Union Minister Puri, Delhi CM hand out first 38 health cards under PMVVY

Senior citizens aged 70 and above in Delhi can now get their medical expenses covered at empanelled government and private hospitals in the city with Ayushman cards under Pradhan Mantri Vaya Vandana Yojana (PMVVY). The Delhi government on Monday provided the first 38 Ayushman Cards to beneficiaries at an event, underlining that the scheme will be a huge help, as private insurance companies do not cover pre-existing conditions for senior citizens and deprive them of necessary healthcare services.
Union Minister Hardeep Singh Puri and Delhi Chief Minister Rekha Gupta distributed the Ayushman cards at Monday's event.
Free treatment up to Rs 10 lakh and an annual cover of Rs 5 lakh, shared within the family, are offered to the beneficiaries under the scheme. This means if there are two elderly beneficiaries in the household, the cover will be split among them.
Launching the scheme at the Thyagraj Stadium, Gupta underlined that only an Aadhaar card and proof of residence in the Capital will be sufficient to make a Vay Vandana Card, irrespective of an income certificate. The government's aim is that no eligible senior citizen is left out, she asserted.
Speaking at the event, Puri, referring to the BJP ruling the Centre, city, and civic body, said that Delhi's 'triple-engine government' is accelerating developmental work. He also criticised the previous Aam Aadmi Party (AAP) government for not implementing the Ayushman Bharat scheme in the Capital. 'If a senior citizen needs treatment for a particular illness in any part of the country, they can go to any empanelled hospital in those locations for free treatment,' he said.
Vay Vandana Card will carry complete information about health records, medicines, and treatments. Cardholders will be entitled to free health check-ups, medicines, and treatment, including emergency care, at any empanelled hospital under the scheme in the city.
As per the National Health Authority (NHA) dashboard, there are 93 hospitals, including private and public, empanelled under the scheme.
The CM urged all public representatives to prepare lists of senior citizens in their constituencies and actively assist those who are unable to use technology to reach registration centers.
Taking a jibe at the previous AAP government, the CM claimed that the former government, 'due to its arrogance had prevented the implementation of this remarkable scheme for Delhi's senior citizens for years'. 'Today, I want to clearly state that Delhi will now take its own decisions, and no citizen's rights will be taken away. This government stands with its senior citizens and is fully committed to protecting their dignity and rights', she said.
It often becomes difficult for senior citizens to access adequate healthcare facilities due to limited income and rising medical expenses, underlined Delhi Health Minister Dr Pankaj Kumar Singh, who was also present at the event. 'Most health insurance schemes are expensive and do not cover pre-existing conditions, which sometimes leaves our elderly deprived of necessary healthcare services. In such a situation, the Ayushman Vay Vandana Yojana has emerged as a protective shield for them,' he said.
Among the beneficiaries who were given the card on Monday was 74-year-old Gangasaran Shastri from West Delhi's Uttam Nagar, a priest in Laxmi Narayan Temple in Sainik Enclave. 'I hope I don't fall ill. However, sometime back my health had deteriorated and I was admitted to a private hospital, which cost us a huge bill of Rs 6-7 lakh,' he said.
Shastri's son is a cab driver, and the family had to take a loan from acquaintances to pay the bill of the private hospital, he said, adding that his son does not have any health insurance. 'Neither me or my son earns enough to buy health insurance. Whatever we earn goes into daily expenses,' he shared.
Ninety-five-year-old Rafiq, a resident of Mehrauli, who came with his daughter-in-law, Ishrat, suffers from asthma and high blood pressure. He often goes to Safdarjung Hospital to get treatment. However, his daughter-in -law said that he has to wait for long hours due to queues. 'If we get immediate treatment in private hospitals with the help of this card, it would be a huge help to us,' she said. The card also gives a health cover for Rafiq's wife.
Meanwhile, Birma Devi, 72, a resident of Kalyan Puri, said that it would have been great if she had gotten the card earlier. 'I have a high BP issue, and I usually go to GB Pant Hospital, but it takes the whole day for me to wait there. The waiting time for tests is also long,' she said.
Her son said the card will help in accessing private hospitals, which the family doesn't usually opt for due to the high costs. 'The government has given us this card now. It's a relief. Hopefully, we will be able to avail the services under this,' said Vinod.

A financial assistance of Rs 5,000 to caretakers and attendants of people suffering from over 80% or above disability is likely to be provided soon by the Delhi government in a first-of-its-kind initiative, officials have said. 'This is going to be the first such scheme in the Capital where the caretakers will also receive financial assistance from the government…,' Delhi Social Welfare Minister Ravinder Indraj Singh said. 'A proposal has been prepared in this regard, and it was already discussed in the Cabinet meeting once… Some changes are being made. Once it is ready, the proposal will be presented before the Cabinet again for approval and further implementation,' he added. The Capital, the Minister said, has 1,000 such families with people having 80% or above disability, and who are completely dependent on their family members and others. For an accurate figure, however, the department is also planning to conduct a survey so that only those eligible can avail the benefits under the proposed scheme. 'This is a first-of-its-kind proposal not only in Delhi but across the country,' a senior official said. The Social Welfare Department's existing pension scheme provides persons with over 40% disability a monthly aid of Rs 2,500. As per official data, about 1.5 lakh specially-abled people are availing this pension scheme. However, no assistance is provided to their caregivers. 'The aim behind this scheme is to ensure that there is no negligence in the care of such persons with disabilities, especially those from economically weaker sections. Also, the attendants receive some financial support… because well-to-do families have separate nurses or caretakers to take care of such persons…But the case is different in poor families, so this scheme will help them financially,' the senior official added. Officials said the caretakers can be parents, siblings, or anyone who is taking care of the differently abled. Meanwhile, on Friday, the Social Welfare Minister also inspected the under-construction building for mentally challenged individuals in Narela on Friday. Once completed, individuals currently residing in overcrowded shelter homes like Asha Kiran Home in Rohini will be relocated here. The building, located within the Nursing College Hostel premises and the Primary Urban Health Centre campus in Narela, will accommodate 220 differently abled residents. This facility is expected to be operational within three months. The Minister directed the officials to ensure the building is wheelchair-friendly and there is no encroachment around the premises, so that ambulance movement does not face any obstruction. Indraj also said that multiple facilities are being developed across the city for differently abled people. Once the facilities in Mamurpur and Dallupura are completed, they will significantly improve access to services, safety, and healthcare for the differently abled, he added.

