Chhagan Bhujbal, OBC stalwart who kept himself relevant amid changes in Maharashtra politics
Veteran Nationalist Congress Party leader Chhagan Bhujbal, a prominent figure in Maharashtra politics, has weathered many storms but managed to stay relevant and take his place as the oldest minister in the State Cabinet.
A prominent Other Backward Classes (OBC) leader, Mr. Bhujbal has had an eventful political career spanning several decades and has kept himself afloat amid changes in Maharashtra politics over the last few years.
Born on October 15, 1947, in Nashik, Mr. Bhujbal's political career began with the Shiv Sena in the 1980s, winning the Mazgaon assembly seat (Mumbai) in 1986 and 1990. He served as Mumbai's mayor from 1990 to 1991, building a reputation as an orator, and his early loyalty to Shiv Sena founder Bal Thackeray defined his rise in the party. As a Sena leader, he had demanded a statue of Nathuram Godse, the key accused in Mahatma Gandhi's assassination, in Mumbai.
Sharad Pawar, Chhagan Bhujbal share stage in Pune for Phule event
Mr. Bhujbal left the Shiv Sena in 1991, citing Mr. Thackeray's alleged opposition to the implementation of recommendations of the Mandal Commission, and joined the Congress, and by 1999, he aligned with Sharad Pawar's Nationalist Congress Party (NCP). He served as Deputy Chief Minister of Maharashtra from 1999 to 2003, focusing on OBC issues. His shift to the NCP strengthened his influence among OBCs, though it drew criticism from former allies.
The Telgi stamp paper scam in the early 2000s led to Mr. Bhujbal's resignation as Deputy Chief Minister in 2003.
At the time, he claimed that Mr. Sharad Pawar had pressured him to step down despite no formal charges. The controversy strained his relationship with Mr. Sharad Pawar, influencing his later defection to Ajit Pawar's faction.
However, Mr. Bhujbal's career went on a downward trajectory in 2013, when BJP leader Kirti Somaiya levelled allegations of corruption in the construction of Maharashtra Sadan in New Delhi and filed a complaint with the Maharashtra Anti-Corruption Bureau.
Accused of financial irregularities in the construction of the state's Delhi guest house, he was arrested in 2016 under the Prevention of Money Laundering Act (PMLA), and he spent over two years in jail, claiming to be the "first victim" of the law, and was released on bail in 2018.
Mr. Bhujbal's loyalties shifted again in 2023 when he joined Mr. Ajit Pawar-led NCP after the split in the Mr. Sharad Pawar-founded party, becoming a part of the Bharatiya Janata Party-led Mahayuti alliance.
He cited dissatisfaction with Mr. Sharad Pawar, particularly over the Telgi scam, claiming the latter forced his resignation in 2003 even though no charges were pressed against him.
In 2024, Bhujbal, who holds sway in Yeola in Nashik, opposed Maratha quota activist Manoj Jarange's demand for reservation under the OBC category. Mr. Jarange sought Kunbi certificates for all Marathas to access OBC benefits, prompting Mr. Bhujbal to organise rallies and meetings with community leaders to resist this move. "Marathas will never get reservation under OBC quota," he said and questioned the "backdoor entry" for Marathas. Mr. Jarange accused Mr. Bhujbal of inciting tensions, claiming his language provoked clashes between the two communities. Mr. Bhujbal demanded a caste census, insisting that Marathas receive separate reservations, as seen in his support for the 10% Maratha quota bill in 2024.
The veteran leader's exclusion from the Devendra Fadnavis cabinet in December 2024 led to protests by OBC activists. The omission also fuelled speculation about his next move, with some suggesting a return to Mr. Sharad Pawar's fold or a shift to the Bharatiya Janata Party.
Mr. Bhujbal's advocacy for OBC reservations has shaped his political identity. His opposition to Mr. Jarange's demands strengthened his support among OBC voters but alienated Maratha communities, impacting his 2024 Yeola re-election.
His ability to mobilise voters and navigate Maharashtra's caste dynamics keeps him relevant despite controversies.

