
Haryana cabinet approves new mining levy vat concession for aviation fuel service rules amendments and policy decisions
Chandigarh: In a move likely to impact construction costs across North India, the Haryana govt has imposed a ₹80-for-each-tonne levy on all mineral-laden vehicles entering the state, regardless of their final destination.
The decision, approved by the state cabinet chaired by chief minister Nayab Singh Saini on Friday, forms part of sweeping reforms aimed at tightening mineral transit regulation and boosting state revenues.
The new inter-state transit pass (ISTP) fee replaces previous rates of ₹100 and ₹20 depending on destination and will be collected through a departmental portal. The funds will support a surveillance-driven system of AI-enabled checkposts and QR code tracking to curb illegal mining and improve transparency.
In contrast, the cabinet slashed the VAT (value-added tax) on aviation turbine fuel from 20% to 1% at all airports across Haryana.
The tax cut is designed to promote regional air connectivity under the Centre's UDAN scheme and to attract investment in aviation-related activities such as maintenance and air adventure tourism.
The cabinet cleared a host of other decisions, including a new framework for service security of contractual govt employees.

The 2025 Rules will designate penalty and appellate authorities for Group B, C, and D equivalent posts, streamlining grievance redressal and disciplinary processes. Haryana also moved to amend the Haryana Minor Mineral Concession Rules, 2012, formalising the ISTP levy and setting the stage for further regulatory changes under the 2025 amendment.
In a relief for shop allottees at Panchkula's Agro-mall, the cabinet approved a compensation plan that offers 7% annual interest for delays in possession or refunds for those surrendering plots.
The move follows multiple court rulings and aims to resolve long-standing legal disputes. Additionally, the state introduced a new policy granting easement rights to private landowners bisected by public access paths called Revenue Rastas.
This will allow landowners to install infrastructure such as ducts and pipelines by leasing the land, without disrupting public right-of-way. To modernise recruitment and service conditions, the govt amended the 1997 Service Rules of the Women and Child Development Department.
Post names, qualifications, and pay scales have been updated. New posts — such as district programme officers and plant managers — have also been integrated into the official cadre.
In a significant development, the cabinet approved amendments to the Haryana Sikh Gurdwaras (Management) Act, 2014, transferring key powers from committees to a newly created Judicial Commission. The changes are aimed at improving accountability, with the commission gaining authority over employee disputes, member misconduct, and asset protection.
Appeals will lie with the Punjab and Haryana high court under standard limitation rules.
The cabinet gave its nod to extending a ₹1,850-crore loan guarantee for the India International Horticulture Market in Ganaur under NABARD's NIDA (Nabard Infrastructure Development Assistance) scheme. Declared a "market of national importance", the terminal market is expected to handle 20 lakh tonnes of produce annually, boosting incomes for farmers across northern India.
Senior former legislators will now receive an additional ₹10,000 monthly medical allowance, along with other extended benefits, as part of a cabinet resolution aimed at supporting aging public representatives. In compliance with a court directive, the cabinet granted a compassionate appointment to the son of a departed scheduled caste woman, Mukesh Devi, whose murder had led to an FIR (first-information report) under the SC/ST Act.
The decision honours judicial directions and reinforces the state's commitment to social justice.

EC doubles pay for BLOs involved in roll revision
. NEW DELHI: A day after asking its poll personnel in the field to ignore repeated threats and allegations by some opposition netas and continue working impartially, the Election Commission decided to reward the officers involved in electoral roll revision, reports Bharti Jain. For booth-level officers (BLOs), annual remuneration and incentive for roll revision stands doubled to Rs 12,000 and Rs 2,000 respectively. These rates were last revised in 2015. BLOs will also get Rs 6,000 as special incentive for special intensive revision (SIR). The BLO supervisor will receive an annual remuneration of Rs 18,000 as against Rs 12,000, in force since 2015. EROs and assistant EROs, who did not get any honorarium so far, will now receive an honorarium of Rs 30,000 and Rs 25,000 each. Stating that pure electoral rolls are bedrock of democracy, EC Saturday commended the electoral roll machinery comprising EROs, Asst EROs, BLO supervisors and BLOs for doing "a lot or hard work" and playing "a pivotal role in preparation of transparent rolls". Preparations on in full swing after high court approved circuit bench in Kolhapur
Kolhapur: After the Bombay high court issued a notification, accompanied by an order from Chief Justice Alok Aradhe, on Friday, preparations are underway to set up the circuit bench at the old district court complex in front of the CPR Hospital. The work at this site is expected to be completed by Aug 9. The inaugural programme is scheduled for August 16, while the judges and division court of the Bombay HC are set to commence sittings from Aug 18. Lawyers, political parties, and residents from all six districts — Kolhapur, Sangli, Satara, Solapur, Ratnagiri, and Sindhudurg — celebrated upon receiving the notification on Friday evening. In Kolhapur city, celebrations took place at the district court complex building, Chhatrapati Shivaji Maharaj Chowk, and Dasara Chowk, among other locations. Firecrackers were set off, and sweets were distributed across all six districts as a long-standing demand for a circuit bench in Kolhapur, pursued for over 40 years, was finally fulfilled. Hundreds of agitations, indefinite strikes, bike rallies, hunger strikes, and other measures were employed in the past by lawyers and political parties to advocate for the circuit bench. " Meanwhile, the land survey process for the 25-acre premises reserved for the division bench of the HC at Shenda Park will also begin soon, following orders from the Kolhapur collector. Guardian minister Prakash Abitkar said, "The circuit bench has been approved in the first phase in Kolhapur, paving the way for the establishment of a divisional bench in the future. The decision of the circuit bench will benefit parties in six districts, including Kolhapur." A demand to establish the circuit bench in Solapur was also raised by the Solapur Bar Association. Babasaheb Jadhav, the president of the Solapur District Bar Association, said, "We were not opposed to the setting up of the Kolhapur circuit bench, but we were demanding that it should be set up in Solapur.
