Karnataka Assembly passes Greater Bengaluru Governance Bill to decentralise Bengaluru's civic body
Shivakumar assured the House that the Greater Bengaluru Authority (GBA) would not interfere in the functioning of the five new municipal corporations to be created for the city.
'We are making a small amendment to provide clarity that the GBA will not interfere with the city corporations,' said Shivakumar.
'Mayors and corporation members will continue to enjoy full powers as per the Constitution," Shivakumar posted on X.
He underlined that the 74th Constitutional Amendment, which grants urban local bodies financial independence, taxation powers, and guaranteed elections with reservations, remains fully protected.
'#NammaBengaluru deserves governance that is clear, fair, and accountable. This Bill is a step in that direction,' he wrote.

What is the bill about?
Greater Bengaluru Governance (Amendment) Bill, 2025 seeks to divide the city's municipal corporation, Bruhat Bengaluru Mahanagara Palike (BBMP), into several smaller municipal corporations, introducing a more decentralised and participatory model of urban governance.
It also provides for the creation of a Greater Bengaluru Authority (GBA), envisioned as a supervisory body to coordinate development and ensure integrated planning across the metropolitan region.
The five corporations - Central, North, East, West, and South - will be carved out of the former municipal body and vary in size and population. This restructuring follows the formation of the Greater Bengaluru Authority (GBA) on May 15, 2025, replacing BBMP as the city's official governing body under the Greater Bengaluru Governance Act, 2024.

How will the amendment impact Bengaluru's infrastructure?
The boundaries of the proposed Greater Bengaluru Authority (GBA) are yet to be finalised, but it is expected to span nearly 1,000 sq km, up from BBMP's current 700 sq km. The expansion is likely to bring adjoining villages and peripheral areas into the city's metropolitan fold.
For the first time, major civic and infrastructure agencies, including the Bengaluru Development Authority, Bangalore Water Supply and Sewerage Board, and Bengaluru Metropolitan Transport Corporation, are set to be brought under a single umbrella.
Urban experts say this integrated framework is designed to deliver more cohesive planning and better coordination across departments, addressing Bengaluru's long-standing challenge of fragmented governance.
"Such a redefinition will naturally impact real estate. Areas surrounding Bengaluru will likely see a rise in land prices as they begin to be officially identified as part of the city. This will create a ripple effect, especially in peri-urban areas, where land values are already high in anticipation," said Srinivas Alavilli, a citizen activist previously told HT.com.
He said the bill may also pave the way for developing new commercial hubs, including business parks in previously underdeveloped zones. 'Today, Bengaluru's economic activity is concentrated in a few zones: Electronic City, Whitefield, ORR, Hebbal, CBD, and industrial areas like Bommasandra and Peenya. With decentralized governance and economic planning under the proposed GBA, we could see more balanced growth, in other parts of our city given the expansion of metro and suburban train networks in the next 5 years, we are likely to see emergence of new areas based on quality of life and last mile connectivity offered by the new city corporations."

Hyderabad, Aug 19 (UNI) Telangana Chief Minister A Revanth Reddy today appealed to all political parties across the Telugu states to rise above politics and support Justice Sudarshan Reddy, who has been declared as the Vice-Presidential candidate by the INDIA bloc. Addressing a press conference at his residence in Jubilee Hills, the Chief Minister said the announcement has brought immense pride to the Telugu people, particularly Telangana. 'After PV Narasimha Rao, it is a matter of honour that a Telugu son from an agricultural family is being fielded for such a high constitutional post,' he said. Reddy contrasted the INDIA alliance's decision with that of the NDA, which he accused of 'vote theft and mocking democracy.' LS passes bill to set up IIM in Guwahati; second in NE
1 2 Guwahati: Lok Sabha on Tuesday passed the Indian Institutes of Management (Amendment) Bill, 2025, paving way for the establishment of the institute in Guwahati, with the union govt committing Rs 550 crore corpus fund for a period of five years from 2025-26. IIM-Guwahati will be the 22nd in the country and the second in the northeast after IIM-Shillong, which was set up in 2007. The establishment of the IIM in Guwahati is a key initiative under the Special Development Package (SDP) — the package that forms the core of the peace agreement signed between the central and state govts and the United Liberation Front of Assam (Ulfa) in 2023, aimed at promoting comprehensive development across the state. This makes IIM-Guwahati the second major national institute in the state born out of a political settlement, reinforcing the role of education as a tool for peacebuilding and regional empowerment. Earlier, IIT-Guwahati was established in 1994 as a direct outcome of the 1985 Assam Accord, which aimed to address regional development and educational infrastructure in Assam following years of anti-foreigners' agitation led by All Assam Students Union. The institute will be mentored by IIM-Ahmedabad, with classes expected to begin this year at a temporary campus provided by the state. The permanent campus will be built at Palasbari in Kamrup district. CM Himanta Biswa Sarma hailed the development as "truly historic." "With an IIT, AIIMS and now IIM, Assam is on the precipice of becoming a major education hub of Eastern India," Sarma wrote on 'X'. The bill notes that Assam govt formally requested the establishment of an IIM in the state, citing its strategic location and the need for holistic development. Despite having a population exceeding three crore, Assam remained one of the few states without an IIM. The bill mentions that according to the latest all-India survey on higher education, over 5.5 lakh students are currently enrolled in higher education institutions across Assam. With the state emerging as a key driver of regional growth, the proposed IIM is expected to significantly enhance educational infrastructure, foster managerial talent, and unlock new opportunities for students across the northeast. "Assam is at the centre stage of all-round development of the region. Establishing an IIM at Assam shall boost the overall education and development of the region and open up significant opportunities for the students of North Eastern Region of India to develop managerial skills," the bill notes. Sarma expressed gratitude to PM Modi, Union home minister Amit Shah, and education minister Dharmendra Pradhan, calling the move a transformative step for higher education in the region.
