5 things to know about the Texas special session on redistricting
As President Trump's approval ratings slide and as Republicans brace for an unfavorable midterm environment, the president has called on the Texas GOP to give him five more seats in a nearly deadlocked House — forcing Democrats into a fight over redistricting they had hoped would happen in 2030, after they had several more years to make gains in the state.
Now that struggle likely will take center stage in the special session — originally called by Gov. Greg Abbott (R) to deal with issues like a THC ban and the need for flood warning systems after this month's catastrophic floods — and risks opening up a redistricting arms race around the country.
Here are five things to know about the special session on redistricting:
How does it work?
In legislative terms, redistricting proceeds like any other piece of legislation: A bill introduced in the House's standing committee on redistricting then moves through other committees to a floor vote. If that bill becomes law, then a redistricting committee comprising state leaders — now all GOP — will get to redraw congressional maps.
It's the circumstances around that potential bill that are unusual — and that, in Texas, carry deep historical overtones.
While redistricting generally only happens every decade after the results of the decennial census, Texas Republicans have often used middecade restricting to cement their power.
In 2003, Republican leaders took advantage of the Statehouse's first GOP majority in a century to pass new maps that broke apart the districts of Texas Democratic members.
That broke a century-old Democratic majority in Texas's congressional delegation. Following redistricting after the 2000 Census, Democrats won 17 House seats during the 2002 election, while Republicans won 15.
But in 2004, after the initial redistricting push, those numbers were more than reversed. In the new districts, after trusted incumbents lost their seats, Democrats took just 11 seats — and Republicans 21.
How many more districts will be added?
In short, it's up in the air.
Trump has demanded the state party find him five more seats; lawmakers have not yet publicly released any proposals of a redrawn House map, which is expected to happen after the session begins Monday. Right now, the current partisan breakdown in Texas's delegation in the House is 25 Republicans and 12 Democrats.
Significantly, Texas isn't the only GOP-led state planning to redraw its lines this year. Ohio was already planning to undergo the process because of House maps passed in 2022 that did not have bipartisan support.
Reps. Marcy Kaptur (D) and Emilia Sykes (D) in Ohio's 9th and 13th Congressional Districts, respectively, are among the most vulnerable and likely to be targeted.
Rep. Greg Landsman (D), who represents Ohio's 1st Congressional District in Cincinnati, could also be targeted.
How will existing districts be affected?
On July 7, Trump's Department of Justice sent a letter to Texas demanding redistricting on the grounds that four majority-minority 'Black-brown' districts were 'unconstitutional racial gerrymanders' under the Voting Rights Act — and urged the state to break them up.
The legal analysis in that argument is 'superficial,' Harvard Law School professor Guy Charles wrote after the letter, arguing its purpose was primarily 'to provide a justification for Texas if it redraws those four districts.'
The DOJ focus on Black-brown districts suggests redistricting will take a form similar to the hub-and-spoke maps adopted after 2003: Democratic coalition districts broken up into overwhelmingly minority districts in the urban core, surrounded by Republican-majority districts with fantails stretching out through the suburbs.
The districts targeted in the DOJ letter are a Fort Worth-area district represented by Rep. Marc Veasey (D), and three Houston districts represented by Democratic Reps. Al Green, Sylvia Garcia and the late Sylvester Turner — the last of which is in the middle of a special election to fill the seat.
But one state Democratic strategist compared the four districts listed in the Trump DOJ letter to a 'lockpick' that allowed state Republicans to begin redrawing maps at will, meaning that far more districts could be targeted — particularly white Democrats like Reps. Lizzie Fletcher or Lloyd Doggett.
While the Justice Department in its letter argued 'several Texas Congressional Districts constitute unconstitutional racial gerrymanders,' The Texas Tribune noted that state lawmakers who drew the House maps after the 2020 Census argued they had drawn their lines with no regard for race.
How will it impact the midterms?
The midcycle redistricting could aid congressional Republicans who are bracing to lose some seats — and their razor-thin majority in the House. If the Texas plan succeeds, it offers a cushion to offset some of their losses — though if Republicans try to claim too many seats, they risk diluting their power and making formerly-safe Republican seats more competitive.
There's another risk: Triggering a redistricting arms race around the country. In California, Gov. Gavin Newsom (D) followed the DOJ letter by announcing his own plans to pursue middecade redistricting, House Democrats in other blue states are hoping to see their maps revisited and House Minority Leader Hakeem Jeffries (D-N.Y.) has hinted the party is looking at New Jersey and New York.