Leader of Opposition of the West Bengal Legislative Assembly and Bharatiya Janata Party (BJP) legislator Suvendu Adhikari on Friday accused the West Bengal government of keeping the State's Covid bulletin 'defunct' in a bid to 'suppress' the data on fresh Covid-positive cases in West Bengal. 'The State health department's Covid portal has been kept non-functioning to ensure the real number of Covid-positive cases does not get recorded there. The real Covid data is being suppressed in the same way that figures of dengue cases were suppressed,' Mr Adhikari said. Notably, official Covid bulletins have not been released on the State Health Department website since January 28, 2023. The bulletins, which were being uploaded almost daily since February 2020, carried facts and figures with respect to active Covid cases, fatalities, and recoveries in the State. The lack of updated data on fresh Covid cases on the West Bengal Health Department website assumes significance in the wake of a developing Covid surge in the country, where several positive cases are being recorded daily across States. A total of 55 people have died from Covid-related causes this year, according to the Covid dashboard operated by the Union Ministry of Health and Family Welfare. In the Union Health Ministry's Covid dashboard, West Bengal recorded the third-highest increase in Covid-positive cases (58) among the States between June 5 and June 6, accounting for a total of 596 active cases in the State. Meanwhile, 91 people were cured and discharged on June 6, amounting to a total of 218 cured Covid cases so far this year. So far, one person has died from Covid-related causes in West Bengal this year, according to the Union Ministry of Health and Family Welfare data. On Friday, LoP Mr Adhikari also claimed to have accessed the State's 'accurate' district-wise Covid data. 'In Malda, for example, if 10 people are being tested for Covid, nine are being found to be positive,' he added. He further alleged that similar 'data suppression' was seen during the dengue wave. 'Doctors were scared of writing dengue as a diagnosis, in fear of transfer or torture. Now, the cases cannot be suppressed, so the government has stopped updating the data on the portal,' Mr Adhikari said. On being asked the source of the data he cited, the LoP said that the West Bengal administration does not just comprise 'Mamata Banerjee's people' but also supporters of the saffron party. Meanwhile, Trinamool Congress leader Kunal Ghosh opposed Mr Adhikari's accusations, saying that the State government is monitoring the situation and taking necessary steps. 'People have been told to stay alert. The State is making necessary system-based arrangements. However, the BJP has a habit of using fearmongering as a political tool. They should focus on the Covid situation in saffron-ruled States. The situation is in control in West Bengal,' Mr Ghosh said. Rally for 'Nari Samman' On Friday, Mr Adhikari also announced that he will lead a 'Nari Samman Yatra' (rally for women's honour) on June 9 in Bolpur in West Bengal's Birbhum district. Recently, Trinamool Congress leader Anubrata Mondal was accused of verbally abusing and threatening the Officer-in-Charge of Bolpur police station and his female family members after the alleged audio of a phone call between Mr Mondal and the police officer went viral.

Lucknow: Inviting pharma sector players to come and invest in UP during a roadshow in Ahmedabad on Friday, CEO of UP state industrial development authority (UPSIDA), Mayur Maheshwari said that a new era for the pharma sector is taking place in UP. "UP is developing a bulk drug pharma park on 1,472.33 acre in Lalitpur, with a proposed investment of approximately Rs250 crore. This project is a significant step towards making the country self-reliant in the pharmaceutical sector and establishing India as the 'Pharmacy of the world'," he said, adding, "it will not only attract substantial investment but also create new employment opportunities for the skilled workforce in the state. " Several agreements were signed by UPSIDA with pharma companies on the occasion. The list includes CSL Lifesciences Private Limited, which proposed an investment of Rs 200 crore for establishing an intravenous bottle plant and oral solid dosage plant within the next two years. Likewise, Medihealth Diagnostic Pvt Ltd will establish a healthcare unit on 4,200 sqmt in Lalitpur, while Gaman Irradiation Company will invest Rs 35 crore in a skin treatment and irradiation unit. Creating employment for 150 people, the project will be implemented in 24-36 months. Additionally, Obmed Pharma has decided to invest Rs 200 crore to establish a formulation unit. Spread across five acre of land in Lalitpur, the unit will create employment for around 100 people. Several business-to-govt meetings were held, where detailed discussions on investment-related topics took place between industry representatives and govt officials. Earlier, in the welcome address, convenor of CII Gujarat pharma and healthcare panel, Swapnil Shah highlighted investment opportunities in UP. Advisor to UP CM, GN Singh said, "UP emerged as the most suitable state for investment in the pharma sector". He shared detailed information about the efforts made by the state govt to empower the pharma sector. An 'Open House' session followed, where participants engaged in direct dialogue with state govt officials to resolve their queries and concerns.
