NAPM members urge Governor Hari Babu Kambhampati to protect rights of tribals in Nabarangpur
The forum members led by president of Lok Shakti Abhiyan Prafulla Samantara have appealed to Governor Hari Babu Kambhampati to intervene and stop all ongoing evictions in Nabarangpur and other scheduled areas to protect the interests of tribals and forest-dwelling communities.
A fact-finding team of NAPM team had visited the district on June 19 and documented large-scale demolitions and displacement of hundreds of scheduled tribe, scheduled caste, OBC, and forest-dependent families across several villages.
According to the report prepared by NAPM, villagers in Hatibadi (Jharigaon block), Mendabeda (Umerkote), Chacharaghati (Chandahandi) and Lakhanpur (Raighar) were subject to widespread demolitions by the Forest and Revenue departments.
They alleged the eviction drives carried out during monsoon have left families without shelter, food, drinking water or access to healthcare. Despite clear legal protection under the Forest Rights Act (FRA), 2006, and the Panchayats (Extension to Scheduled Areas) Act (PESA), 1996, the evictions reportedly took place without proper notice and consent of Gram Sabhas while legitimate land claims under the FRA were still pending.

Bihar: ‘Cat Kumar' applies for residential certificate in Rohtas; FIR registered
After 'Dog Babu', 'Sonalika Tractor' and 'Donald Trump', yet another case of fake application has come to the fore in Bihar after the Rohtas district administration received a residential certificate request in the name of a cat. For representational purposes only. (AP) The person has sent an application under the name 'Cat Kumar', with 'Catty Boss' mentioned as the father and 'Catiya Devi' as the mother. A photo of a cat was also attached to the application, along with a phone number and an email address. Following the directives of Rohtas DM Udita Singh, Nasriganj revenue officer (RO) Kaushal Patel has filed an FIR under sections 132/61(b)/318(4) of the Bharatiya Nyaya Sanhita at Nasriganj police station against unknown persons, and an investigation has been launched. Residents in the state are allowed to file online applications under the Bihar Right To Public Service (RTPS) Act, and each submitted application is assessed and issued by the official concerned after due verification. According to the FIR, the RTPS counter received an online application on July 27 with the mobile and email ID of the person who applied under the name. 'The act obstructed official work and appeared to be a conspiracy to tarnish the image of the government and public services. The name of the applicant, along with the listed father's and mother's names, are clearly false and intended as a mockery. The individual has attempted to ridicule the functioning of the government system by misusing the online platform, submitting fake details and a cat's photo,' the FIR stated. This bizarre application sparked a lot of laughter on social media, but a few users criticised it for wasting the time of officials. Another application was submitted in Samastipur district recently under the name of US President Donald Trump; the request was made through the government portal from the Mohiuddinnagar block. The document included a photo of Trump and listed a local address in Hasanpur village. The fake applications prompted an investigation into the matter and resulted in two officials from Patna, who were overseeing the process, facing departmental action. The government has taken serious note of these developments, and is planning to tighten RTPS to scan every application more carefully.

As part of this effort, the government is set to introduce changes to mining laws this week. After these changes it will become easier for the companies to raise funds for acquiring critical mineral assets overseas. What's Govt's Plan To Obtain Rare Earth Magnets? A senior official told The Economic Times that the proposal has already been approved within the government. The amendment bill to the Mines and Minerals (Development and Regulation) Act may be tabled in Parliament as early as Monday. The government plans to use funds from the National Mineral Exploration Trust (NMET) for purchasing these assets abroad. The trust currently holds over Rs 6,000 crore, collected from mining leaseholders who contribute 2% of their royalty payments to it. According to the proposal, the trust's name will be modified to include the word 'Development,' and expand its role in the exploration, acquisition, and development of critical mineral resources overseas. The goal is to improve the supply of essential minerals. The last amendment to this law was made in 2023. This revision will address the shortage of raw materials for critical minerals and also help to fund new acquisitions. The government is also planning to allow the one-time sale of mineral waste generated from captive mines. How Will It Help Industries? The amendments will allow states to permit the sale like waste from leased areas for an additional fee. Other proposals are to simplify the rules like if a new mineral is discovered, it can be added to an existing mining lease upon payment of a fee. Similarly, if a leaseholder has rights to deep-seated mineral resources, they may apply to include adjoining areas in their lease. This option can be used only once, and the lease area cannot be expanded by more than 10%.
