VP Sara answers alleged fund misuse before Ombudsman
The counter-affidavit responded to allegations of technical malversation of public funds, falsification of public documents, perjury, bribery, corruption of public officers, plunder, betrayal of public trust and culpable violation of the Constitution against the Vice President and her subordinates.
The same allegations were levelled against Duterte by the House committee on good government and public accountability which conducted a series of inquiries.
Based on the information provided to GMA News Online by the Vice President's camp, the reply to the Ombudsman's order was filed by lawyers Paul Lim and former Department of Education spokesperson Michael Poa at 1:10 pm on June 27, 2025.
The Ombudsman on June 19 directed Duterte to comment on the allegations. The House panel was named the complainant.
The House panel, however, said it did not file a complaint against the Vice President before the Ombudsman but merely recommended the filing of charges.
The panel had said that it found that the OVP and DepEd submitted acknowledgment receipts riddled with wrong dates, signatories with no birth records, unnamed signatories, and non-readable names of signatories before the Commission of Audit (COA) to justify the disbursement of around P612.5 million worth of confidential funds.
The Vice President has maintained that she never misused public funds.
But as a result of the panel's findings, the Vice President is now facing an impeachment trial before the Senate.
Earlier, House prosecution panel spokesperson and lawyer Antonio Audie Bucoy said that the Ombudsman should wait for the verdict of the Senate impeachment court on Duterte before deciding whether she should face criminal prosecution.
"The impeachment proceedings are of primordial consideration," Bucoy said in a press conference.
"'Yan ho ang pinakamataas na antas tungo sa [hakbang na] panagutin ang impeachable official. Under the Ombudsman Act, Republic Act 6770, meron hong dalawang provisions doon na sinasabi na ang Ombudsman ay hindi pwedeng imbestigahan ang impeachable official because sapagkat ang mekanismo na nakasaad sa saligang batas [ay] impeachment, na ang may jurisdiction ay ang Senado, sitting as an impeachment court,' he said, referring to Section 21 of the Ombudsman law.
(The impeachment is the highest-ranked accountability tool for an impeachable official. The Ombudsman Act has two provisions stating that the Ombudsman cannot investigate an impeachable official because the process for that is impeachment, which is under the jurisdiction of the Senate impeachment court.)
'Pangalawa, meron din diyan provision na nagsasabi kung iimbestigahan, maaaring imbestigahan ng Ombudsman ang impeachable official kapag ang layunin nito ay mag-file ng verified impeachment complaint. Yun lang ho,' Bucoy added, referring to Section 22 of the Ombudsman law.
(Secondly, the same law states that if the Ombudsman investigates an impeachable official, the goal must be to file a verified impeachment complaint. That's it.)
The Office of the Ombudsman is headed by Samuel Martires, a former Supreme Court and Sandiganbayan Associate Justice. His tenure will end in July this year. —LDF, GMA Integrated News

''Distinct' ang mga budget items na makikita sa GAA at awarded contracts na may pare-parehong halaga para sa magkakalapit man o magkakalayo na proyekto. 'Distinct' dahil ayon sa aming mga informants sa loob ng DPWH at kinumpirma ng ilang contractors, 'coded na budget' ito para mayroong pagkakakilanlan ang mga 'may-ari' ng proyekto. Para sa nakakaunawa, ang ibig sabihin po ay 'akin yan,'' the senator said. He also mentioned former Bulacan first district engineers allegedly linked to such anomalous projects. 'Ayon sa mga contractors at DPWH officials na nakipag-usap mismo sa akin at aking staff, ang dalawang ito ay halos pareho lang ang pagmamahal sa pera,' Lacson 'Mr. President, sa district engineering office na ito, sa ilalim ng pamumuno ng dalawang nabanggit na opisyal, para sa taong 2024, 28 proyekto ang pare-pareho ang pondo kahit magkakaiba ang specs, disenyo at haba,' he added. Lacson also named several barangays in Malolos and Hagonoy in Bulacan, where two contractors supposedly had ghost flood control projects. 'Ang dapat sa mga ito ay ipinampupukpok sa pagbabaon ng mga sheet piles. Hindi ito kababalaghan, Mr. President. This is well orchestrated by an organized network of people who abuse their power,' Lacson said. 'May isang grupo sa loob ng 1st district engineering office ng Bulacan na kilalang 'sindikato' ng mga substandard at 'ghost' projects. Ang kanilang modus, manghihiram ng lisensya sa mga suki nilang contractors. Gamit ang lisensya ng contractors, sila na ang mag-i-implement ng projects o kung hindi man, magpoproseso ng mga dokumento para lumabas na 'completed' na ang ghost projects,' he added. DA chief: Rice tariff law ‘threatens to kill' local rice industry