Those states incorporate the use of a redistricting commission to create their maps, presenting hurdles for lawmakers.
What are Texas Democrats doing to respond?
Damage control. For Texas Democrats, the model for how to fight redistricting is what they did in 2003 and 2021: Flee the state to deny Republicans a quorum — the necessary minimum number of members present to do business.
Neither is a particularly encouraging model, however. Both times, Republicans ultimately passed the legislation in question, and sustaining such a campaign now would be difficult: Legislative Democrats would have to remain in exile until next year's primaries, away from their families and facing $500 fines per person per day.
But while the 2003 and 2021 walkouts failed at blocking Republican bills, they did draw national attention and ultimately help the party win a better deal than they otherwise might have.
Some party strategists are arguing that a strategic retreat this time, coupled with an aggressive messaging campaign targeting President Trump's unpopular spending bill, could help Democrats turn a debacle into an opportunity, particularly if Republicans overreach.

Darren Beattie, a top State Department official who was fired from the first Trump administration after speaking at a conference attended by white supremacists, has been appointed to lead the U.S. Institute for Peace, an independent nonprofit funded by Congress. Beattie, who will continue serving as U.S. Under Secretary for Public Diplomacy while leading the institute as acting president, has a history of inflammatory views. The former academic has lauded eugenics-style population control and mass sterilization, praised the Chinese Communist party and dismissed its repressive campaign against the Uyghurs, claimed the January 6 insurrection at the Capitol was a conspiracy by federal agents, and wrote on social media last year that 'competent white men must be in charge if you want things to work.' 'We look forward to seeing him advance President Trump's America First agenda in this new role,' the State Department said in a statement on Friday. The Trump administration has tried to exert control over the peace-keeping organization as part of the president's radical restructuring of federal agencies and diplomacy. In February, the president signed an executive order slashing most of the group's staff, part of a wider effort to drastically change U.S. tools of foreign influence and diplomacy that also saw the administration gut the U.S. Agency for International Development. The following month, Elon Musk's so-called DOGE initiative seized the peace institute's headquarters with the help of police and the FBI, ejecting staff from the building. Staff members then sued over the takeover and mass firings, and a federal judge in May temporarily blocked the Trump administration from dismantling the institute. The administration then appealed, and a federal appeals court in Washington last month returned control of the building to the administration as the legal process plays out. In March, Democratic members of Congress wrote to Secretary of State Marco Rubio, who sits on the board of the U.S. Institute for Peace, expressing alarm over Beattie's appointment in February to his diplomatic post. 'Darren Beattie's white nationalist loyalties and public glorification of our adversaries' authoritarian systems make him unqualified to serve as the top diplomat representing American values and culture to foreign audiences,' the members wrote. The Independent has requested comment from the State Department and U.S. Institute for Peace for comment. After his dismissal from the Trump administration in 2018, Beattie returned to the government two years later, with the White House appointing him to the Commission for the Preservation of American Heritage Abroad, a body that preserves historical sites, including those related to the Holocaust. The Biden administration forced Beattie's resignation from the commission in 2022. Beattie isn't the only Trump staffer welcomed back into the government after controversy over their views. Mike Johnson says Ghislaine Maxwell coming clean on Epstein case would be ‘a great service to the country'
Speaker Mike Johnson called on Jeffrey Epstein's accomplice, Ghislaine Maxwell, to come clean and told Americans that he "hoped" she could be trusted as he faces the growing uproar around the White House's handling of the investigation. Johnson appeared Sunday on NBC's Meet the Press, where moderator Kristen Welker asked him point-blank if the convicted sex-trafficker girlfriend of Epstein could be trusted to accurately testify about the crimes she and Epstein committed. Epstein was awaiting prosecution for sex trafficking underage girls after a previous conviction on similar charges when he died in federal custody. Maxwell has been thrust back into the spotlight as the MAGA base has grown frustrated with President Donald Trump and his administration's shutting down of the so-called Epstein files release. Last week, a top Department of Justice official met with Maxwell about the case. "Well, I mean, look; it's a good question. I hope so," Johnson told Welker in response. "I hope that she would want to come clean." "I hope she's telling the truth. She is convicted, she's serving a 20-year sentence for child sex trafficking. Her character is in some if she wants to come clean now, that would be a great service to the country. We want to know every bit of information that she has." The House Oversight Committee voted this week to issue a subpoena for Maxwell after the Justice Department announced its own plans to speak with her. Agency officials did