Vietnam officially grants visa-free entry to high-profile foreigners
HANOI: The Vietnamese Government has introduced a limited-term visa waiver scheme for foreign nationals in specially designated categories whose presence is deemed beneficial to the country's economic and social development.
Under the decree, eligible individuals include: Guests invited by top national leaders such as the General Secretary of the Communist Party of Vietnam, the State President, the Chair of the National Assembly, the Prime Minister, the Standing Member of the Party Secretariat, vice heads of the State, Parliament and Government, heads of mass organisations, the Chief Justice of the Supreme People's Court, the Prosecutor General of the Supreme People's Procuracy, the State Auditor General, ministers and equivalent officials, as well as provincial and municipal leaders.
Scholars, experts, scientists, university professors, chief engineers and high-quality human resources in the digital technology industry.
Investors and executives from the world's largest corporations.
Cultural, artistic, sports and tourism figures with a positive public influence.
Vietnam's honorary consuls abroad.
Guests of designated research institutes, universities, and large enterprises, as approved by ministries, ministerial-level agencies, Government agencies, and the Government.
Other individuals deemed eligible for special visa-free entry for diplomatic or socio-economic purposes, as decided by the Minister of Public Security.
Applicants in the expert, investor, cultural or sports categories must meet strict international benchmarks listed in Annex 1 of Decree No. 221/2025/ND-CP.
For example, corporate leaders must represent companies ranked among the world's top 100 by market capitalisation; scientists must hold prestigious international awards; and elite footballers must be in the global top 100, as recognised by reputable organisations, and have invitations from Vietnamese professional clubs.
Foreign nationals must hold a valid passport and, depending on their category, provide an invitation or nomination letter from relevant government bodies or authorised organisations. They must not fall under any exclusion or travel ban as defined in Vietnam's immigration law.
Eligible individuals will be issued a 'special visa waiver card' – either an electronic version or a chip-based physical card – both with equal legal validity. The card allows multiple entries into Vietnam over a maximum period of five years, but not exceeding the passport's remaining validity minus 30 days.
Holders will be granted a 90-day temporary stay on each entry. If the card's validity is under 90 days, the permitted stay will match the card's expiry date. Extensions, visas, or temporary residence cards may be issued upon request.
The Ministry of Public Security, through the Immigration Department, is authorised to process applications, issue cards, and revoke them if the holder no longer meets the eligibility criteria.
This is the first time Vietnam has introduced a limited-term visa exemption for high-value foreign nationals.
The move aims to attract elite talent, high-quality human resources, start-up innovators, and top experts in priority sectors such as semiconductors and core digital technology, as well as renowned investors, cultural figures and athletes. In the separate meetings, he conveyed his warmest congratulations to the Government and people of Singapore on the occasion of their 60th National Day celebrations. Meanwhile, Ahmad Zahid said his meeting with Wong, who is also Finance Minister, focused on strengthening long-standing bilateral relations, including strategic projects that have the potential to boost foreign direct investment (FDI) and create more job opportunities in Malaysia. "We also discussed new areas of cooperation in tourism, TVET, and strengthening people-to-people ties as the foundation for long-term understanding,' he said. Both leaders also examined ways to share best practices in enhancing laws related to the gig economy, which has become one of the key sectors in both countries. Ahmad Zahid said Malaysia and Singapore are studying the matter from legal and policy perspectives to ensure industry players, especially gig workers, receive appropriate protection and have their welfare safeguarded. "In this context, I also shared Malaysia's initiatives in supporting gig workers through social protection and progressive policies, as part of efforts to build a competitive digital economy,' he said. Ahmad Zahid said that in his discussion with Gan, they agreed on the importance of fully harnessing ASEAN's large market potential to boost bilateral trade. "I also emphasised Malaysia's role as the region's leading halal hub, supported by halal industrial park infrastructure, world-class certification, and close regional trade cooperation,' he said. KOTA BHARU: The government is open to accepting applications for new, urgent projects from Kelantan, despite allocation for major projects has been listed in the 13th Malaysia Plan (13MP), said Prime Minister Datuk Seri Anwar Ibrahim. He said the new application will be studied by the government if there is a priority, especially if they have an urgency such as flood mitigation, water supply, energy supply, and eradication of hardcore poverty. "We have started engaging on the national budget, which will certainly take into account the 13MP, so we will review what can be added and prioritised," he said when officiating the closing ceremony of the Kelantan 2025 Madani Rakyat Program at the grounds of Sultan Muhammad IV Stadium here on Saturday (Aug 9). Also present were Science, Technology and Innovation Minister Chang Lih Kang; Home Minister Datuk Seri Saifuddin Nasution Ismail, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar and Kelantan Menteri Besar Datuk Mohd Nassuruddin Daud. PM: Govt halts certain fruit imports to curb smuggling
KOTA BARU: The federal government has decided to halt the import of certain fruits as part of efforts to curb smuggling and stabilise the national economy, said Datuk Seri Anwar Ibrahim. He said the removal of subsidies for eggs was also aimed at achieving the same objective. "I hope the people understand that this is my way of encouraging Malaysians to buy more local fruits. "Otherwise, we will keep consuming smuggled goods. "Smuggling is not only happening in Kelantan but also in other border states. "This is an issue that requires our attention," he said when closing the Madani Rakyat programme here today. Anwar said the RM1.2 billion saved from the removal of egg subsidies could instead be used to offset chicken prices, which are now lower compared to 2021. On the 13th Malaysia Plan (13MP), he said the government had engaged with states over the past two years to discuss projects under the plan. "First, this ensures more effective implementation, and second, it allows us to discuss new matters. "If a project is urgent, such as those involving water and energy supply, we will prioritise it. "If the Kelantan menteri besar extends such cooperation, the government would not have the heart to delay it," he said. Anwar said projects in Kelantan such as the Sungai Golok bridge, Bukit Merbau sports complex, and an indoor arena were part of the Government's development plans. On the Madani Rakyat initiative, Anwar said it was a platform to directly engage with the people, allowing them to evaluate the government's performance, provide feedback and raise concerns. "This helps us design future programmes. "The people give their views, we try to improve. "The programme brings us closer to the people's problems and highlights important initiatives that need attention. "As I said this morning, we do not claim to represent perfect leadership, but we are giving our best. "I don't think we will step down easily. "Our main focus is to ensure national stability.