On ED's plea, Bombay High Court sets aside magistrate's order accepting EOW's closure report in Topsgrup case
The Bombay High Court on Wednesday set aside a magistrate court's September 2022 decision of accepting a closure report filed by the Economic Offences Wing (EOW) in a case against Topsgrup Services and Solution Limited. The Enforcement Directorate (ED) had relied on the EOW's case to register a money laundering case against Amit Chandole, a close aide of Shiv Sena minister Pratap Sarnaik, and had subsequently probed the leader. Ramesh Iyer, a former employee of Topsgrup and the original complainant, had informed the magistrate that he had no objection to the closure report, claiming that his complaint was filed 'due to a misunderstanding.' The court had then accepted the report, prompting the ED to challenge the decision before the high court. The ED's case was based on an FIR registered on October 28, 2020, based on Iyer's complaint. He had alleged that Topsgrup defrauded the Mumbai Metropolitan Region Development Authority (MMRDA) of Rs 175 crore. As per the ED, the MMRDA contract awarded to Topsgrup was facilitated by Sarnaik, who allegedly received kickbacks of at least Rs 7 crore. On Wednesday, a single-judge bench of Justice Madhav Jamdar – while allowing the ED's plea – noted that the magistrate 'didn't apply mind' to the 'C' summary report (closure report) and it was accepted solely on the ground that the complainant had given no objection. The EOW had filed the C-summary report in January 2022. The order of the Chief Metropolitan Magistrate court, dated September 14, 2022, noted the EOW's submission that after reviewing witness statements and relevant documents, it concluded that no cognizable offence could be made out. The high court bench has now sent the matter back to the magistrate court, directing it to reconsider the C-summary report filed by the EOW expeditiously. The high court clarified that it had not examined the merits of the closure report and that all contentions of the parties remained 'expressly kept open.' Justice Jamdar noted that the magistrate was duty bound to apply his/her mind to the facts of the case, the closure report and accompanying material before passing an order, either accepting the report, rejecting it and taking cognisance of the offence and initiating proceedings, or ordering further investigation. 'A bare perusal of said Order dated September 14, 2022 shows that the 'C' Summary Report is accepted without application of mind and only on the ground that the First Informant has given no objection,' the high observed. The bench further noted that the question of whether the case needs to be committed to the special court under the Prevention of Money Laundering Act (PMLA) would arise only if the magistrate rejects the closure report and initiates proceedings. Accordingly, the high court sent the case back to the magistrate for reconsideration and disposed of the ED's plea.

West Bengal coal mining case: Delhi HC grants anticipatory bail to accused Anup Majee
New Delhi: The Delhi High Court on Friday granted anticipatory bail to Anup Majee, accused of money laundering in a case linked to the West Bengal coal mining case . The counsel for the petitioner states that Anup Majee is a 47-year-old businessman from Purulia, West Bengal, with strong social roots. In this case, there are allegations of Money laundering of Rs. 2700 crore. Justice Tejas Karia granted anticipatory bail to Anup Majee, with the condition of furnishing a bail bond of Rs 10 lakh in the event of arrest. He is directed to surrender his passport. Senior advocate N Hariharan, alongwith advocates Siddharth S Yadav and Shadaman Ahmed Siddique appeared for Anup Majee. The trial court dismissed his plea on May 22, 2025. The court said that the grant of anticipatory bail at this stage would frustrate the investigation, hamper meaningful interrogation of the applicant, and cause hindrance in collecting useful information, including material that might have been concealed. Having regard to the material collected by DoE, at this stage of the investigation, no case is made out for granting the anticipatory bail, the trial court had said. On the basis of an FIR lodged by the CBI, the Enforcement Directorate (ED) had lodged a case in 2020 for the investigation of alleged money laundering. The proceeding(s) under the PMLA were initiated by the ED on 28.11.2020, over 53 months ago, and Prosecution complaint (charge sheet) has already been filed before the special CBI judge at Rouse Avenue on May 13, 2021. It is contended that the ED has embarked on a witch-hunt against the Majee that has spanned almost 4.5 years in an attempt to implicate him in the proceeding(s) emanating from the Subject ECIR solely as a mean(s) to settle political scores. It was also argued that there is no apprehension of the accused fleeing from justice. He satisfies triple test. The bail plea was opposed by the Enforcement Directorate (ED). It is alleged that Anup Majee alias Lala was running an organised syndicate involved in illegal mining and theft of coal from leasehold areas of Eastern Coalfield Limited (ECL). He is stated to be the ring leader of the syndicate which was carrying out the illegal mining with the help of public servants. On these allegations, the FIR of predicate offences was registered and investigation was taken up. It has been stated that evidence of extensive mining was found during investigation and several machines and vehicles involved in illegal excavation and transportation of the coal were seized. During departmental raids of ECL, a large quantity of stolen coal, including 9.050 MT of coal, was recovered from the railway siding of Pandeshwar Area as well as several other locations. Investigation revealed that the applicant had built an organised gang, which was carrying out illegal coal mining at a very large scale by deploying heavy mining machinery, earth movers, explosives, and this was being done under the protection & patronage of influential persons of the area.
