Plea to establish National Centre for Ageing in all districts in Tamil Nadu

The Madurai Bench of the Madras High Court on Tuesday ordered notice to the Centre and the State on the public interest litigation petition that sought a direction to the Centre to establish National Centre for Ageing in all districts in Tamil Nadu.
A Division Bench of Justices S.M. Subramaniam and A.D. Maria Clete observed that it was the duty of the State to protect the life of senior citizens.
The senior citizens who are in vulnerable conditions are being targeted. Adequate implementation of schemes to protect the senior citizens is required and is the Constitutional obligation of the State.
In order to evolve a procedure, the Centre and the State should respond, the court observed.
The court suo motu impleaded the Secretary of the Department of Social Justice and Empowerment under the Ministry of Social Justice and Empowerment and the Secretary of the Tamil Nadu Social Welfare Department. The court sought response from the Centre and the State and adjourned the hearing in the case by two weeks.
The court was hearing the petition filed by K.K. Ramesh of Madurai. The petitioner said parents were being ignored by their own children. The elderly were being disrespected. The number of old age homes had increased.
There are complaints that some old age homes charge high fees and do not take care of the elderly. This is causing difficulties to the elderly. Some old age homes do not provide basic facilities, food, medicine, etc, he said.
The petitioner sought a direction to the Centre to establish National Centre for Ageing in all districts in the State.

MUMBAI: The Bombay High Court on Wednesday questioned the rationale behind a Maharashtra government resolution (GR) directing minority educational institutions to process first-year junior college admissions by implementing Constitutional and social reservations. A bench of Justices M S Karnik and N R Borkar asked the government pleader Neha Bhide to seek instructions on whether the government was willing to issue a corrigendum or withdraw the clause in the GR issued on May 6. "Why did you (government) bring in the minority institutes in the (ambit of) the GR? Withdraw the minority institutes from this. Every time you do not need an order from the court. Withdrawing or issuing a corrigendum is not difficult," the bench told government pleader Neha Bhide and asked her to seek instructions. It may be a bonafide mistake by the government for which a corrigendum can be issued, the bench said and posted the matter for further hearing on Thursday. The GR directing the implementation of SC, ST, and OBC quotas for admissions to first-year junior colleges governed by minority trusts was challenged on the ground that such institutions, both aided or unaided, are excluded from applying such reservations for socially and educationally backward classes under Article 15(5) of the Constitution. The petitions claimed that under Article 30 (1), minority institutions can establish and administer educational institutions. Tirupati: 'With the double engine Sarkar, Andhra Pradesh State is witnessing rapid development overcoming its crisis,' stated Union Minister of State for Home Affairs Bandi Sanjay Kumar. Speaking at a meeting held on the completion of 11 years of the Narendra Modi-led government, here on Wednesday, the Union Minister claimed that Andhra Pradesh is now receiving maximum financial support from the Centre because the same alliance NDA is ruling both at the State and Centre. Giving detailed account on the liberal support from the Centre, he said about Rs 54,000 crore, including Rs 22,000 crore through bonds, Rs 15,000 crore from World Bank, Rs 12,000 crore from HUDCO and Rs 5,000 crore from German Bank were sanctioned for Amaravati. PM Modi during his recent visit to Vizag, initiated Rs 2 lakh crore development initiatives State-wide, he added. Similarly, Modi also initiated Rs 15,000 crore worth development works under Amaravati reconstruction programme. Regarding Vizag steel plant, Rs 11,444 crore were sanctioned to help the steel plant overcome its losses and achieve normal functioning, he informed. Sanjay said after the Modi government came to power for the third time, the Centre released Rs 12,157 crore under Polavaram project advance funds. Further, under the national industrial corridor development programme (NICDP), Rs 28,602 crore plan was approved to set up 12 industrial estates in Vorvakal and Kopparthi areas. Air services commenced in Kurnool airport and also in Kadapa under Udan scheme covering 17 new air routes in the State. He also said that road facilities are being improved in a big way in the State with Rs 14,000 crore including Bengaluru - Kadapa - Vijayawada express highway and Anantapur – Pendurthi - Anakapalli national highway extension construction works, which were recently inaugurated by PM Modi. The Union Minister said the State got a record-level development in railways with the Centre allocating Rs 9,417 crore in 2024-2025 budget, which is 11 times higher than the Rs 886 crore provided by the Congress government in 2009-2014. Bandi Sanjay planted saplings in police parade grounds after receiving a guard of honour from the district police. Party leaders Bhanu Prakash Reddy, Samanchi Srinivas, Munisubrahmanyam, Gundala Gopinath, P Chandra Sekhar and others were present.

New Delhi: As the Centre and states deliberate on overhauling India's Goods and Services Tax (GST) framework, Union Road Transport Minister Nitin Gadkari has urged a reduction in GST on crude ethanol —from the current 18per cent to 5 per cent—to encourage the production and uptake of flex-fuel vehicles , reports TNN. Currently, ethanol used under the Ethanol Blended Petrol (EBP) Programme attracts a concessional GST rate of 5per cent, but crude ethanol continues to be taxed at 18per cent. A source told TNN, Gadkari has pushed for rate parity between the two, warning that higher taxation on crude ethanol could dampen demand for 100per cent ethanol-powered vehicles. 'Why will people go for these vehicles if the price of crude ethanol is equal to or more than that of petrol?' the source quoted Gadkari as saying. Despite over 400 fuel outlets offering 100per cent ethanol, consumer uptake remains low—something the minister believes can be reversed with a more favourable tax structure. Why is it important Gadkari's intervention comes at a time when the government is undertaking a comprehensive review of the GST structure. Finance Minister Nirmala Sitharaman, along with a team of officials, is examining rationalisation proposals ahead of formal discussions with states. The broader effort aims to simplify the GST regime, improve revenue efficiency, and address classification challenges that have emerged since its rollout in 2017. While earlier attempts by two Groups of Ministers (GoMs) failed to yield actionable consensus, a third GoM is now evaluating the issue of cesses—especially the compensation cess, which is slated to expire in March next year. The current GST system comprises four major slabs—5per cent, 12per cent, 18per cent, and 28per cent. While most items are taxed at 5per cent, the bulk of tax collections arise from the 18per cent category. Industry groups have long advocated rationalisation, especially consolidation of the 12per cent and 18per cent slabs into a single rate of 15-16per cent, although such a move could trigger both revenue losses and political resistance, particularly from states. Gadkari's suggestion to lower the GST on crude ethanol dovetails with India's broader energy and mobility goals, including reducing oil imports and promoting alternative fuels. It remains to be seen whether this proposal will be factored into the final GST rejig currently under review.