Agriculture Secretary Francisco Tiu Laurel Jr. on Wednesday called for amending the Rice Tariffication Law (RTL), warning that it 'threatens to kill' the rice industry. During the hearing of the Senate committee on agriculture, food and agrarian reform, Tiu Laurel emphasized that the government must revisit, amend, and possibly replace laws that 'no longer serve [the] farmers and consumers.' 'Foremost among these is the Rice Tariffication Law. Though crafted with noble goals, I have to admit, it has faltered. By fully liberalizing rice imports, it unintentionally undermined the Department of Agriculture and the NFA, stripping us of the ability to intervene and protect this most vital of commodities,' he said. 'As currently written, the RTL does not reform the rice industry—it threatens to kill it,' he added. Enacted in 2019 to liberalize rice importation, the RTL empowers the President to halt imports under specific conditions. Before the RTL took effect and its amended version this year, the National Food Authority (NFA) could import rice to augment supply, allowing it to maintain a healthier buffer stock and intervene when prices surged. Earlier this month, Malacañang also admitted the government has encountered challenges in stabilizing the price of rice due to the RTL. The DA chief also lamented the devolution of agricultural extension services under the Local Government Code, which he said took from the agency 'the very foot soldiers we need to win a war against hunger.' 'Without them, the DA is just an office full of officers like generals, colonels , or majors without soldiers on the ground to fully implement its plans and vision for an agri-secure Philippines,' Tiu Laurel said. He also echoed the statement of panel vice chairperson Senator Rodante Marcoleta that the Philippines is still far from attaining food security. 'In recent years, we have taken bold steps to undo the legacy of neglect that has stunted our agricultural sector for decades. Reforms have been made, enacted, investments have begun to flow, and productivity is rising. Yet, the road ahead remains long and steep. Palace says proposed mandatory drug test violates Constitution
Malacañang said Wednesday that the proposal of Senator Robin Padilla for a mandatory drug test among elected and appointed government officials violates the 1987 Constitution. ''So, ang nais po ni Senator Robin Padilla ay lahat ng public officers? Sana po ay nabasa niya na po ang desisyon ng korte patungkol po dito. To recall, the Supreme Court, in November 2008, declared as unconstitutional a provision in the Comprehensive Dangerous Drugs Act of 2002 requiring mandatory drug testing on all candidates for public office and people facing criminal charges. The same decision however affirmed the validity of a provision mandating random and 'suspicionless' drug tests for students in secondary and tertiary schools, as well as employees of public and private offices. Under Padilla's Senate Bill No. 1200, also known as the proposed Drug-Free Government Act, he proposed that the initiative be implemented first through a screening process via a hair follicle drug test. The confirmation of the screening test will then be done through a urine drug test, the proposed measure stated. Subject to this are all elected and appointed government officials as well as government instrumentalities or government-owned and controlled corporations (GOCCs), whether domestic or overseas. Further, any official found positive for the use of dangerous drugs shall be dealt with administratively, which may result in suspension or termination from office, subject to pertinent laws. The bill also sought to institutionalize the voluntary random hair follicle drug testing of candidates for electoral posts within 90 days before election day. —KG, GMA Integrated News
