House panel questions ‘perpetual' highway tolls, seeks removal after cost recovery

Tolls on national highways continuing in perpetuity should be reduced or scrapped once capital and maintenance costs are recovered, the Public Accounts Committee (PAC) recommended in its report tabled before Parliament on Tuesday (August 12, 2025). It also proposed a tariff authority for toll determination to ensure fairness.
The PAC, under the chairmanship of Congress MP K.C. Venugopal, has proposed a technology-driven, and transparent mechanism for automatic toll refund or waiver where highways are under maintenance or unfit.
'The committee desires that toll collection on any highway stretch must be rationalised and substantially reduced once capital and routine maintenance costs have been recovered. Any continuation of tolls beyond this point should be permitted only if clearly justified and approved by the proposed independent oversight authority,' the report recommends.
Such a mechanism will safeguard user interest and uphold the principle of equity in public infrastructure usage, it states.
Toll charges on National Highways have been based on rates set in 2008 with an annual 3% increase. The concept of perpetual tolling began with a 2008 amendment allowing toll collection to continue even after project costs are recovered. This was further formalised in the 2023 fee rules amendment, which explicitly permits tolling beyond the concession period. After a Build Operate Toll project's concession ends, the asset transfers to the National Highways Authority of India (NHAI) and operates as a publicly funded toll plaza, with revenues going to the Consolidated Fund of India.
Although toll rates are annually revised using a fixed increment combined with partial Wholesale Price Index adjustment, the committee notes there is no independent mechanism to assess if toll charges fairly reflect actual operation, maintenance costs, or future service needs.
The PAC has proposed that the Ministry of Road Transport and Highways (MoRTH) establish a tariff authority on the lines of the Airports Economic Regulatory Authority (AERA) in the civil aviation sector. 'This authority should be mandated to review and determine periodicity of toll revisions that are based on certain parameters,' it suggests. Such a move would also ensure transparency and fairness in toll fixation, collection, and regulation.
Calls for refund
It has also demanded that road users be refunded toll where road works are underway and users are unable to access highways as 'toll is meant to be charged only when the road is fully developed, safe, and usable as per approved standards. However, toll is being collected even when the road is incomplete or under expansion, or when lanes are closed due to ongoing widening, upgradation, or maintenance works. This implies that the road user is not getting the full benefit for which the toll is being paid.'
The PAC has also said that the MoRTH and the NHAI establish a technology-driven, and transparent mechanism for automatic toll refund or waiver in such cases, adding that such a system should be integrated with the electronic FASTag system.
On FASTag, the committee says though their adoption has been widespread, there is still congestion on highways because of failed readings by scanners at toll plazas, and recommended on-site facilities for users to recharge, purchase, or replace FASTags. It says effective toll management must also include real-time monitoring and data-driven decisions and therefore, the NHAI must develop a real-time toll plaza performance dashboard integrating live traffic flows, queue lengths, lane-wise usage, and estimated waiting times.

NEW DELHI: The government has launched a nationwide survey to update India's key economic indicators, including the Wholesale Price Index (WPI), introduce a Producer Price Index (PPI) for the first time, and revise the Index of Industrial Production (IIP) to the 2022-23 base year. The move aims to make inflation and industrial output measures more representative of today's manufacturing sector. A producer price index typically tracks prices received by services providers or manufacturers, even before their goods reach the wholesale market. The Ministry of Commerce and Industry, in an official order issued late Wednesday, said the exercise will begin this month. Data for the new series will be compiled retrospectively from April 2022, while the current WPI, based on 2011-12, will continue until the transition is complete. Under the Collection of Statistics Act, 2008 (as amended in 2017 and through the Jan Vishwas Act, 2023), the National Statistical Office's Field Operations Division (NSO-FOD) has been empowered to conduct the survey. Twenty-six Statistics Officers will lead regional offices, supported by officials authorized to inspect GST invoices, e-way bills, balance sheets, and other records to verify submissions. 'The drive will cover all states and union territories, targeting organised manufacturing establishments engaged in activities such as manufacturing, repair, gas and water supply, and cold storage,' it said. Owners or managers of factories or establishments registered under laws such as the Factories Act, Companies Act, Shops and Commercial Establishments Act, and other statutory bodies can be asked to provide data. If separate details for each unit are unavailable, combined information for all units under the same management in a state or union territory can be submitted. The Office of the Economic Adviser in the Department for Promotion of Industry and Internal Trade (DPIIT) will process and disseminate the data. Statistics Officers can give respondents up to a month, or a period deemed suitable, to submit information, including via an online portal. Enforcement provisions include adjudicating officers who can impose penalties for non-compliance, and an appellate authority for grievance redressal. 'Our manufacturing sector has evolved significantly in the past decade, and without such an update, key economic indicators risk becoming outdated. This step should help India match international statistical standards,' said Arun Kumar Garodia, immediate past chairman of the Engineering Export Promotion Council (EEPC) and managing director of Corona Steel Industry Pvt Ltd.

