Delayed census hit tribal welfare in Andhra: Expert
'With newly formed districts such as Alluri Sitarama Raju and Parvathipuram Manyam housing a large tribal population, the delay in the census is making it increasingly difficult to plan and implement welfare schemes effectively,' opined Chetti Praveen Kumar from Agro-Economic Research Centre, Andhra University.
According to the 2011 Census, Scheduled Tribes (STs) accounted for around 5.3% of the erstwhile united AP's population. Since then, several administrative changes, including the bifurcation of the State, have altered demographic patterns, particularly in tribal-dominated areas.
'The lack of updated census data means that local planning still relies on decade-old statistics, limiting the accuracy and reach of welfare programmes,' Praveen explained.
The allocation of funds under the Tribal Sub-Plan (TSP) is largely dependent on ST population.
This strategy, guided by the proportion of STs in the population, determines financial planning for schemes related to education, healthcare, housing, and forest rights. 'Without recent population figures, fund allocation is based on estimates, affecting the quality, and targeting of services on the ground,' he noted.
Praveen stated that tribal communities in AP, including Particularly Vulnerable Tribal Groups (PVTGs), rely on accurate population mapping for various entitlements.
'In areas such as Visakhapatnam Agency, many hamlets still lack official recognition due to the absence of updated habitation data.

Bhim Sene activists flay Yathindra for comparing CM with Nalwadi
Members of the Karnataka Rajya Bhim Sene have strongly objected to former MLA Yathindra's recent comparison of his father, Chief Minister Siddaramaiah, with the late Maharaja Nalwadi Krishnaraja Wadiyar. The activists marked the death anniversary of the late maharaja in Mysuru on Sunday and staged a demonstration in the city carrying placards condemning Yathindra. Bhim Sene activists termed the comparison as flawed and disrespectful to the legacy of Nalwadi. The Bhim Sene members such a comparison was flawed because Siddaramaiah ''thwarted'' the growth of leaders like Mallikarjun Kharge and G. Parameshwara in his bid to become the Chief Minister whereas Nalwadi Krishnaraja Wadiyar tried to empower the poor and the socially backward groups. It said the maharaja established nearly 800 schools for the backward classes including the SC/STs in those days, pledged family silver to construct KRS dam which benefits lakhs of farmers. ''On the other hand the funds meant for exclusive use of SC/STs and allocation in Budget in proportion to their population, was being diverted to fund the guarantee schemes,' said the Bhim Sene activists. The sene accused the Siddaramaiah-led government of diverting thousands of crores meant for the Scheduled Castes Sub Plan (SCSP) and Tribal Sub Plan (TSP). The activists demanded that the Chief Minister first ensure justice for Dalits and uphold constitutional values before any such comparisons are made. ''Nalwadi constituted Miller Commission in 1918 and introduced reservation in jobs whereas Siddaramaiah spent over ₹165 crore for Kantharaj Report and rejected it after 10 years due to pressure from the upper caste groups,' the the activists added, and sought an apology from Yathindra for such a comparison.

The decision, approved by the state cabinet chaired by chief minister Nayab Singh Saini on Friday, forms part of sweeping reforms aimed at tightening mineral transit regulation and boosting state revenues. The new inter-state transit pass (ISTP) fee replaces previous rates of ₹100 and ₹20 depending on destination and will be collected through a departmental portal. The funds will support a surveillance-driven system of AI-enabled checkposts and QR code tracking to curb illegal mining and improve transparency. In contrast, the cabinet slashed the VAT (value-added tax) on aviation turbine fuel from 20% to 1% at all airports across Haryana. Kin cremate caste killing victim's body after 5 days
Tirunelveli: The mortal remains of scheduled caste (SC) youth C Kavin Selva Ganesh were laid to rest at his native place, Arumugamangalam at Eral in Tuticorin district, on Friday as his family agreed to accept the body after protesting for more than five days. The family has been demanding justice for Kavin, who was murdered by his girlfriend's brother Surjith who opposed their relationship as the woman belonged to the most backward community. On Friday morning, Kavin's mortal remains were handed over to his parents and relatives at Tirunelveli govt medical college hospital after post-mortem. Municipal administration minister K N Nehru and Tirunelveli collector R Sukumar paid tributes to the body which was then transported to Arumugamangalam amid police security. A large number of villagers and relatives gathered for the cremation. Tuticorin MP K Kanimozhi, social welfare minister P Geetha Jeevan, fisheries minister Anitha R Radhakrishnan, Tuticorin collector K Elambahavath, and Naam Tamilar Katchi (NTK) leader Seeman consoled the family. Tamil Nadu State Commission for SC/STs chairperson S Tamilvanan handed over a cheque of Rs 6 lakh as compensation to Kavin's family and assured prompt legal action in the case. "We will pressure the state and central govts to enact a separate law for handling caste killings. Caste violence affects the whole society. Any woman above 18 years of age and man above 21 years of age should be free to pick their partner of their choice for marriage," said Tamilvanan, chairing a review meeting in Tirunelveli. He also recommended ensuring protection for Kavin's family. Kavin's murder case was transferred to CBCID on Wednesday. S Surjith, 21, the brother of S Subashini, the woman who was reportedly in a relationship with Kavin, was arrested for the murder and detained under the Goondas Act. Later, their father Saravanan, a police sub-inspector attached to Tamil Nadu Special Police (TSP), was also arrested. Their mother, Krishnakumari, who is also an SI attached to TSP, was suspended along with Saravanan but not arrested, though booked in the case. Tirunelveli city police have clarified that there were no previous police complaints against Kavin regarding the love affair and no police officer threatened Kavin or his family members.
