 of 'The Judiciary Fiscal Autonomy Act' indicates the policy of the State to affirm and strengthen the Constitutional mandate and powers of the Judiciary as a co-equal branch of government. To this end, the State affirms and strengthens the fiscal autonomy of the Judiciary enshrined in the Constitution, which declares that the appropriations for the Judiciary may not be reduced below the amount appropriated for the previous year and, after approval by Congress, shall be automatically and regularly released. Under the law, the Supreme Court shall submit to the Department of Budget and Management (DBM) the annual budget proposal for the Judiciary, detailing its budget of expenditures and sources of financing (BESP), and reflecting total revenues and expenses. The law further indicated that the original budget proposal prepared by the Supreme Court shall be included as an attachment to the National Expenditure Program (NEP); Provided, that the DBM may submit its comments and recommendations thereon. The law authorized the Chief Justice to augment any item for the Judiciary in the general appropriations law savings in other items appropriated for the Judiciary. Through an en banc resolution, the Chief Justice may modify the allotment within the same activity or project: (1) from one allotment class to another, except capital outlays; or (2) from one operating unit to another. Under the law, the DBM shall automatically release to the High Tribunal, without need for any request, the monthly cash requirements of the Judiciary or one-twelfth (1/12) of the total budgetary support. These releases shall not be conditioned on approved work and financial plans or any other financial report, according to the law. For its part, the Supreme Court shall submit quarterly accomplishment and financial reports to the President and to Congress. The Supreme Court welcomed the signing of the law, saying that this will allow the High Tribunal to submit its original budget proposal directly to Congress and ensure that its monthly cash requirements will be released. All revenues and expenditures of the Judiciary, including those from the newly established Judiciary Trust Fund, will remain subject to post-audit by the Commission on Audit. —VAL, GMA Integrated News