FASTag Annual Toll Pass 2025 Overview: The FASTag-based annual pass system for private vehicles will launch on Friday (August 15), aiming to provide seamless and cost-effective travel across National Highways (NHs) nationwide. So far, this pass has been available only for non-commercial vehicles, including cars, vans, etc. The move will further transform hassle-free highway travel in the country. The FASTag system was first introduced in 2014 as part of the National Electronic Toll Collection (NETC) framework. The system uses Radio Frequency Identification (RFID) technology to enable cashless toll payments and reduce bottlenecks at toll plazas. In a written statement to Rajya Sabha during the Monsoon Session, Union Minister Nitin Gadkari said that vehicle owners are likely to save money due to this move. '…[B]esides reducing congestion at fee plazas, the actual savings for vehicle owners and the government's revenue growth will depend on several factors including actual usage of vehicles and fee plaza crossings made in a year,' Gadkari added. As per the Gazette Notification, a person who owns a mechanical vehicle registered for non-commercial purpose, having a valid and functional FASTag, shall be eligible to obtain a pass on payment of fee of Rs 3,000. This pass will be valid for one year, or for 200 crossings through any fee plaza on a national highway, whichever is earlier, irrespective of the fee charged at each fee plaza. The Annual Pass cannot be issued on FASTags registered only with a chassis number. One must update the Vehicle Registration Number (VRN) to activate the Annual Pass. One needs to submit the following documents along with the application for FASTag: FASTag can be purchased from Offline as well as Online mode. For Online, the NHAI FASTag can be purchased from e-commerce websites. It can also be purchased from bank portals such as Paytm Payments Bank, ICICI Bank, HDFC Bank, etc. The Annual Pass can be activated only on the Rajmargyatra mobile application and NHAI website. It will be activated after verifying the eligibility of the vehicle and the associated FASTag. Upon successful verification, the user must make a payment of Rs 3,000 for the base year 2025–26 through the Rajmargyatra mobile application or the NHAI website. Once the payment is confirmed, the Annual Pass will be activated on the registered FASTag normally within two hours. The Annual Pass is valid for one year from the date of activation or 200 transactions (trips), whichever comes first. Once the Annual Pass completes either 200 trips or one year from the date of activation, it will automatically revert to a regular FASTag. To continue using the Annual Pass benefits, the user will need to re-activate the Annual Pass to get 200 trips/one year validity. The Ministry of Road Transport and Highways (MoRTH), National Highways Authority of India (NHAI), and Indian Highways Management Company Ltd. (IHMCL) have launched the 1033 helpline number to address NETC FASTag complaints at toll plazas. No. You do not need to purchase a new FASTag . The Annual Pass can be activated on your existing FASTag, provided it meets the eligibility criteria (i.e., it is properly affixed on the vehicle's windshield, linked to a valid Vehicle Registration Number, not blacklisted etc). It is valid only at National Highway (NH) and National Expressway (NE) fee plazas. At fee plazas on Expressways, State Highways (SH), etc. managed by State Governments or local bodies, parkings etc the FASTag will operate as a regular FASTag, and applicable user fee charges may apply. No. The Annual Pass is applicable only for private non-commercial Car/Jeep/Van after checking through VAHAN database. Use in any commercial vehicle will result in immediate deactivation without notice. No. The pass is non-transferable and is valid only for the vehicle on which the FASTag is affixed and registered. Using it on another vehicle will lead to deactivation. Yes. The Annual Pass will be activated only on FASTags properly affixed to the windshield of the registered vehicle. Yes. By activating the Annual Pass, you consent to allow Rajmargyatra to retrieve your registered mobile number from the issuing bank for the purpose of sending SMS alerts and other mode of communications. The Annual Pass is not mandatory, existing FASTag ecosystem will continue to operate as is. Users who do not opt for the Annual Pass can continue to use their FASTag for regular transactions as per applicable user fee rates at fee plazas.