so for nine hours between Thursday and Friday, after making a statement seeming to confirm that her testimony hadn't been aggressively sought before. Some have called Maxwell to testify and suggested she should be given a pardon for sharing what she knows about the Epstein case. She was convicted of sexual abuse against minors and sex trafficking for helping Epstein carry out crimes. Johnson touted the Oversight subpoena favorably Sunday, casting it as evidence that GOP leadership supported efforts aimed at transparency. The Trump administration turned speculation about Epstein's death and the so-called 'Client List' of his co-conspirators into a raging wildfire in early July. The Justice Department and FBI published a joint memo explaining that future releases from the files would not take place, and that the list of Epstein's accomplices was not found. Epstein was rumored to have cultivated personal relationships with many powerful men and institutions. Critics of the president have alleged that a cover-up is in the works regarding the Epstein files. Democrats have hammered the president for his reversal, and a pair of scoops from the Wall Street Journal have reported on the president's connections to Epstein, to Trump's fury. The newspaper reported the contents of a message allegedly penned by Trump to Epstein as part of a 50th birthday celebration in 2003, including allusions to a shared 'secret' between them. Trump firmly denied authoring the note, and sued the Journal and its reporters in response. A second article from the Journal days later reported that Attorney General Pam Bondi informed Trump in May that he was mentioned in the Epstein investigation multiple times, but it was not clear in what context. The White House called that story 'fake' and has repeatedly insinuated that Democrats including Joe Biden tampered with evidence while Trump was out of office. Being mentioned in the files does not mean wrongdoing, and hundreds of names are reportedly included. The lead GOP co-sponsor behind a House resolution that would force the Justice Department to release the entirety of its collected evidence related to Epstein said Sunday that his push was to help the convicted pedophile's victims and would only grow stronger in the coming weeks. Earlier on the same network, Rep. Thomas Massie appeared alongside the resolution's lead Democratic co-sponsor, Rep. Ro Khanna, as the two promoted a resolution that would force Attorney General Pam Bondi to release 'all unclassified records, documents, communications, and investigative materials' related to the Epstein and Maxwell investigations. Massie told Welker that 'the release of the Epstein files is emblematic of what Trump ran for' and explained that the president's MAGA base expected results. 'There seems to be a class of people beyond the law, beyond the judicial all thought that when Trump was elected, he would be the bull in the china shop and break that all up,' said Massie. Massie went on to say that the Trump administration had lost his trust on the issue after publicly supporting transparency around the investigation, then doing an abrupt about-face. The administration is now calling on its supporters to move on from the issue and focus on hashing out issues with the 2016 'Russiagate' investigation instead of Epstein. Top administration officials, including Vice President JD Vance, also spent months calling for the very releases the Justice Department says it won't authorize. 'People who were allegedly working on this weren't sincere in their efforts,' Massie said. 'Somebody should ask Speaker Mike Johnson, why did he recess Congress early so that he didn't have to deal with the Epstein issue?' 'Politics is the art of the doable. There's enough public pressure right now that we can get 218 votes and force this to a vote on the floor,' said Massie. He also firmly rejected a DOJ memo explaining the administration's position against further releases of information from the Epstein files, despite the very public promises of Bondi and others to do the opposite. In the memo, agency officials said that explicit imagery involving children was 'intertwined' throughout the files collected by the Justice Department. Some have said the files should not be released to protect sex-abuse victims of both Maxwell and Epstein. 'That's a straw man [argument],' Massie responded on Sunday, after Welker read part of the memo. 'Ro [Khanna] and I carefully crafted this legislation so that the victims' names would be redacted, and that no child pornography will be released.'

President Trump's security team has debuted what appears to be a heavily armored golf cart 10 months after a would-be assassin aimed an SKS-style rifle toward him at his West Palm Beach tee resort. As the president played at the Trump Turnberry course in South Ayrshire, Scotland, this weekend, an imposing, apparently heavily fortified black vehicle followed close behind — with security experts saying it bears all the hallmarks of an armor-reinforced golf cart in the mold of Trump's official limo, a k a 'The Beast.' On Sept. 15, Ryan Routh, 59, trained a rifle styled after a Soviet-designed semiautomatic at Trump's security detail as the president walked along the fifth hole at the Trump International Golf Club in Florida. Two months earlier, Trump survived another assassination attempt at a campaign rally in Butler, Pa., carried out by 20-year-old Thomas Matthew Crooks. Crooks perched on the rooftop of a building just outside the Butler fairgrounds and opened fire with an AR-style rifle, nicking Trump's ear, seriously wounding an audience member and killing former firefighter Corey Comperatore.
